CITY COUNCIL “PRE-MEETING” WORK SESSION, DECEMBER 21, 2020
CALL TO ORDER
Mayor Carrie Tergin called the December 21, 2020 City Council “Pre-Meeting” to order
at 5:45 P.M. to review the agenda.
Due to COVID-19/social distancing recommendations, the meeting was held virtually
and streamed live on Facebook.
ATTENDANCE
The following Councilmembers were present when the meeting convened:
Present: Graham, Hensley, Hussey, Kemna, Lester, Schreiber, and Ward
Absent: Fitzwater, Vogt, and Wiseman
A quorum was present.
DISCUSSION OF AGENDA ITEMS
Councilmember Schreiber will lead the prayer.
Agenda
- Mayor Tergin will request a motion to amend the agenda, adding Item 4(e.)
under Miscellaneous to recognize Caroline Wanjiru, former Lincoln University
student representative to City Council.
Miscellaneous
- Police Cptn. Eric Wilde will recognize the life and service of Police Officer
Richard Hayden with a presentation.
- Kristi Campbell, Director of Cole County Department of Health, and Dr.
Lenora Adams of SSM St. Mary’s will provide a pandemic update.
- Mayor Tergin will present a proclamation to the Calvary Lutheran High School
Boys Cross County State Champions.
- Fire Chief Matt Schofield will recognize Fire Cptn. Philip E. McKee and Police
Cptn. Wilde will recognize Police Sgt. Joe Matherne for recently retiring from
the City of Jefferson.
- Mayor Tergin will recognize Caroline Wanjiru, former Lincoln University
student representative to City Council, for her service to City Council.

Bills Introduced
- City Staff presented their respective introduced bills.
- Staff has requested a suspension of the rules for thi rd reading and passage
on Bill 2020-049 related to Tyler Technologies JCPD Software Upgrades.
Councilmember Graham intends to suspend the rules.
Councilmember Fitzwater joined the meeting at 5:49 P.M.

- City Staff presented their respective resolutions.
