MEDINA CITY COUNCIL MEETING MINUTES OF OCTOBER 16, 2007
The City Council of Medina, Minnesota met in special session on October 16, 2007 at
6:03 p.m. in the Medina City Hall. Mayor Crosby presided.
I. Call to Order — Mayor Crosby called the meeting to order at 6:03 p.m.
Members present: Johnson (arrived at 6:08 p.m.), Weir, Crosby, Smith
Members absent: Cavanaugh
Also present: City Administrator Chad Adams, City Engineer Tom Kellogg,
Police Chief Ed Belland, Public Works Foreman Steve Scherer, and Finance Director
Jeanne Day.
H. 2008 Budget Work Session — Sewer Utility and Water Utility Budgets
Day provided an overview of the sewer fund budget proposal and explained the various line
items.
Adams provided a presentation on the major budget expense changes for the sewer fund,
proposed rate increase of 8%, change in net assets, and the proposed rate study and capital
improvement plan review for 2008 upon completion of the Comprehensive Plan.
Johnson arrived at 6:08 p.m.
Discussion was held on the possible water and sewer connection to the City of Corcoran. Adams
explained that the City of Corcoran was planning to attend the November 6d' Council meeting to
discuss details of a possible agreement.
Adams provided an overview of the major budget expense changes for the water fund, proposed
rate increase of 5% with a bond issue, change in net assets, and the water capital improvement
plan and potential bond issue.
Discussion was held on the timing and need to move forward with a bond pre -sale on November
6th. Consensus was reached to place the pre -sale for a G.O. Water Revenue bond on the
November 6d' meeting for review and possible approval.
Adams explained that the proposed rates will be considered for Council approval on December
18th
Adams noted the November 20d' work session will include more discussion on the preparation for
the December 3rd Truth -in -Taxation hearing as well as additional detail on the Capital
Improvement Plan.
V. Adjournment
The meeting was adjourned at 6:52 p.m.
