Commission on Human Relations
Friday, December 18, 2020
Due to COVID-19 and social distancing recommendations, the Commission on Human
Relations meeting was made available by using a Webex meeting.
ATTENDEES
Commission members present:
Susan Cook-Williams, Missy Creed, Kimberly Woodruff, Frank Rycyk, Mitchell Woodrum, Patsy Johnson
Commission members absent:
Jane Barnes, Andria Hendricks

Carrie Tergin, Susan Randolph, Shawn, D’aebru.
The meeting came to order at 8:01a.m. The November 20, 2020 minutes were approved.
New Business:
Event for next October - Frank Rycyk. Day of the Dead- Would like to create a subcommittee with other
community members. Would like the commission to co-sponsor this event. Kimberly would like for the HRC to
be a supporter rather than a leader in this scenario -add this to the march agenda. Overall, we are on board to
be involved, but we would like more details as to what our supporting role would be.
Other Business:
Diversity Event -
Susan - NAACP - helping with MLK Breakfast. Option to partner in January
Frank Rycyk - Chief Gary Hill LUPD - establishing a law enforcement academy at LU
Group needs to decide a theme before deciding on a speaker.
Celebrating Black history instead of the bad.
National to local - celebrations and victories - where do we go from here? Provide hope.

Without hope, where would we be?
Date Suggestions:
Kimberley wants to check in with the black community to check on the dates of Feb 18th or Feb 25th.

Gail - we need to make sure to either have a meeting and post it or don’t have an agenda.

Public Comment:
Shawn D’Abreu policy directory fo MO grassroots for all - Systematically working for all people to have
healthcare - Appeal to this commission for a mask mandate.
IRony of liberty freedom is protected by rule of law, standards - opposition to mask mandates - community
standards are intended to be protective. It’s important that we believe in Cole County and JC determines that
a mask mandate would help save people’s lives.
Carrie Tergin - We are under a city and county advisory. In addition to mask wearing:
Stay home if sick
Distance
Limit gatherings
Wear a mask
Encourage remote working
Curbside seating and pickup
Find this on the website.
Kimberley - those who are most vulnerable and
Frank: It seems like mask mandate is outside of this commission.
Patsy - “An advisory holds no teeth. We need a mandate.”
Susan Randolph - Offers her support for a mask mandate. Concerned with the lack of compliance.
Susan request from Shawn stats on how COVID has impacted minority communities.
Frank - Christy from Health Dept - Social distancing is more important than masks.
Carrie Tergin - colehealth.org for more education and information from this authority. Cases are on a
downward trend right now. City’s fb page should have press briefing from yesterday.
Patsy would like to see Christy at our next meeting.
Motion made by Susan to support the city and the advisory. Second by Missy & Kimberley.
