Also attending: William E. Gwynn, Town Manager, Barbara Gwynn, Deputy Town Clerk,
Larry M. Ball, Chairman of the Planning and Zoning Board.
The Meeting was called to order at 9:00 A.M.
Mr. Larry M. Ball gave a report to the Commission concerning Candelaria Inc.
and stated that a Special Planning 6 Zoning Board Meeting was held November
21st to review plans and to give Mr. Joel Hunter time to have his engineers make
a study on water runoff affecting his property. Mr. Chapin representing the
Bath and Tennis Club informed the Commission that Candelaria Inc. and the Bath
and Tennis Club had reached an agreement that they feel will solve the drainage
problem. Mr. Hunter was asked to comment on the plans and he stated the plans
were acceptable. Mr. Ball stated that the recommendation from the planning Board
was unanimous that a building permit be issued. Mr. Walker made a motion that
the building plans for Candelaria Inc. be accepted. Mrs. LaPorte seconded the
motion. Motion passed unanimously.
The following BIDS for road repair work to be done in the Town were submitted
to the Commission
HARDRIVES $40.00 per ton 434.0 tons $17,360.00
RDBIN CONST. CO. $43.00 per ton 575.0 tons $24,725.00
The Commission agreed before work could be done that all of them should take
a ride around Town to see what roads need immediate attention.
Mayor Koch read a letter from St. Andrews Corporation informing the Town
that a high rise was to be constructed across the street from St. Andrews.
Since this could cause more congestion in the area as far as traffic is
concerned it was the desire of the Commission that a letter be sent to the
County Commissioners informing them that the Town of Gulf Stream is opposed
to the building of a high rise apartment in this area.
Mayor Koch informed the Commission that something must be done to protect
certain municipalities against losing their police departments with less then
10 men. The issue is a recommendation from the Governote Commission on
Criminal Justice Standards and Goals that, if adopted would call for the
consolidation of small police departments for improved efficiency and
effectiveness. According to this Commission each municipality would be
protected by the sheriffs department. Noting that this could affect the
Town of Gulf Stream Mayor Koch suggested that a meeting of all affected
municipalities get together to discuss this problem as early as possible.
Mr. Whittemore made a motion that a letter be mailed to each Town affected by
this problem and that a meeting be set up as soon as possible. Mr. Walker
seconded the motion. Motion passed unanimously.

A request was made to raise the salary of one of the police officers. Mr.
Walker made a recommendation that a 5% raise increase should be made to this
officer. A general discussion followed. The Commission stated that the
three new patrolemn receive a 5% raise increase after being with the Town
ten months, and from now on, any new men would receive a raise increase
after being with the Town one year. Mr. Walker made &.:motion that a pay raise
of 5% be given the four new policemen ten months from the start of employment
and henceforth any new men will receive a pay raise after one year with the
Town. Mr. Whitney seconded the motion.
