WHITTEMORE COMMISSIONER LINDLEY S. BETTISON COMMISSIONER Also attending: Att'y John C. Randolph, William E. Gwynn, Manager, Barbara Gwynn, Deputy Town Clerk and Police Chief William McQuade. The Meeting was called to order at 9 A.M. by Mayor Koch. Upon motion by Mr. Bettison and seconded by Mrs. LaPorte the Commission approved the Minutes of the Regular Meeting October 9, 1976 and Special Commission Meetings October 28 and 29th, 1976. Upon motion by Mrs. LaPorte and seconded by Mr. Walker the Commission approved the Financial Report for the Month of October, 1976. A RESOLUTION SPONSORING A PUBLIC WORKS PROJECT FOR APPLICATION BY THE TOWN COMMISSION OF GULF STREAM, PALM BEACH COUNTY, FLORIDA TO THE ECONOMIC DEVELOPMENT ADMINISTRATION FOR 100 PERCENT (1007,) GRANT UNDER THE LOCAL PUBLIC WORKS CAPITAL DEVELOP- MENT AND INVESTMENT PROGRAM. Mr. Walker moved that Resolution No. 76 -5 be adopted, Mrs. LaPorte seconded the motion, motion passed unanimously. -2- COMMISSION MEETING, November 12, 1976 Cont. Mayor Koch gave an up to date report on negotiations he had with members of the Gulf Stream Golf Club Water Committee regarding land acquisition together with water works & water system including valves, pumps, machinery etc. After a general discussion and noting that the Town would be leasing less land then originally anticipated, the Commission felt that the annual rental as written on the Lease Agreement be changed from $6,250.00 to $5,000.00 annually. Mr. Whittemore made a motion that the Commission tentatively accept the Lease Agreement, Mr. Walker seconded the motion, motion unanimously passed. There was a discussion concerning the Town's Lethal Yellowing Program. It was suggested that Mr. Franklin P. O'Brien, Robert Stafford and Deputy Town Clerk Gwynn work together to see that all residents in Gulf Stream be made aware of the seriousness of this disease and be encouraged to continue with the innoculations of all their palm trees. Ordinance No. 76 -3 was submitted to the Commission for first reading. THIS ORDINANCE CREATES A UNIFORM MAXIMUM PENALTY WHICH MAY BE IMPOSED FOR ANY MISDEMEANOR VIOLATION OF ALL TOWN ORDINANCES, EXCEPT WHERE EXPRESSLY PROHIBITED BY STATE LAW, AND IS ENACTED PREPARATORY TO AND IN CONJUNCTION WITH THE CONSTITUTIONAL ABOLISH- MENT OF FLORIDA MUNICIPAL COURTS AND THE ASSUMPTION OF JURISDICTION PREVIOUSLY REPOSED THEREIN BY THE COUNTY COURT OF PALM BEACH COUNTY, EFFECTIVE ON JANUARY 3, 1977. This Ordinance is posted on the Town's Bulletin Board, and will be published in a local newspaper prior to 2nd and final reading. Mr. Walker made a motion that $1,000.00 be given to the widow of former Chief of Police Roy Cowart, Mrs. LaPorte seconded the motion, motion unani- mously passed. Meeting adjourned 10:15 A.M. SPECIAL COMMISSION MEETING NOVEMBER 17, 1976 Mayor Koch gave a report on a recent meeting he had with representatives of the Gulf Stream Golf Club Water Committee. An offer of $5,000.00 per year on a 30 year lease agreement with an annual cost of living index adjustment was recommended by the Club Officials to the Town Commission for consideration. After a general discussion the Commission agreed to have Mayor Koch report back to the Club Officials with the following offer. $6,250.00 per year for the proposed site as originally approved by the Club less approximately one half land area as previously proposed. Meeting adjourned 9:25 A.M. \ o RESOLUTION NO. 76 -5 A RESOLUTION SPONSORING A PUBLIC WORKS PROJECT FOR APPLICATION BY THE TOWN COMMISSION OF GULF STREAM, PALM BEACH COUNTY, FLORIDA TO THE ECONOMIC DEVELOPMENT ADMINISTRATION FOR 100 PERCENT (100 %) GRANT UNDER THE LOCAL PUBLIC WORKS CAPITAL DEVELOPMENT AND INVEST- MENT PROGRAM. WHEREAS, the Town of Gulf Stream, Florida, has an average unemploy- ment greater than the National Average; WHEREAS, the Town of Gulf Stream, Florida, has programmed the Water System Improvements to support public and private sector commitments of existing and new economic development to maximize employment of the labor force; WHEREAS, the Town of Gulf Stream, Florida, has been unab.le,to budget this project due to the decline in local tax dollars, unemployment, slow economic development, and the delay of this needed public works which has caused further unemployment in both public and private sectors of the economy; - - V WHEREAS, the Town of Gulf Stream, Florida, is desirous of a 100 percent (1007) grant from the Economic Development Administration to asgsist in I.. carrying out this project for the overall purpose of seeking to reverse this cycle of unemployment; NOW, THEREFORE, BE IrRESOLVED that, in this regular meeting of tke Town Commission, the Mayor, William F. Koch,-"Jr., is hereby designated as the authorized representative to make application and satisfy all conditions for grant assistance from the Economic Development Administration with the assistance of Russell & Axon, Engineers- Planners - Architects, Incorporated.
