March 25, 1967
The Council of Bal Harbour Village met Saturday, march 25, 1967, at 9:30
A. M. in the Vitlage Hall.
Preset were: Messrs. Faulkner, Hart, Printup, Taplin and White
Also present were W. H. Webb, Village Manager; Mary T. Wetterer, Village
Clerk; and Thomas H. Anderson, Village Attorney.
On motion of Mr. Printup, seconded by Mr. Faulkner and voted, the minutes
❑f February 25, 1967, were accepted cs presented.
Mr. Hart said the Cnuncil would consider applicants for Certificates of
Public Convenience and Necessity and asked the Clerk to read the list of applicants
on file. It was determined that representatives were nre^ent from the present
Certificate holders, Central Taxi Company, S & J Transportation, Inc., and White
Cab Co. A gentlemen from D & B Taxi Company said he had not been notified and
that he had filed an application previously. The Village Clerk explained that
applications previous to last March had not been held for further consideration.
Mr. Anderson said he could not be considered at this meeting and suggested he
file for the September hearing. After statements from Mr. Frank Clancy of White
Cab Co., Mr. Sam Levine of S & J Transportation, and Mr. George Hollahan, counsel
for the present Certificate holders, Councilman Taplin reported his findings from
a survey of hotel and apartment doors regarding the present service. The Village
Manager then told the members that he and the Chief of Police had made investi-
gations into the present operations and applicants and that due to lack of compe-
tition and other factors it was their recommendation that a Certificate be issued
to White Cab Co, at this time. Mr. Levine stated that no one from Bal Harbour
had ever investigated S & J Transportation and that they also served Surfside
and the motel strip. Mr. Hart exnlained that although the granting of an addition-
al Certificate had been recommended, permits would not be considered at this time,
but at the meeting the fourth Saturday of April. It was then moved by Mr. Printup,
seconded by Mr. White and unanimously voted that a Certificate of Public Con-
venience and Necessity be granted to AAA Auto Leasing, Inc. d/b/a White Cab Co.
The Village Manager stated that the final drawings for the signs at Bel
Harbour Shops did not strictly conform to those presented and approved at the
January 1967 meeting. Mr. Whitman and Mr. Weed then explained the reasons for
the change and on motion of Mr. Faulkner, seconded by Mr. Taplin, and unanimously
voted the signs were approved. Also approved was a canopy to be constructed over
the main entrance to the center.
The Council then considered a Resolution requesting the Florida Legislature
to repeal Section 193.03 and 193.031 limiting the taxing power of the cities.
On motion of Mr. Faulkner, seconded by Mr. Printup and unanimously voted
RESOLTTION NO. 151
was adopted and a copy ordered to be sent to each member of the Dade County
Delegation.
Tr. Taplin spoke about the erosion problem particularly at the north half
of the oceanfront. Mr. Webb reviewed the negotiations in progress with the
County Manager. Mr. Anderson said he had sent the County Manager a telegram to
try to arrange for a meeting and .if he did not receive an answer shortly that he
and Mr. Webb would appear before the entire Commission. Mr. Anderson also

suggested that if wn failed to net action from the County Government that we seek
action from the Governor and Legislature,
The mayor appointed Councilman Faulkner as United Nations Day Chairman for
Bal Harbour Village,
The Village manager explained that our present Pension Plan fnr employees is
inadequate and related some of the terms of the contracts. He said he had been
talking to an Actuary from Cleveland regarding a plan to be funded by the Village
and the Actuary had agreed to send him a letter stating the cost of such a survey.
The council asked mr. Webb to call them when the letter arrived for approval of
the study based on the proposed cost.
At Mr. Webbts suggestion the fees for election clerks at the coming election
were raised from $15.00 to $20.00 on motion of Mr. Faulkner, seconded by mr.
Taplin and unanimously voted.
mr. Webb said he had decided not to buy a street sweeper -loader tractor
combination as discussed previously, but was now interested in a rehuilt street
sweenrrr fnr $2,Onn.On, whirh is rnnsiherebly less money than the other type of
equiam-nt.
Mr. Faulkner inquired whether a boat had been purchased and mr. Webb said he
had purchased a Woodson for $2,645.00 and sold the old boat for $975.00.
mr. Webb explained that due to the confusion of the County Tax bills we
have the largest number of unpaid items at this time of year. He asked the
councils permission to call or write the taxpayers and remind them that interest
and penalties would occur on April 1st. The council approved the manager's
suggesti^n.
On motion of mr. Printup. .seconded by mr. Taplin, the meetin, was adjourned
at 1na45 A. M.
