Deputy Town Clerk, Police Chief, Roy Cowart.
The Meeting was called to order at 9:00 A.M. by Mayor Koch.
Upon motion by Mrs. LaPorte and seconded by Mr. Walker the Commission approved
the "Minutes" of the Special March 5th, 1975 Meeting and the February 14th,
1975 Regular Commission Meeting.
Financial Report for the Month of February 1975 was submitted and accepted by
the Commission.
Mr. Walker moved that the Audit Report for year ending September 30, 1974 be
accepted by the Commission. Mr. Whittemore seconded the motion. Motion was
passed unanimously.
The following summarization of the Police Reports for the Month of February 1975
was submitted to the Commission.

Mr. Whitney suggested that the Town change the check signing requirements, however
Attorney John Randolph pointed out that it would be necessary to have a referendum
to make such a change. It was decided to table this suggestion until a later
date.

AN ORDINANCE OF THE TOWN OF GULF STREAM AMENDING THE 1952
ZONING ORDINANCE NO. 108 AS AMENDED, OF THE TOWN OF GULF
STREAM, FLORIDA, BY CHANGING THE SOUTHEAST QUARTER OF THE
SOUTHWEST QUARTER OF THE NORTHEAST QUARTER OF SECTION 4,
TOWNSHIP 46 SOUTH, RANGE 43 EAST, LYING EAST OF RIGHT -OF -WAY
OF U.S. HIGHWAY NO. ONE FROM RESIDENCE DISTRICT "A" TO OUT-
DOOR RECREATIONAL DISTRICT.
Upon motion by Mrs. LaPorte and seconded by Mr. Walker Ordinance 75 -1 was
unanimously carried.
A request from Mr. Herbert Schaffer for permission to began construction of
a pool house during the moratorium period was heard. After a general discussion,
Mr. Walker moved that the request be granted. Mr. Whitney seconded the motion,
motion passed with one dissenting vote.
There was a discussion of a request from Mr. C. T. Thomas regarding relocation
of a fire hydrant that is presently located very near his driveway. This hy-
drant and water main is located in a private easement of the McLouth sub - division.
The Commission informed the Deputy Town Clerk to tell Mr. Thomas that they would
not be financially responsible for relocation of this fire hydrant, however the
Town would install protective posts around the hydrant if he so desired.
Mayor Koch informed the Commission that there would be a joint meeting soon
regarding water acquisition from the City of Delray Beach.
Mayor Koch also thanked everyone for attending the County Planning and Zoning
Board Meeting in West Palm Beach March 13th, and informed everyone it was a most
successful meeting. This Meeting concerned a petition for rezoning of property
on the west side of A1A to a specialized Commercial District and is located in the
County. Mayor Koch also urged everyone to attend another meeting to be held
next Thursday March 20th, 9:00 A.M. when this same petition will be heard by
the Board of County Commissioners. Mr. O'Brien informed the Commission that a
letter from the Civic Association announcing this forthcoming meeting was in the
mail and should reach approximately 250 people.
Manager Gwynn announced that there will be an organizational meeting Tuesday
March 18th 9:00 A.M. for the new Commission to be seated and election of Mayor
etc.

WHEREAS, the Town Commission has held a public hearing
with due public notice as required by law to consider this
amendment; and
WHEREAS, the Town Commission has determined that the
amendment proposed is in accord with the zoning ordinance in
general and specifically in accord with the requirements of
Section 5 -A of the Zoning Ordinance as amended entitled "Outdoor
Recreational District" and is in accord with sound zoning practices!

and will serve to promote the purposes of zoning set forth in the I
Town Zoning Ordinance;
NOW, THEREFORE, BE IT ORDAINED BY THE TOWN COMMISSION OF
THE TOWN OF GULF STREAM, FLORIDA:
SECTION I.
The Zoning Ordinance, Ordinance 108 as amended, of the
Town of Gulf Stream, Florida, is hereby amended and changes in the
official zoning map of the Town dated May, 1952, prepared by
George S. Brockway, registered engineer and surveyor, are
authorized to be made so as to effect the following amendment to
the Town zoning:
That area within the Residence District A area shown on
the official zoning map of the Town described as:
The Southeast Quarter of the Southwest Quarter
of the Northwest Quarter of Section 4, Township
46 South, Range 43 East, lying East of the
Right -of -Way of U. S. Highway No. One.
is hereby re -zoned as Outdoor Recreational District.
SECTION II.
The Town Clerk is authorized and directed to make, or
cause to be made, appropriate changes of designation of zoning on
the official zoning map of the Town.
SECTION III.
All ordinances or parts of ordinances in conflict here-
with, be and the same are hereby repealed.

A RESOLUTION OF APPRECIATION OF THE
TOWN OF GULF STREAM, PALM BEACH COUNTY, FLORIDA
WHEREAS, HENRY N. WHITNEY, has servied on the Town
Commission of the Town of Gulf Stream, Palm Beach County, Florida,
from March , 1972, to March 14, 1975; and
WHEREAS, in recognition of the dedicated and devoted
time, service, and energies given in the interest of the Town as
a member of the Town Commission, the entire Commission on behalf
of itself and the Town wishes to extend its appreciation:
NOW, THEREFORE BE IT RESOLVED BY THE TOWN COMMISSION OF
THE TOWN OF GULF STREAM, FLORIDA:
That this Resolution of Appreciation be extendedtto
HENRY N. WHITNEY for his dedicated and devoted services to the
Town of Gulf Stream as a member of the Town Commission.
