The Meeting was called to order at 9:00 A.M. by Mayor Koch.
Upon motion by Mrs. LaPorte and seconded by Mr. Whitney the
Commission approved the Minutes of the September 13, 1974 Meeting.
The Financial Report for the Month of September was submitted to and
accepted by the Commission.
The following summarization of Police Reports for the Month of
September - 1974 was submitted to the Commission.
Mr. Otto presented to the Commission a final plat of Pope sub-
division. It was noted in this plat there was provision for a
10' drainage easement as requested by the Commission at a previous
meeting. Mr. Walker moved that the said plat be accepted by the
Town, Mr. Whittemore seconded the motion. Motion passed unanimously.
Attorney John Randolph presented for 1st reading Ordinance 7674 -6,
regarding Flood Insurance for the Town of Gulf Stream. Mr.
Randolph discussed highlights of the Ordinance to the Commission.
Upon motion by Mr. Whittemore, seconded by Mr. Walker, the
Commission unanimously approved placing Ordinance 7674 -6 on first
reading.

Mr. Otto presented to the Commission a final plat of Pope sub-

Mayor Koch gave a brief report concerning the Area Planning
Board Meeting he and Mr. Walker attended. He informed the
Commission that the Town must prepare a master plan con-
cerning future development of Gulf Stream. A discussion
followed and it was decided that the Town would get prices
from the Area Planning Board and Smoot & Associates before
retaining anyone.
Mr. Walker gave a report on a Meeting Mayor Koch and he
attended concerning the abolishing of police forces of certain
municipalities. Resolution #74 -9 per "CAPTION" shown below,
was then submitted for Commission consideration.

A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN
OF GULF STREAM, PALM BEACH COUNT, FLORIDA, RELATIVE
TO A PROPOSAL OF THE STATE COMMISSION TO ABOLISH
POLICE FORCES OF CERTAIN MUNICIPALITIES.
Upon motion by Mr. Whittemore, seconded by Mr. Walker, the
Commission unanimously approved ADOPTION of RESOLUTION #74 -9.
Mayor Koch gave a report on the $50,000,000.00 Beach Bond
Issue, a Meeting that he and Mr. Walker attended. He noted
that as a resident and taxpayer we should do everything possible
to defeat this bill at the next general election, since it will
cost each Town a considerable amount of money. Resolution #74 -10
per "CAPTION" shown below was read.

RESOLUTION OF THE TOWN OF GULF STREAM EXPRESSING
OPPOSITION TO THE PROPOSED PALM BEACH COUNTY
$50,000,000.00 BOND ISSUE FOR THE PURCHASE OF
BEACH FRONT PROPERTY TO BE LOCATED IN IN-
CORPORATED MUNICIPALITIES ALONG THE ATLANTIC
OCEAN IN PALM BEACH COUNTY TO ACTIVELY AND
ERNESTLY EXPEND THEIR EFFORTS TO BRING ABOUT
THE DEFEAT OF THE BOND ISSUE IN THE NOVEMBER
5, 1974 GENERAL ELECTION.
Upon motion by Mr. Walker, seconded by Mrs. LaPorte, the
Commission unanimously approved ADOPTION of RESOLUTION #74 -10.
Mayor Koch informed the Commission that a survey of street
conditions in Gulf Stream was underway and Hardrives had been
contacted to give the Town a price on this repair work.
A discussion concerning the Trash Department followed. A
committee consisting of Mayor Koch, Mr. Whittemore, Mr.
Schaefer and Mr. Pierpont was formed to see what could be
done to improve the efficiency of picking up trash. A
meeting to discuss this was set for Tuesday morning October
17th, at 9 A.M.

A letter from Mr. Leonard Harris, Vice President of Leadership
Cable Systems was read and stated that work would commence
June 1, 1974.
Mayor Koch stated that the new tax money will be coming in
soon and we want to emphasize to the Town Manager to follow
the standard proceedure of getting the highest interest rate
from a local lending institution or if advisable to purchase
Government bills.

RESOLUTION NO. 74 -9
A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF
GULF STREAM, PALM BEACH COUNTY, FLORIDA, RELATIVE TO
A PROPOSAL OF THE STATE COMMISSION TO ABOLISH POLICE
FORCES OF CERTAIN MUNICIPALITIES
WHEREAS, the Governor's Commission on Criminal Standards and Goals, recommended
abolishment of Police Forces of less than 10 men and,
WHEREAS, we recognize that the increase in crime factors within the Town would
increase without the Town's police Force, and
WHEREAS, to acquire additional staffing on the Police Force, to maintain our
own Police Department in the Town, the Town of Gulf Stream would be required,
under the proposed recommendation, to double its staff and costs thereof, and
WHEREAS, the limited Municipal Complex of the Town and its financial resources
would require that the Town increase its taxes to provide for such additional
staffing and /or housing of the Police Force, and
WHEREAS, the proposal does not ensure that adequate Police protection would be
furnished to those Municipalities who may be required to abolish Police Forces
of less than 10 men. Further, there are no assurances that having larger staffs
at greater costs would minimize crime factors within the Town,
NOW, THEREFORE, BE IT RESOLVED by the Town Commission of the Town of Gulf
Stream, Palm Beach County, Florida that:
1• We urge every elected Municipal Official, and
every County Commissioner to join with us respect-
fully requesting our State Legislators to defeat
this proposal.
2. We direct that a copy of this resolution be sent
to the Governor, the Palm Beach County Commission,
the Palm Beach County Municipal League and each
member of the Palm Beach County Legislative
Delegation.

