The meeting was called to order at 8:15 a.m., a quorum was present at that time.
1. Introduction
2. Acceptance of the September 3, 2020 meeting minutes
Mr. Farr made a motion to approve the minutes. Mr. Brooks seconded the motion, all
members were in favor.
3. New Business
a) Request to remove parking (yellow curb) on all corners and thru the intersection
of E. Circle, N. Circle, and Hayselton to better see oncoming traffic. (Requestor:
Ms. Linda Woodland)

Mrs. Griffin gave the staff report. Staff would recommend installing yield bars at the
N. Circle yield sign, then reevaluating in 4-6 months.
The requestor was not present.
Mr. Staub made a motion to accept city staff recommendations to add yield bars and
reevaluate. Mr. Diemler seconded the motion. All members were in favor.
b) Request to slow traffic down on Lincoln St. (Hough St. to E. High St.) and on S.
Johnson St. (Requestor: Mrs. Betty Kriegermeier and neighbors)
Mrs. Griffin gave the staff report. Staff is not recommending any measures to increase
speeding compliance, as it is in expected ranges already. Additionally, Staff would
not recommend lowering the speed limit of these streets to slow traffic.
The requestor and area residents were present and spoke on their behalf.
After a discussion between commission members and area residents, Mr. Farr made a
motion to continue to monitor the issue and ask the Police Department to do
increased enforcement. Mr. Kross seconded the motion. All members were in favor.
4. Old Business
a) Request to change the loading zone in front of Moreau Heights Elementary to no
parking from 7:00 am-8:00 am and 2:00 pm-3:00 pm, to allow for easy
transition of school busses for arrival and dismissal each day. (Requestor: Mr.
Suzanna Haugen, Principal Moreau Heights Elementary)
Mrs. Griffin gave the staff report. Staff would recommend setting a bus loading zone
from 7 am-8 am & 2 pm-3 pm and in-between (8 am-2 pm) time limiting parking to
some brief time span.
Frank Underwood was present and spoke on behalf of the requestor and Jefferson
City Public Schools. Mr. Underwood requested the short term parking be one hour
to give therapists and other guests enough time to have meetings and attend to
student’s needs.
Mr. Farr made a motion to accept city staff recommendations and designate the area
as a bus loading zone at typical drop-off/pick-up times (7-8 am & 2-3 pm CST) and
allow for short-term (1 hour time limited) parking between drop-off/pick-up times (8
am-2 pm CST). Mr. Brooks seconded the motion. All members were in favor.
b) Request for parking on the west side of Belair Drive, between the southerly school
driveway and where Belair Drive narrows. (Requestor: Ms. Elizabeth Milhollin,
Principal Belair Elementary)
Mrs. Griffin gave the staff report. Staff would support parking on the west side of
Belair Drive in the requested section (300 foot).
Frank Underwood was present and spoke on behalf of the requestor and Jefferson
City Public Schools.

Mr. Farr made a motion to accept city staff recommendations. Mr. Diemler seconded
the motion. All members were in favor.

A motion to adjourn the meeting was made by Mr. Farr, and seconded by Mr. Kross. All
members were in favor. Meeting adjourned at 9:39 a.m.
