HomeMy Public PortalAbout10/16/2012 Special CCMSPECIAL MEDINA CITY COUNCIL MEETING MINUTES OF OCTOBER 16, 2012 The City Council of Medina, Minnesota met in special session on October 16, 2012 at 6:02 p.m. in the City Hall Chambers. Mayor Crosby presided. I. ROLL CALL Members present: Crosby, Pederson, Siitari and Weir. Members absent: Martinson Also present: City Planner Dusty Finke, Public Works Superintendent Steve Scherer, City Engineer Tom Kellogg, WSB Engineer Bob Barth, and City Administrator Scott Johnson. IL WSB Storm Water Presentation WSB Engineer Bob Barth provided information to the City Council regarding storm water services through WSB. The City currently utilizes Hakanson Anderson for storm water services. Mr. Barth discussed Total Maximum Daily Load (TMDL) requirements for local governments, the economics of volume control for TMDL projects, and working with developers on storm water management. Mr. Barth also thought it was necessary to agree on a standard of calculation for TMDL's and MS4's before a project begins. Council asked Mr. Barth what the penalty was for not complying with storm water management requirements. He informed Council that a punishment has not been identified at this time for noncompliance. He did inform Council that ravine restoration projects usually are the most cost effective for local governments, but are difficult to accomplish because they are often on private property. Dusty Finke discussed the development review process and asked Mr. Barth if the City should claim credits for recent storm water improvements in new developments. Mr. Barth encouraged the City to claim credit for the improvements. The City Council directed staff to provide a list of guidelines for storm water projects for review at a future meeting. III. Storm Water Utility Policy Discussion Council discussed the future uses of the utility fund and directed staff to look into the administrative costs for the utility fund, look into transferring costs for remedial projects (maintenance) from the fund to the general budget, and work with Council to update the 2008 storm water utility flier that was sent to residents. Discussion also occurred regarding the environmental fund and using funds from the antenna tower leases to create a balance for storm water projects. Council also discussed a letter from the City of Champlin to Commissioner Jeff Johnson regarding his proposal in Hennepin County to reduce the number of watersheds. Council Member Weir agreed to summarize the information and bring this item up at a future Council Meeting. Medina City Council Special Meeting Minutes 1 October 16, 2012 IV.
