HomeMy Public PortalAbout10/15/2013 Special CCMSPECIAL MEDINA CITY COUNCIL MEETING MINUTES OF OCTOBER 15, 2013 The City Council of Medina, Minnesota met in special session on October 15, 2013 at 6:00 p.m. in the City Hall Chambers. Mayor Weir presided. I. ROLL CALL Members present: Anderson, Pederson, Martin, and Weir. Members absent: Martinson Also present: Metropolitan Council Member Katie Rodriguez, City Planner Dusty Finke, Public Works Director Steve Scherer, Public Safety Director Ed Belland, and City Administrator Scott Johnson. II. MET COUNCIL MEMBER KATIE RODRIGUEZ New Met Council Member Katie Rodriguez introduced herself to the City Council and staff. It is her goal to improve communication between cities and the Met Council. Staff provided an update on the proposed County Road 19 sewer improvement project. The current Met Council study is looking into the regional sewer issues near the Maple Plain Treatment Plant. The proposed extension of the sewer pipe will impact 1,000 acres, but the acreage will follow the current zoning of the cities. Bob Franklin, 2819 Lakeshore Avenue, shared his concerns with the proposal to extend sewer to this area. Staff also discussed the housing projection reductions from the Met Council. Katie Rodriguez explained that the Met Council is looking for input from cities on the reduced figures. Ms. Rodriguez will also look into whether or not cities can amend their comprehensive plans to reflect the reduced figures. Mayor Weir asked how closely the Met Council works with MNDOT on road planning. Katie Rodriguez explained that the two organizations work closely on this item, but the financial reality of fixing the congestion problem is extremely expensive. Ms. Rodriguez informed the City Council about Plymouth's proposal to add Bus Rapid Transit (BRT) on Highway 55. The City Council shared their concerns with the lack of funding to upgrade roads while cities are being required to meet density requirements for new housing units. Council was also supportive of trying to add a transit component in Medina (express bus service, park and ride, or park and pool option). III. LAKE MINNETONKA CABLE COMMISSION (LMCC) RESOLUTION The City Council reviewed the proposed resolution from the City of Orono. Council Member Martin suggested changing the word "excessive" to "excess" in the second whereas. The City Council supported the resolution and would formally take action at the City Council Meeting that evening. IV.
