III.Review and Approve Minutes a.Motion to APPROVE the meeting minutes as written,from 7/25/23 made by MS,2nd by NC,Motion passed 5,0,0. b.Motion to APPROVE the meeting minutes as written,from 6/27/23 made by MS,2nd by BF,Motion passed 5,0,0. IV.Review and Approve Invoices a.Vertex,OPM116.17 $36,216.50 b.Perkins Eastman,95420-00.0-12 $53,158.45 c.LocaliQ New England,5757884 $42.77 d.Motion to APPROVE the payment of invoices in the ESBC package totaling $89,417.72 made by NC,2nd by MS,Motion passed 5,0,0. V.Updates 1.JD provided an update on MSBA SD submission a.Ongoing email conversations between Vertex and MSBA finalizing budget and reimbursement. b.Budget presentation to MSBA scheduled on 9/20/23. c.Overall reimbursement cost anticipated to be increased. d.Breakout spaces are determined to be eligible for reimbursement. e.3 STEAM Rooms determined to be eligible for reimbursement. VOTED TO APPROVE 2023-10-18 2023-09-19 Pg.1 of 2 f.$300k Other Administrative Costs cost related to Updated Sustainable Advisory determined to be eligible for reimbursement. 2.Special Town Meeting Prep a.Proposed November 13th STM and November 28th Special Town Election. Selectboard expected to vote/finalize at 10/3 meeting.Anticipate 30 minute presentation. 3.Public Information Process updates a.JG has put together a schedule of groups to meet with.Chamber of Commerce 10/10,Moms Group 10/11,participating w/Sustainable Green Committee’s Sustainability Fair on 10/11,SEPAC 9/26,Legacy Farms Community resident 10/17 or 10/19 (Vertex and PE requested to attend this one),Senior to be setup (NC agreed to lead),School Department offered to assist. b.JG to distribute the schedule of meetings for committee and school department to participate. c.ESBC public sponsored information sharing meetings:recap how we got here and costs.1 month prior and 1 week prior is ideal timing.Information only,no promoting of project. 4.Proposals:Tabled review of geothermal test well proposal.More information is needed,and this is not time sensitive. 5.Sewer Review: a.Motion for ESBC to authorize PE to enter discussions with Sewer Department regarding a new connection for the Elmwood School made by MS,2nd by NC, Motion passed 5,0,0. 6.Next Steps a.Next meeting to be on or about October 18,2023.
