Volunteer Recognition -Jack Palitsch Date of Nomination:9/1/2023 Nominee:Jack Palitsch Nominator’:Amy Beck Nominee’s Role and Your Reason For Nominating: How the Nominee’s contributions have impacted the Town: Jack Palitsch has served in many volunteer capacities throughout Hopkinton for over 30 years.Not long after he and his wife,Phyllis,moved to Hopkinton,he started his involvement with the Senior Center,as a participant,as a volunteer running programs, on the Senior Center Building Committee and as a COA Board member,to name just a few.However,Jack’s involvement was not limited to the Senior Center alone,during this time he also served on the Hopkinton Public Library for about 13 years,and has worked at town elections.At 95,Jack continues to volunteer at the Senior Center and is always looking to help in any way he can. Prior to 2001,Jack started raising money for the Friends of Hopkinton Seniors collecting redeemable cans and bottles for recycling.Jack once told me that since he began keeping records,he estimates that he,along with a great crew of volunteers,have raised about $75K for the Friends of Hopkinton Seniors.(It has been suggested that that figure is probably closer to $100K since they only began to record the recycling information in 2001.)These funds helped support many programs during the early days of the Senior Center and continues to be a great source of income for the Friends. When plans to build the current Senior Center on Mayhew initially began,Jack was one of the first to jump on board as a member of the Building Committee.The committee volunteers spent countless hours working to create,revise,and revamp a building design that would meet the needs of Hopkinton’s seniors for many years to come. Over the years our Senior Center has come to rely on Jack’s silent and steadfast devotion to making our community welcoming and inclusive.He is someone who sees something that needs to be done and does it,oftentimes without even having to be asked.Almost daily Jack can be seen around the Senior Center sorting,cleaning,and organizing the redeemable bottles for the friends.When he isn’t busy doing that,you might find him repairing our wall clock,changing out a lamp light bulb,helping to refurbish donated wheelchairs and rollators,and everything in between.Jack has never met a challenge to fix something he wasn’t at least willing to attempt. The key highlight is that Verizon has completed setting poles. 2.Per-and Polyfluoroalkyl Substances (PFAS)treatment project:Per-and Polyfluoroalkyl Substances (PFAS)treatment project:Construction of the Well #6 Filtration System is at the foundation stage,and per the contractor,the project is still on schedule to be completed in January 2024.Updated sampling results,including July 2023,are available on the Town's Water &Sewer website.Again,PFAS information for owners of private wells is available here.If residents have questions or concerns regarding PFAS in private wells,they may contact the Health Services Department at 508-497-9725. 3.Massachusetts Water Resources Authority (MWRA)Southborough Interconnection Project: PARE Engineering's work on the 30%MWRA Southborough Interconnection project design is progressing well.On X ,town staff met with MWRA staff to review the process for admitting a New Community to the MWRA Water System,the MWRA entrance fee and fee waiver,and lessons from recent applications to join the MWRA. 4.Municipal Aggregation Update:The Town secured a majority vote at the 2013 Annual Town Meeting to initiate a municipal aggregation plan.At that time,the Town could not identify a beneficial way to implement community aggregation.However,over the years,the community aggregation landscape has evolved.Most recently,supported by the advocacy of the Hopkinton Sustainable Green Committee and with the support of the Select Board,town staff Julia Chun,Dave Daltorio,and John Gelcich initiated and commenced the procurement process to recommend a consultant to help the Town prepare a municipal or community aggregation plan in consultation with the Department of Energy Resources.They interviewed three companies:Good Energy L.P.,MassPowerChoice (formerly Peregrine Energy Group), and Colonial Power Group.They have now recommended Mass PowerChoice as the preferred consultant.I am requesting the Select Board to schedule this matter at its first meeting in December.After that,the Town will initiate a planning process to develop a community aggregation plan and seek residents'input.Upon finalization of the aggregation plan,the Town will submit it to the Department of Public Utilities for certification. Eversource is exploring any additional work that can be done over the winter.The goal is to position the project to be ready when transformers are available.Some work can occur,such as setting up hardware on the new poles,but transferring all wires cannot start until transformers are available.Other utilities cannot move wires until Eversource is offthe pole as utility line removal starts from the top down. Amorello is offsite for the winter,but may be onsite to address any urgent matters. Construction meetings with MassDOT,Amorello and Eversource will continue once a month during winter shutdown. Verizon has completed setting poles. Traffic Signals at Wood/Main St.and Rte.85/Main -VHB has confirmed that all intersections and driveways are now working to plan. Roadway structures have been adjusted for winter conditions The Town and VHB will walk the project on to review all project details.Nov 3, 2023 Separated Bike Lane -Bike lane paving has been completed.The Town has been advised not to do temporary striping as it may not match up with the final striping.“No Motorized Vehicles” signs have been reinstalled for the winter. Traffic Pole and Peeling Paint -MassDOT is pushing for a full replacement of all peeling traffic signal poles after finding many issues with the on-site restoration process in other communities. Town staffwill continue to coordinate with MassDOT to get this corrected. 2 Brick Work -MassDOT has approved all the brickwork changes for the project,including the new location on the north side of Main between Walcott and Ash Streets.The Town has provided MassDOT with all the backup information and the signed change order.Brick work will take place next year. The bump-out area in front of the Korean Presbyterian Church (2 Main Street)church should have loam and seed to accommodate trees.The concrete that was poured will be removed,trees and other plantings are proposed in this location,and new brickwork will also be in this area. Work to be done next year. Town Hall Access –Temporary asphalt was installed in front of Town Hall.The asphalt will be removed and replaced with brick next year.The new brick will be at the same elevation as the new concrete sidewalks. MassDOT provided the Town with contractual unit price bid item cost increases (asphalt,diesel fuel,etc)that they have paid Amorello on the project.The information was provided for informational purposes.The Town is not responsible for paying any of the increased costs.The cost increase to date is in the range of $2,000,000.
