The Meeting was called to order at 9 A.M. by Mayor Koch.
Upon motion by Mr. Walker and seconded by Mrs. LaPorte the Commission
approved the Minutes of the Commission Meeting March 12, 1976
Financial Report for Month of March was submitted and accepted by the
Commission.
The following summarization of the Police Report for the Month of March,
1976 was submitted to the Commission.

Mr. Whittemore made a motion that the Commission be appointed as the Local
Planning Agency for the Local Government Comprehensive Planning Act of 1975.
Mr. Walker seconded the motion, motion passed unanimously. Mr. Whittemore
then made a motion that the Planning and Zoning Board be appointed as the
"Technical Advisory Committee" to work with the Commission on this project.
Mr. Walker seconded the motion, motion was unanimously passed.
Mayor Koch and Larry M. Ball were designated representatives from the Town
of Gulf Stream for the "Areawide Advisory Group" for participation in the
Palm Beach County Areawide Waste Treatment Management Planning Program 01208"

COMMISSION MEETING APRIL 9, 1976 Cont.
Mr. Franklin P. O'Brien, Secretary of the Civic Association informed the
Commission a study had been made concerning the Town's Lethal Yellowing
Program and pointed out that they found a decrease in the number of
residents continuing with the inoculation of palm trees, therefore a
request from the Civic Association to the Town Commission was made
that they review the current program, check with surrounding communities
and determine whether or not to pass a new or stronger ordinance that would
give the Town the right to treat trees whether the property owner approved
or disapproved. Mayor Koch informed Mr. O'Brien that steps had been taken
and would have a full report at the next Commission Meeting May 14th.
Mayor Koch gave a report on the recent water contract between the City of
Delray Beach and Gulf Stream. He informed the Commission that the present
contract between the two communities was not acceptable and has contacted
the City of Delray Beach and at the present time had not heard from them.
A report on the March 27th power failure in Gulf Stream was read to the
Commission. This report explained the circumstances causing the power
failure and steps to be taken should this occur again. Mr. Whittemore
requested that Florida Power and Light be informed that the Town Commission
felt there is an inadquacy on Florida Power and Light's part concerning
power supply to the Town, and would like a full report from them with an
explanation of why power was off for such a long period of time, and why
there is only one source of electricity to the Town of Gulf Stream.
Mr. Bettison gave a report on his presentation of Resolution No. 76 -2 to
the Palm Beach County Municipal League Friday March 12th, he informed the
Commission that he felt this organization was very worthwhile and a hard
working conscientious group of people, and he was very impressed.
Manager Gwynn read two communications to the Commission commending the
Police Department. These letters are a part of the Minutes.

Dear Mr. Briggs:
Thank you for your recent memorandum of the 29th of
March. It is the Town's position that the Club first
exert all their efforts to supply the Town with water
% and in the event they cannot supply water within the
30 minute period so stated in your letter, that they
then notify the Town to contact the City of Delray
Beach for water.
Records from Florida Power and Light show power to
pumps was restored approximately one hour after power
failure was reported to you.

MEMORANDUM: March 29, 1976
TO: Town Manager, Town of Gulfstream
FROM: J. W. Briggs, Gen. Mgr. Gulf Stream Golf Club.
The supply of water to the Town of Gulfstream is dependent
on electrical impulse induction current transmitted through
telephone cable to the two pumps along the Old Dixie Highway.
These two pumps are operated electrically. There is no aux-
liary power supply in case of electrical failure, nor is there
any cross over which can be used to supply water from either of
the other two irrigation wells located East of the Federal
Highway.
Last Saturday afternoon, a freak accident caused a loss of
power to both the induction controls on this side of the
Intercoastal waterway with subsequent loss of the automatic cap-
ability of our pumps. Even though there are auto - manual
operation switches at the pump station, when these were turned
to manual, there was no power to operate the pumps either.
The alternate source of water is at a six inch main line
furnished by the City of Delray Beach. This valve must be turned
on bythem. Louis Martin, Superintendent of the Delray Beach
Water Works has a policy with your office now in case such an
emergency arises., If during normal duty hours, the 'phone
number is 276 -7227
and if at night ,or when the office is closed on weekends, the
person in charge can be reached at all times through the Delray
Beach police department 276 -4141.
Since you have 24 hour surveillance by police officers, I
suggest the officer on duty be responsible for following the
procedure below.
The 50,000 gallon reserved tank would supply the city for
45 minutes to an hour under normal conditions, although there
would be a drop in pressure. I would suggest that if the power
does not come on within a period of 30 minutes which it normally
does, then Delray Beach Water Department be notified and someone
dispatched immediately to open the gate valve supplying the Town
with water. There is no need to close any other valves since the
lines will 'only be pressurized back to the check valves at the
well source.. (It is only when there is a break in the line that
valves need to be closed on this end. A break would not be a loss
in water but could be drop in pressure.)

POLICE REPORT MARCH 1976
The Gulf Stream Police Department made 19 arrests
Judge Martin held court on March 25th for 19 arrests.
Fines to the amount of $284.00 was levied.
The Police Department also handled 2 traffic accidents, 2 first
aids, 1 fire and 1 B & E.*
* On 9/4/76 the home of Mr. Robert Dejka, 1221 N. Ocean Blvd
was entered. A check with the owner showed that there was
nothing missing, it is believed to be the work of juveniles.
