The Meeting was called to order at 9 A.M. by Mayor Koch.
Upon motion by Mr. Whittemore and seconded by Mrs. LaPorte the Commission
approved the Minutes of the Commission Meeting October 10, 1975.
Financial Report for Month of October was submitted and accepted by the
Commission.
The following summarization of the Police Report for the Month of October, 1975
was submitted to the Commission.

Ordinance 75 -5 was presented to the Commission for first reading.
AN ORDINANCE OF THE TOWN OF GULF STREAM, FLORIDA, AMENDING
ORDINANCE NO. 74 -6 TO PROVIDE IN THE FLOOD HAZARD AREAS THAT
NEW CONSTRUCTION OR SUBSTANTIAL IMPROVEMENT IN THE COASTAL
HIGH HAZARD AREA BE LOCATED LANDWARD OF THE REACH OF THE MEAN
HIGH TIDE; BE ELEVATED ON ADEQUATELY ANCHORED PILES OR COLUMNS
TO A LOWEST FLOOR LEVEL AT OR ABOUT THE ONE- HUNDRED YEAR FLOOD
LEVEL AND SECURELY ANCHORED TO SUCH PILES OR COLUMNS, AND HAS
NO BASEMENT AND HAS THE SPACE BELOW THE LOWEST FLOOR FREE OF
OBSTRUCTIONS SO THAT THE IMPACT OF ABNORMALLY HIGH TIDES OR
WIND - DRIVEN WATER IS MINIMISED.
This Ordinance is posted on the Town's bulletin boards, and will be
published in a local newspaper prior to 2nd and final reading.

A request was made from Judge Bradford Martin to appoint Michael E.
Schroder Ad -Litem at no extra charge to the Town. Mr. Walker made a
motion that this request be granted, Mrs. LaPorte seconded the motion,
motion unanimously passed.
Mr. Walker made a motion that they contact the Municipal Code Corporation
Tallahassee, Florida to began as soon as possible to codify the ordinances,
Mr. Whittemore seconded the motion, motion unanimously passed.
Bids for painting the Town Hall were read to the Commission, however the
Deputy Town Clerk was instructed to contact the bidders in order for them
to rebid since a change had been made concerning how much of the Town Hall
would be painted. Mr. Walker made a motion that the Deputy Town Clerk after
receiving the new bids be allowed to accept the low bid, Mrs. LaPorte second-
ed the motion, motion unanimously passed.
In case of a major disaster it was brought to the attention of the Commission
by the Director of the Palm Beach Civil Defense that it is very possible the
Town could be out of contact with other municipalities because of telephone
lines being destroyed and radio channels overloaded, there fore he recommended
to the Town Commission that they purchase a VHF FM 2 -meter system radio at a
cost of $300 so contact with other communities would not be a problem. Mr.
Walker made a motion they purchase the above mentioned radio, Mrs. LaPorte
seconded the motion, motion unanimously passed.
A Resolution adopted by the Area Planning Board commending and accepting the
Town's Comprehensive Planning Report, was read and accepted by the Commission.
Mayor Koch informed the Commission a letter had been received from Mr. H. F.
Kahlert, County Engineer regarding the Coastal Restoration & Preservation
Continued Engineering Services for Preliminary design - Boynton Inlet to
Delray Beach, the letter stated the Board of County CommimLoners will take
up for discussion this matter November 18, 1975 at 10 A.M. all interested
residents are welcomed to attend.
Mayor Koch gave a detailed report on progress to date regarding purchase
of water from the City of Delray Beach, he presented a resume of 4 options
which the Town could select for future water use in the Town of Gulf Stream,
these four options are included and become a part of these minutes.
Mr. Whittemore moved that Charles Hair be given a 5% raise since he has
been employed for the Town 1 year. Mr. Walker seconded the motion, motion
unanimously passed.

No bond issue no construction.
Buy water from Delray Beach for 304 per thousand gallons plus 10% override
or 334 per thousand gallons. Sell water to residents of Gulf Stream for
364 per thousand gallons. The additional 34 to cover meter and line repairs,
meter reading, billing and collection etc. and depreciation of system, or
sell water for 354 and not provide for depreciation of system.

OPTION # 2
Bond issue for construction of 12" water line and 300,000 gallon water
tower. Buy water from Delray Beach for 334 sell to residents for 424.
The additional 94 to cover meter & line repairs, meter reading, billing

414 and not provide for depreciation.

OPTION # 3
Contract with City of Boynton Beach for water:
Current cost of water is 704 per thousand gallons plus 25% override for
outside their city limits or 874 (THIS IS UNREASONABLE)
OPTION # 4
Buy water from Delray and have them repair meters and lines, read meters,
billing and collection at a cost of 37 1/24 per thousand gallons. We pay
cost of 12" line to connect to Delray's system. Total cost approximately
$95,000.00. Would require an additional 74 per thousand for 10 years to
pay for this. Does not include new water tower. Would lose independence
by having Delray take over the operation. This rate does not allow for
ay contingencies.

Dear Sir:
Confirming telephone call of this morning, the Board of County
Commissioners will, at its meeting on Tuesday, November 18, 1975,
at 10:00 A.M., take up for discussion the matter of the Coastal
Restoration and Preservation Continued Engineering Services for
preliminary design from the Boynton Inlet to Delray Beach.
It is requested that an official representative from your munici-

the job in a neat and workmanlike manner.
We hereby propose to furnish labor and materials — complete in accordance with the above specifications, for the sum of:
One thousand two hundred & forty six dollars IS 1246-nn I with payment to be made as follows:
All material is guaranteed to be as specified. All work to be completed in a workmanlike manner according to standard practices. Any alteration or deviation
from above specifications involving extra costs, will be executed only upon written orders, and will become an extra charge over and above the estimate. All
agreements contingent upon strikes, accidents or delays beyond our control. This proposal subject to acceptance within days and is void
thereafter at the option of the undersigned.