EXPRESSING OPPOSITION TO THE PROPOSED PALM BEACH COUNTY $50,000.000.00
BOND ISSUE FOR THE PURCHASE OF BEACH FRONT PROPERTY TO BE LOCATED
IN INCORPORATED MUNICIPALITIES ALONG THE ATLANTIC OCEAN IN PALM BEACH
COUNTY AND URGING ALL MUNICIPALITIES, CITIZENS, TAXPAYERS, AND VOTERS
OF PALM BEACH COUNTY TO ACTIVELY AND ERNESTLY EXPEND THEIR EFFORTS
TO BRING ABOUT THE DEFEAT OF THE BOND ISSUE IN THE NOVEMBER 5, 1974
GENERAL ELECTION.
WHEREAS, the Board of County Commissioners of Palm Beach County has
voted by a three to two vote to have placed upon the November 5, 1974 general
election ballot, the question of whether or not sufficient bonds pledging the ad
valorem tax revenues of Palm Beach County should be issued to raise $50,000,000.00
for the purchase of beach front property in Palm Beach County, most of which
property proposed to be purchased lies within incorporated municipalities; and
WHEREAS, the selling and issuance of the bonds referred to herein,
if approved by the voters, as proposed, will result in said bonds being paid
back over a period of approximately thirty years which will have the result of
burdening the taxpayers of Palm Beach County to pay back an aggregate amount in
excess of $100,000,000.00 due to the interest rate on the bonds and the duration
of the bonds; and
WHEREAS, the Board of County Commissioners of Palm Beach County has
hastily drawn up its proposed beach acquisition program and has not, despite
pleas from responEble municipal officials that it do so, taken in to account the
zoning plans and land use plans of the various affected municipalities in which
the proposed beach acquisitions are to take place, but instead the Board of County
Commissioners of Palm Beach County has evidenced its intent to ignore and override
said plans and impose its will on the affected municipalities regardless of the
consequences to the people who make their homes in the affected municipalities; and
WHEREAS, the establishment of the county parks, as proposed, is going
to create traffic, police, and environmental consequences of great magnitude within
the affected municipalities, which consequences the Board of County Commissioners of
Palm Beach County has refused to take into account and has chosen to ignore; and
WHEREAS, despite the fact that recent litigation between the Board
of County Commissioners of Palm Beach County and the incorporated municipality
of the Town of Gulf Stream, Palm Beach County, Florida has resulted in court
decisions which hold that the county cannot acquire and utilize beach and recreational
properties in incorporated municipalities where such uses would be incompatible
with a municipality's zoning and land use plan, the Board of County Commissioners has
insisted on risking in excess of $100,000,000.00 of its citizens tax revenues by
proposing to acquire property that it will not even be able to use after acquisition;
and
WHEREAS, the Board of County Commissioners of Palm Beach County has
elected to ask the voters to approve a bond issue costing the taxpayers in excess of
$100,000,000.00 for beach acquisition while at the same time the Board of County
Commissioners has not gone forward with negotiations for the utilization of the
vas "Air Force Beach" tract of beach fron property which has been offered to the
Board of County Commissioners for lease at $10.00 per year; and
WHEREAS, at this precarious moment in our nation's economy, the
taxpayers of Palm Beach County, many of whom are retired and on fixed incomes, are
being asked by the Board of County Commissioners of Palm Beach County to approve the
paying back of in excess of $100,000,000.00 for the acquisition of beach front
property, while at the same time far more pressing governmental needs exist,
including the providing of an adequate school system to meet the needs of our
growing population's young people and the solving of Palm Beach County's daily
increasing transportation woes by providing for and funding a realistic urban
transportation system; and
WHEREAS, one of the three county commissioners who voted to have
this proposed beach bond issue put on the November 5, 1974 general election ballot
has publicly indicated and stated that this bond issue should not be passed by
the voters of Palm Beach County and that he will personally vote against its
passage, which fact reveals that, in actuality, even the majority of the Palm
Beach County Board of County Commissioners realizes that this proposed bond
issue is not in the overall public interest.
NOW, THEREFORE, BE IT RESOLVED:
1. That for the reasons set forth above the Town of Gulf Stream
expresses its opposition to the passage of the proposed beach bond issue on
November 5, 1974.
2. That all municipalities whose land use plans, zoning plans,
and self - governmental integrity are being threatened by this proposed beach bond
program are urged and requested to vigorously and earnestly work for the defeat
of the proposed bond issue on November 5, 1974.
3. That all citizens, taxpayers, and voters of Palm Beach County
are urged to carefully review this proposed bond issue, which will ultimately cost
them in excess of $100,000,000.00 in light of their own economic conditions, the
condition of the national, state, and local economy, and in light of the other more
pressing needs for governmental services which are being ignored in Palm Beach
County, and to join in the conclusion that this proposed bond issue should
overwhelmingly be defeated on November 5, 1974.
