PROFESSIONAL EXPERT ENGINEERING SERVICES CONTRACT
WITH SADAT ASSOCIATES, INC.
WHEREAS, pursuant to Ordinance #04-31, the borough of Carteret authorized the
acquisition and/or condemnation of real property comprising the Carteret Landfil1
Reclamation Improvement District; and
WHEREAS, pursuant to said Ordinance, the Borough's special redevelopment counsel,
namely the firm of Windels Marx Lane & Mittendorf, LLP, or any attorney associated
with such firm, and/or the Borough Attorney were hereby authorized and directed to
perform or carry out or cause to be performed or carried out, any studies, surveys, tests,
soundings, borings, appraisals, title searches and title report reviews as reasonably
necessary to determine the value of any of the properties, the location and quality of any
of the properties and any environmental matters appropriate to acquire the
aforementioned real properties; and
WHEREAS, pursuant to said provision, special redevelopment counsel has advised the
Borough Attorney that there exists a need for redevelopment counsel to retain expert
EngineeringlEnvironmental Services to assist with the determination of value of certain
parcels identified on Exhibit A to Ordinance #04-31, namely: the real property identified
as owned by CDI Industries, Inc. and the Unnamed Street, Driftway and Rail Road
Crossing; and
WHEREAS, pursuant to NJ.S.A 40A;II-5 (l)(a) Professional Services are exempt
from the requirements of Competitive Bidding; and
WHEREAS, funds are available for such expert services.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and Council of the Borough
ofCarteret as follows:
1. That the firm of Windels Marx Lane & Mittendorf, LLP, special redevelopment
counsel be and is hereby authorized to retain the firm of Sadat Associates, Inc.,
1545 Lamberton Road P.O. Box 4129, Trenton, N.r 08610 to perform expert
EngineeringlEnvironmental Services at a total cost not to exceed $45,000.00.
2. That a copy of this ordinance be forwarded to the Borough Attorney, Windels
Marx Lane & Mittendorf, LLP and the Borough's Purchasing Department.
