REGULAR COUNCIL MEETING, DECEMBER 21, 2020
CALL TO ORDER
Mayor Carrie Tergin called the December 21, 2020 City Council meeting to order at
6:02 P.M.
Due to COVID-19/social distancing recommendations, the meeting was held virtually and
streamed live on Facebook.
ROLL CALL
The f ollowing Councilmembers were present for roll-call:
Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Lester, Schreiber, and
Ward
Absent: Vogt and W iseman
ADOPTION OF THE AGENDA
A motion was made by Councilmember Graham and seconded by Councilmember
Hussey to adopt an amended agenda, adding Miscellaneous Item 4(e.) Recognition of
Caroline W anjiru, former Lincoln University Student Representative to City Council. The
motion passed unanimously.
MISCELLANEOUS AGENDA ITEMS
a. Police Cptn. Eric W ilde recognized Jefferson City Police Officer Richard Hayden’s life
and service to the City with a presentation to City Council.
b. Kristi Campbell, Cole County Health Department Director provided an update on the
COVID-19 cases in Cole County. W hile active cases are decreasing, Ms. Campbell
expressed the importance of continuing to social distance, wear masks, and limit
social gatherings. She indicated that the time line for the general public to receive the
vaccine is unknown at this time. The Missouri Department of Health and Senior
Services has been updating their website as timelines and information is released:
https://health.mo.gov/.
Dr. Lenora Adams of SSM St. Mary’s noted that while Cole County cases are
declining, surrounding counties are seeing an increase. Dr. Adams also said it is
unknown at this time if the vaccine prevents asymptomatic spread.
Mayor Tergin reminded everyone of the Cole County and City of Jefferson COVID-19
Advisory issued on November 12th. Mayor Tergin noted the importance of keeping
holiday gatherings small, continuing to wear masks, and social distancing.
c. Mayor Tergin recognized the Calvary Lutheran High School Boys Cross County State
Champions with a proclamation celebrating the team’s victory.

d. Fire Chief Matt Schofield and Police Cpt. Eric W ilde recognized recent City retirees,
Fire Cptn. Philip E. McKee and Police Sgt. Joe Matherne.
e. Mayor Tergin recognized Caroline W anjiru, the former Lincoln University Student
Representative to City Council. Mayor Tergin thanked her for her service to City
Council.
PUBLIC HEARINGS
There were no public hearings at this time.

Councilmember Hussey motioned to approve the recommended appointments to the
following boards and commissions. Councilmember Lester seconded the motion. The

PRESENTATIONS FROM STAFF, CONSULTANTS & INVITED GUESTS
Karlie Reinkemeyer, Neighborhood Services Specialist presented the Annual Historic
Preservation Report.
ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
Finance Committee: There is no meeting this month.
Public Safety Committee: There is no meeting this month.
Public Works & Planning Committee: Councilmember Hussey had no report. The
committee met on December 10th.
Mayor Tergin announced the JC Food Drive for Central & Northeast MO Food
Bank which was on Friday, December 18th at Westlake Ace Hardware and
Orscheln Farm & Home.

Mayor Tergin announced the Jefferson City Operation TOYS (Take Our Youth
Shopping) event which was held Saturday, December 19th. Several law
enforcement members hosted 72 children at Walmart Supercenter.
LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE
Stacy Landis announced that the students are on W inter Break as of last Friday. The
students will be able to move back to campus on January 13th, and start the second
semester, with in-person classes on January 19th.
Lincoln University has received a one-year probationary license for a law enforcement
academy. A ceremony was held at the university, where Governor Mike Parson and
Missouri Department of Public Safety Director Sandy Karsten signed the license. Mayor
Tergin and Councilmember Graham attended the event where Lincoln University police
academy chief outlined the next steps.

Councilmember Lester motioned and Councilmember Graham seconded the motion to
approve the above listed item. The motion passed unanimously.

Mr. Moehlman presented the resolution. Missy Bonnot, Interim President of the Jefferson
City Chamber of Commerce, and Dr. Jeff Patrick and Keri W right of JCMG were available
to answer questions.
Councilmember Graham motioned to adopt RS2020-26. Councilmember Fitzwater
seconded the motion. The resolution was adopted by the following roll-call vote:

COUNCIL AND STAFF DISCUSSION OF PRESENTATION TOPICS
There was no discussion at this time.
NEW BUSINESS
Amy Schroeder of the Parks and Recreation Department presented a Capitol Avenue
Mural for approval.
This was a follow-up to Consent Agenda Item (b.) on October 19, 2020. Anna Nanoski,
City Planner was available to answer questions.
After the presentation and discussion, Councilmember Hussey motioned to amend the
permissive use of East Capitol Avenue and Lafayette Street Right-of-W ay Adjacent to the
Property at 619 East Capitol Avenue, adding the approval of the mural. Councilmember
Graham seconded the motion. The motion passed by the following roll-call vote:
Aye: Graham, Hensley, Hussey, Kemna, Lester, Schreiber, Ward, and W iseman
Nay: Fitzwater
Absent: Vogt
