HomeMy Public PortalAbout2020-12-071 REGULAR COUNCIL MEETING, DECEMBER 7, 2020 CALL TO ORDER Mayor Carrie Tergin called the December 7, 2020 City Council meeting to order at 6:01 P.M. Due to COVID-19/social distancing recommendations, the meeting was held virtually and streamed live on Facebook. ROLL CALL The f ollowing Councilmembers were present for roll-call: Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Lester, Schreiber, Vogt, Ward, and Wiseman Absent: None ADOPTION OF THE AGENDA A motion was made by Councilmember Schreiber and seconded by Councilmember Graham to adopt an amended agenda, switching the order of Miscellaneous Items 4(a.) and (b.). The motion passed unanimously. MISCELLANEOUS AGENDA ITEMS a. As COVID-19 cases are on the rise, Chezney Schulte, Cole County Health Department Communicable Disease Coordinator provided an update on the cases in Cole County. She also noted an updated handout for testing locations to distribute. The former green handout is now pink. The form can be found at https://www.colecounty.org/DocumentCenter/View/6253/COVID-19-Business- Guidance?bidId=. For patients that test positive for COVID-19, the CDC is now recommending a quarantine period of 10 days from the first day of symptoms. David Boyles, Cole County EMS Deputy, was unable to join the meeting with an update. Mayor Tergin reminded everyone of the Cole County and City of Jefferson COVID-19 Advisory issued on November 12th. Mayor Tergin noted the importance of keeping holiday gatherings small, continuing to wear masks, and social distancing. She has been meeting weekly with Cole County and loca l doctors for continued pandemic updates.The next press conference is scheduled for this Friday, December 11th at 2:00 P.M. b. Human Resources Director Gail Strope presented the 2020 Kevin Meinhardt Award to Holly Stitt. Cynthia and Molly Meinhardt, wife and daughter of Kevin Meinhardt spoke on the award itself and thanked the Mayor and City Councilmembers for continually 2 REGULAR COUNCIL MEETING, DECEMBER 7, 2020 honoring Kevin by annually awarding deserving recipients. Cynthia and Molly congratulated Holly on the award. Holly thanked the Mayor and Councilmembers for their recognition and award. PUBLIC HEARINGS There were no public hearings at this time. APPOINTMENTS BY THE MAYOR There were no appointments at this time. PRESENTATIONS FROM STAFF, CONSULTANTS & INVITED GUESTS a. Missy Bonnot, Interim Director for the Jef ferson City Chamber of Commerce, JCMG Dr. Jeff Patrick, and Keri Wright, CFO of JMCG presented a JCMG property tax incentives request. The proposal included a 75% tax incentive the first five years of the project, and 50% the five years following. Councilmember Fitzwater motioned to direct Staff to prepare a formal resolution of intent with JCMG, related to the tax incentives. Councilmember Schreiber seconded the motion. The motion passed unanimously by the following roll call vote. Aye: Fitzwater, Graham, Hensley, Hussey, Kemna, Lester, Schreiber, Vogt, Ward, and Wiseman Nay: None b. City Attorney Ryan Moehlman presented an update on the MSP redevelopment project. Don Koster, Principal Architect from Arcturis, David Parmeli from Chesterfield Hotels, and Todd Goodrich from Paric Corporation provided their respective project updates. A resolution to extend the MSP development deadline was taken up later in the meeting. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF  Administration Committee: Councilmember Wiseman had no updates at this time.  Finance Committee: Councilmember Hensley had no updates at this time.  Public Safety Committee: Councilmember Graham had no updates at this time.  Public Works & Planning Committee: Councilmember Hussey announced the next meeting, December 10th at 7:30 A.M. The meeting will be virtual.  Mayor Tergin congratulated the Helias Catholic and Blair Oaks football teams for winning their respective class’ state championship. Mayor Tergin hopes to recognize the teams at a future City Council meeting. 3 REGULAR COUNCIL MEETING, DECEMBER 7, 2020  Sonny Sanders, Director of Planning and Protective Services, announced the award of $433,000 CDBG CARES Act funding, through HUD, to the City. There is a survey link on the City’s home page to garner input on how the City should spend their COVID-19 allocation: https://www.surveymonkey.com/r/JCRGPQN. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE Mayor Tergin introduced Mr. Stacy Landis as the next Lincoln University Student Representative. Mr. Landis reintroduced himself and informed City Councilmembers of two university updates. First, students will be back to campus on January 13th. Second, students will start the second semester, with in-person classes on January 19th. PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS There were no presentations at this time. CONSENT AGENDA a. Minutes of City Council Meetings: November 16 b. Awarding the $170,065 Granular Quicklime Bid to Mississippi Lime for the Wastewater Division Councilmember Hussey motioned and Councilmember Graham seconded the motion to approve the above listed items. The motion passed unanimously. BILLS INTRODUCED 2020-047 sponsored by Councilmember Hussey AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, APPROVING A VEHICLE LEASE AGREEMENT WITH ENTERPRISE FLEET MANAGEMENT AND AMENDING THE 2020-2021 BUDGET. Councilmember Hussey requested to suspend the rules. There being no objection, Bill 2020-047 was read third time by title, placed on final passage, and passed by the following roll-call vote as Ordinance 16092: Aye: Fitzwater, Graham, Hensley, Hussey, Kemna, Lester, Schreiber, Vogt, Ward, and Wiseman Nay: None 2020-048 sponsored by Councilmember Hussey AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH REINHOLD 4 REGULAR COUNCIL MEETING, DECEMBER 7, 2020 ELECTRIC INC, IN THE AMOUNT OF $118,281.00 FOR THE RUNWAY LIGHTING REPLACEMENT PROJECT AND ACCEPT A GRANT FROM THE MISSOURI HIGHWAY AND TRANSPORTATION COMMISSION. Councilmember Hussey requested to suspend the rules. There was no need for the closed session at this time. UNFINISHED BUSINESS There was no unfinished business at this time. ADJOURNMENT A motion to adjourn was made by Councilmember Wiseman, seconded by Councilmember Graham, and approved unanimously at 7:48 P.M.
