The Meeting was called to order at 9 A.M. by Mayor Koch
Upon motion by Mr. Walker and seconded by Mr. Bettison the Commission
approved the Minutes of the Regular Meeting February 11, 1977.
Upon motion by Mr. Bettison and seconded by Mr. Walker the Commission
approved the Financial Report for the Month of February 1977.

Mayor Koch reported to the Commission the Town had received a letter
and proposal from the International Association of Chiefs of Police,
Inc. for a Police Department Administrative and Operational Study,
he noted that a request for this study was made by the Gulf Stream
Civic Association. After a general discussion the Town Clerk was
advised to notify the Association not to proceed with the study at
this time.

COMMISSION MEETING - MARCH 11, 1977 Cont.
Mr. Brian Pfeifler gave a report on recent meetings he and Mr. George
Wilde had concerning steps to be taken by the Town to obtain a loan
for the Water System Improvement Project. After a general discussion
Mr. George Walker made a motion that bid requests for this loan be
sent to all local banks, Mr. Bettison seconded the motion, motion
was unanimously passed. Attorney Weaver was instructed at this
time to prepare the necessary Ordinance allowing the Town to accept
this loan. Mayor Koch thanked Mr. Pfeifler and Mr. Wilde for all
the work and effort they put into this project.
Mayor Koch gave a report on the Sanitary Sewerage Project for the
Town. He reported that Gulf Stream has applied to the Florida
Department of Environmental Regulations for a Federal Wastewater
Treatment Plant Construction Grant.
Second and final reading of Ordinance No. 77 -1 was read to the
Commission, upon motion by Mr. Whittemore and seconded by Mr.
Walker, Ordinance No. 77 -1 was unanimously approved by the Commission.

AN ORDINANCE OF THE TOWN COMMISSION OF THE TOWN OF
GULF STREAM, FLORIDA, AMENDING ORDINANCE NO 74 -5
SECTION 2 (e) TO CHANGE THE GRANTEE OF THE FRANCHISE
FROM LEADERSHIP CABLE TELEVISION SYSTEMS OF GULF
STREAM, INC. TO LEADERSHIP CABLE TELEVISION SYSTEMS,
A FLORIDA LIMITED PARTNERSHIP.
The Town Clerk was instructed to include in the next water billing,
a reminder to all residents to please continue inoculation of their
palms against lethal yellowing.

The Meeting was called to order by Mayor William F. Koch who
informed those present that this Special Meeting had been called
for the purpose of Ordinance 77 -2
AN ORDINANCE OF THE TOWN COUNCIL OF THE TOWN
OF GULF STREAM, FLORIDA, AMENDING THE OFFICIAL
CHARTER OF THE TOWN OF GULF STREAM AT ARTICLE
VII SO AS TO ELIMINATE CERTAIN RESTRICTIONS
THEREIN RELATING TO THE ISSUANCE OF BONDS AND
TO BRING SAID LANGUAGE INTO CONFORMITY WITH
STATE STATUTES.
Upon motion by Mrs. LaPorte and seconded by Mr. Walker Ordinance
No. 77 -2 was unanimously accepted by the Commission for first
reading.

The Meeting was called to order by Mayor Koch at 9A.M. for the purpose
of opening sealed bids for the water improvement loan. The following
bids were received:
Flagler National Bank of the Palm Beaches 5%
Sun 1st National Bank of Delray Beach 5.75%
Atlantic National Bank of West Palm Beach 6%
First State Bank of Lantana 4.65%
First Bank and Trust Boynton Beach 7%
Boca Raton National Bank 5.40%
Barnett Bank of Delray Beach 4.51%
Mr. Bettison made a motion that the Commission accept low bidder Barnett
Bank of Delray Beach, Mrs. LaPorte seconded the motion, motion was unani-
mously accepted.
Mr. Walker made a motion that the Town Commission authorize the publica-
tion in local well circulated newspapers the desire of the Town to receive
sealed bids for construction of the Water Improvement Project. Mrs. LaPorte
seconded the motion, motion unanimously accepted. Sealed bids to be opened
publicly April 27th, 1977 at 4:30 P.M.
A general discussion followed concerning the present water problems in
Gulf Stream. Mr. Whittemore made a motion that in the event of an emer-
gency the north well that is presently closed be re- opened to supply the
Town with full pressure. Mrs. LaPorte seconded the motion, motion was
unanimously passed.

