WHITTEMORE COMMISSIONER HENRY N. WHITNEY COMMISSIONER Also attending: William E. Gwynn, Town Manager, Barbara Gwynn, Deputy Town Clerk, Roy Cowart Chief of Police. The Meeting was called to order at 9:00 A.M. by Mayor Koch. Mr. Collier, Manager of Florida Power and Light Company presented to the Town their annual franchise check for $14,674.31 covering the period through January 7, 1975. This was an $3,147.30 increase over last year or 27 %. A discussion concerning fees for platting and re- zoning followed. Mrs. LaPorte made a motion that the Town charge $200.00 for re- zoning petitions. Mr. Walker seconded the motion. Motion passed. Mr. Whittemore stated that in the interim of a week that a check be made of the surrounding municipalities concerning their charges for re- zoning and platting. A motion by Mr. Walker that a minimum of $200.00 be charged for re- platting and each additional lot would be an additional charge of $25.00. Mr. Whitney seconded the motion. Motion passed unanimously. This Ordinance to be ready for the next regular Commission Meeting February 14th, 1975. Mr. Danny O'Brien and Attorney Zipken were there to present plans and also explain and answer questions concerning a request to the County Commission to re -zone a parcel of land located in the County that borders on the Town Limits of Gulf Stream. Mayor Koch stated that he would represent the Town at the hearing February 13, 1975. Town Manager Gwynn read election information and proceedures that must be followed concerning the filing for candidacy for forthcoming election March 4th, 1975. Resolution 75 -1 was read A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF GULF STREAM, PALM BEACH COUNTY, FLORIDA, REQUESTING THE PALM BEACH COUNTY BOARD OF COUNTY COMMISSIONERS TO EXPEDITE THE CONSTRUCTION OF THE CRITICALLY NEEDED PROPOSED BRIDGE OVER THE INTRACOASTAL WATER- WAY ON SOUTHEAST TWELFTH STREET IN DELRAY BEACH, FLORIDA. Mrs. LaPorte made a motion that the Resolution be adopted. Mr. Walker seconded the motion. Motion passed. Meeting Adjourned 11:00 A.M. Deputy Town Cler MAYOR'S PROCLAMATION CALLING TOWN ELECTION TO BE HELD 10 MARCH 4, 1975 WHEREAS, the Town Charter, Chapter 27579, Laws of Florida, Acts of 1951, requires a Town Election to be held on the first Tuesday in March, 1975, which is March 4, 1975: 1. An election is hereby called to be held on Tuesday, March 4, 1975 for the purpose of electing five (5) Town Commissioners who shall hold office for a term of three (3) years beginning on the third Tuesday of said Month of March, 1972; 2. The Election shall be held in the Town Hall of the Town of Gulf Stream, Florida, located at 246 Sea Road in Gulf Stream, and the polling place shall be open between the hours of 7 :00 o'clock A.M. and 7:00 o'clock P.M., Eastern Standard Time; 3. Only qualified, registered voters of the Town of Gulf Stream shall be allowed to vote in this election; 4. Any person who desires to have his or her name placed upon the of- ficial ballot shall file with the Town Clerk, at least 20 days be- fore such election is to be held, a petition signed by at least four (4) qualified electors of the Town of Gulf Stream requesting such person to become a candidate for such office; 5. MAYOR " EST: w Barbara Gwynn, Depu T Clerk RESOLUTION 75 -1-R A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF GULF STREAM, PALM BEACH COUNTY FLORIDA, REQUESTING THE PALM BEACH COUNTY BOARD OF COUNTY COMMISSIONERS TO EXPEDITE THE CONSTRUCTION OF THE CRITICALLY NEEDED PROPOSED BRIDGE OVER THE INTRACOASTAL WATER- WAY ON SOUTHEAST TWELFTH STREET IN DELRAY BEACH, FLORIDA. WHEREAS, the residents of the City of Delray Beach, Florida, living East of the Intracoastal Waterway and all residents of the Town of Highland Beach must cross the Intracoastal Waterway for most of their shopping and other services, and WHEREAS, there are only two bridges over the Waterway between Boynton Beach, Florida, and Boca Raton, Florida one being at Atlantic Avenue and one being one mile north thereof at Northeast Eighth Street, and WHEREAS, the present two bridges are not adequate for the present traffic using the same and will be less adequate as the population of this area increases, and WHEREAS, a mechanical failure in the Atlantic Avenue Bridge could seriously delay emergency vehicles in reaching the south beach area: NOW, THEREFORE, BE IT RESOLVED that the Palm Beach County Board of County Commissioners be requested immediately to take necessary steps to move forward with letting the contract and constructing the bridge with the $5,000,000 funds already allocated for this project which will facilitate movement of traffic and enhance the public safety of the residents in this general area.
