Public Hearing to Receive Public Comments on the San MaKeo County Annexation Project Draft Program
Environmental Impact Report and Consideration of an Extension of the Public Comment Period
GENERAL MANAGER'S RECOMMENDATIONS
1. Receive public comments on the San Mateo County Annexation Project Draft Program
Environmental Impact Report.
2. Consider an extension of the Public Comment Period.
DISCUSSION
On June 12, 2002, the Board accepted the update to the Draft Service Plan for the Coastal Annexation
Area and received staff and consultant informational reports on the Draft Program Environmental Impact
Report(DEIR) and the Fiscal Impact Analysis, draft Annexation Policy and Willing Sellers Only Ordinance,
which are included as appendices to the DEIR. The Board also received an informational report on the
public participation process and establishment of the comment period for the Draft Program Environmental
Impact Report commencing on June 13, 2002 and ending August 2, 2002 (see Report R-02-82).
Although a public hearing to receive public comments on the DEIR is not required and written comments are
strongly encouraged, District staff and consultants, accompanied by the Coastal Ad Hoc Committee, held
public hearings in Pescadero on July 9, 2002 and Half Moon Bay on July 17, 2002. The meeting on July 31,
2002 provides an additional opportunity for the full Board of Directors to receive public comments on the
DEIR.
The California Environmental Quality Act (CEQA) Guidelines require that the public have at least 45 days to
review and comment on the DEIR. A 51-day comment period for the San Mateo Coastal Annexation Draft
Environmental Impact Report commenced on June 13, 2002 and is scheduled to end on August 2, 2002.
Staff received a request from the San Mateo County Farm Bureau to extend the comment period for an
additional 60 days. Staff has received several other informal requests for additional time to review the
DEIR. The District is not required to extend the comment period, but reasonable requests for an extension
should be considered. Representatives from the Farm Bureau will attend the July 31 Special Board meeting
to explain the reasons for their request.

COASTAL ANNEXATION PROGRAM: KEY FACTS
Why a Coastal Annexation Program?
-*.- To provide local open space and agricultural preservation and management services.
4- By request of Half Moon Bay City Council,Midcoast Community Council and others.
4- 90% of all San Mateo County residents say preserving open space from Skyline to the coast is vitally
important. The San Mateo coast is a significant regional and national treasure.
4- Coastal lands purchased by other organizations need to be managed.
4- The District can provide locally based,long-term stewardship.
No Use of Eminent Domain on the Coastside:
4- Acquisition of property or conservation easements would be from willing sellers only.
What Coastal Annexation Means:
4- Extension of Midpeninsula Regional Open Space District's service boundary to provide opportunities for
collaborative open space management and preservation.
❖ Representation to 45,000 new constituents--west of Skyline, south of Pacifica,north of Santa Cruz
County. 4F
❖ Full public participation in proposed acquisitions/easements,planning, and management decisions of the
elected Board.
❖ No District regulatory or zoning power. No change in land use designations or land use controls.
❖ Within the 140,000-acre coastal area,potential purchase from willing sellers or management of
approximately 11,800 acres over 15 years.
❖ No taxation would accompany annexation. Use of existing District revenue only. If the District were to
seek additional future tax revenue, it could only do so with voter approval, according to state law.
❖ Local schools would their retain current revenue. No significant financial effect on any other
government agencies or government services.
Benefits of the District's Coastal Program:
❖ Easements to promote viable agriculture and to preserve the rural coastside heritage.
❖ Management for existing open space lands, including public safety presence and providing wildland fire
suppression services.
4- Low-intensity recreation opportunities--regional hiking trail links, such as Skyline to the Sea Trail.
-,*e Minimal facilities(restrooms and information kiosks)and"light footprint"unpaved staging areas.
❖ Enhanced community programs and environmental education.
❖ A neighborly approach and potential partnership for local land&resource management.
4- Responsive, elected Board and dedicated staff to respond to public requests and needs.
-*e Cooperative partnership opportunities with other agencies and organizations.
Representation for Coastside Residents on the District's 7-member Elected Board of
Directors:
❖ Coastside residents would have a voice in extending one to four District wards to include the San Mateo
County coast.
❖ Coastsiders could run for one or more Board seats and serve their constituents as elected officials.