POLICE, REPORT FOR FEBRUARY 1977
Gulf Stream Police Department had six traffic arrests that
were turned over to the County Court. The Police Department
also handled two traffic accidents, two first aids and one
larceny at 1.111 N Ocean Blvd. Due to the circumstances
surrounding this larceny we have asked the victim's in-
surance company to make a more complete investigation.

Dear Mr. Koch:
In accordance with your letter of March 15, 1977, please be advised
that First Bank and Trust, Boynton Beach, would be willing to grant
a loan to the Town of Gulf Stream in the amount of $180, 000 for a
five -year period, in accordance with the terms and conditions set
forth in your letter, at an interest rate of 7%. This loan would be
subject but not limited to the following conditions:
1) Copy of the Resolution adopted by the Town Council,
authorizing the loan.
2) The issuance of a promissory note or similar certifi-
cate of indebtedness in a form satisfactory to the bank
and its attorneys.
3) An agreement from the Town Council that the town
will enter into a Municipal Bond Issue of an amount
sufficient to retire this obligation on or before five

Dear Mayor Koch:
This has reference to your letter of March 15, 1977, concerning
a loan of $180,000 and the conditions thereto. We understand you
plan to start obtaining your water supply from the Delray Beach
water system and the proceeds of this loan will be used primarily
to cover the tying -in process. We further understand that within
the next three years you propose to float an approximate $1,500,000
bond issue, the proceeds of which will be used to retire the afore-
mentioned $180,000 loan with remainder to be used to underwrite
sewer system needs.
We will be pleased to extend the $180,000 credit on the conditions
outlined in your letter of March 15, 1977, at an interest rate of
6% per annum or, if you will establish a meaningful depository
account with our bank, we will lower the rate to 5 -3/4% per annum.
Naturally, this commitment is subject to complete and acceptable
documentation (resolutions, attorneys' opinions,etc.) normally re-
quired in a transaction of this kind with a municipality.
This commitment will terminate if not accepted by you on or before
April 15, 1977.

AN ORDINANCE OF THE TOWN COMMISSION OF THE TOWN OF
GULF STREAM, FLORIDA, AMENDING ORDINANCE NO. 74 -5
SECTION 2 (e) TO CHANGE THE GRANTEE QF THE FRANCHISE
FROM LEADERSHIP CABLE SYSTEMS OF -UETRAY- BEACH, INC.
TO LEADERSHIP CABLE TELEVISION SYSTEMS, A FLORIDA
LIMITED PARTNERSHIP.
WHEREAS, the Town of Gulf Stream has been requested by the
Leadership Cable Systems of Delray Beach, Inc, to transfer the Franchise to
Leadership Cable Television Systems; and
WHEREAS, the Town Commission of the Town of Gulf Stream
approves and concurs with this request,
NOW, THEREFORE, BE IT ORDAINED BY THE TOWN COMMISSION OF
THE TOWN OF GULF STREAM, FLORIDA, AS FOLLOWS:
Section 1. That Ordinance No. 74.5 Section 2 (e) is
hereby amended to read as follows:
(e) "Grantee" is Leadership Cable Television Systems
a Florida Limited Partnership, duly authorized to
transact business in the State of Florida, or
anyone who succeeds Leadership Cable Television
Systems, a Florida Limited Partnership in
accordance with the provisions of this Franchise.
Section 2. This Ordinance shall become effective
immediately upon passage and approval as provided by law.
