The Meeting was called to order at 9:00 A.M. by Mayor Koch.
Upon Motion of Mr. Whitney and seconded by Mr. Whittemore the
Commission unanimously approved the "Minutes" of the regular
Meeting held on March 9, 1974 and the Special Meeting held
March 19, 1974.
The Financial Statement for the Month of March was submitted
to, and accepted by the Commission.
The Police Reports for the Month of March were submitted and
Mr. Walker Police Commissioner noted surrounding areas comparing
their crime rates with the Town of Gulf Stream. A discussion
followed and Mr. Koch informed everyone at the meeting that the
Gulf Stream Civic Association in conjunction with and permission
from the Town Commission was going to have a study made of the
need and requirements and adequacy of the Gulf Stream Police Dept.
The Civic Association has agreed to pay for the cost of this survey.
Police Chief Roy Cowart informed the Commission that crime is on
the increase and that B & E's are mainly the result of professional
criminals. The Concensus of the Town's people attending the
meeting indicated they were satisfied with the police department.
There was a reading and final hearing of Ordinance 74 -3 regarding
changes of the Town's Zoning Ordinance. A resolution as passed by
the Gulf Stream Civic Association was read, this resolution
indorsed the adoption of this Ordinance. Mr. Robert J. Dixson,
Mr. L. F. Preiditch, Mr. Robert C. Reed and others all spoke in
favor of adoption of this Ordinance, and the Town Commission
and the Town's Zoning Commission were commended for their
diligence in preparing this Ordinance for the welfare and pro-
tection of the To,7n of Gulf Stream. There being no further
discussion Mrs. LaPorte moved that Ordinance 74 -3 be adopted,
motion was seconded by Mr. Whittemore. The voting was as follows,
Mrs. LaPorte for, Mr. Walker for, Mayor Koch for, Mr. Whitney for,
Mr. Whittemore for. Motion passed unanimously.
Second and final reading of Ordinance 74 -4 concerning operation
of machinery or construction during certain periods was heard.
There being no discussion, Mr. Walker moved that Ordinance 74 -4
be adopted, motion seconded by Mr. Whitney. Motion passed
unanimously.

Second and final reading of 74 -5 granting a Franchise to
Leadership Cable Systems of Gulf Stream, Inc. was heard. Mr.
Randolph stated since he did not have a chance to review a
previous ordinance granted by the Town to Telepromter Inc.
he could not comment on the Town's possible liability at
this point. Mayor Koch asked Mr. Randolph to review the
franchise before the next meeting so that adoption could
be made then. Adoption of Ordinance 74 -5 was therefore tabled
until the next meeting.
Mayor Koch reported to the audiance that posted on the bulletin
board was a flood hazard map indicating the area in the Town
of Gulf Stream which was eligible for flood insurance. If
they so desire they may discuss it with the Deputy Town Clerk
before taking the matter to their insurance agent.

I will appreciate it if you will convey my view as herein presented
to the Town Commission in session on 3/8/74 in regard to the
proposed changes in the Minimum Building Sizes for Single Family
Residences:
It is of course obvious that the current Minimum of 1200 sq. ft.
with full allowance for garages is and has been ridiculously low.
At Place Au Soleil deed convenants increased such minimum to 1500
sq. ft., and the smallest house approved to date has been 1800 sq.
ft. or more.
The current proposal, offering a 25% allowance for garages and screened
porchs, would in effect reduce the 2600 sq. ft. total to a ^Living
Area Size "of approximately 2350 sq. ft.
2350 sq. ft., in my opinion, is a most spacious "Living Area "in
considering minimum sizes. Of the present homes in Place Au Soleil,
2/3 would not qualify under this proposal.
I believe an increase in the "Minimum Living Area,,to somewhere close
to the 2000 sq. ft. amounts might not be inapproprate at this time.
This could bring the total minimum up to 2200 sq. ft.
Considering todays costs and problems, I do not feel that houses, like
cars, are necessarily better because they are made large.
I will appreciate the Commissions Consideration in this matter.

RESOLVED that the Gulf Stream Civic Association supports the
suggested basis for the Town of Gulf Stream acquiring that portion of
the water supply facilities and land forming a part thereof and belonging
to the Gulf Stream Golf Club under the terms as described in the presen-
tation of Mr. Paul Grady, former President of Gulf Stream Golf Club,
at this meeting, and further RESOLVED that the Town of Gulf Stream
complete its studies and investigations at the earliest possible date so as
to enable an early resolution of these important issues.

/ RESOLVED that the Gulf Stream Civic Association endorses and supports

the Town Council's action in proposing Amendment No. 74 -4 to Zoning
Ordinance 108, as amended, and commends the Mayor and the Town
Council for this necessary action and forward looking legislation; all in
the interests of the protection of the health, safety and welfare of the
residents of Gulf Stream by establishing these reasonable limitations on

growth and density as described in said proposed Amendment No. 74 -4.
