HomeMy Public PortalAbout10/17/06 Special CCM357 MEDINA CITY COUNCIL MEETING MINUTES OF OCTOBER 17, 2006 The City Council of Medina, Minnesota met in special session on October 17, 2006 at 6:07 p.m. in the Medina City Hall. Mayor Workman presided. [. Call to Order Members present: Weir, Workman, Cavanaugh, Smith Members absent: Brinkman Also present: City of Medina: City Administrator Chad Adams, City Engineer Tom Kellogg, City Transportation Engineer Kevin Hoglund, City Planner Rose Lorsung. Hennepin County Engineer Jim Grube. MnDOT officials: John Griffith and Dan Roe. SRF Consulting Group consultants Nancy Frick and Rick Brown. II. Trunk Highway 55 Environmental Assessment and Preliminary Design Work Session Grube provided a general overview of the process and stated the City can provide feedback on how they prefer to have future involvement through the Planning Commission and/or Council. Griffith discussed the background of the engineering design and environmental assessments as they relate to securing federal funds for TH55 improvements. Griffith stated TH55 is not on MnDOT's 20-yr. plan for improvements due to no funding availability. Discussion occurred on how the City, County and State can emphasize the importance of the TH55 improvements to appropriate bodies/officials. Discussion was held on the general schedule provided to the Council and how it relates to the Comprehensive Plan timeline. Brown provided a more detailed summary of the timeline and stated that how cities are deciding on various land -use and transportation functions will be extremely useful. Frick discussed the environmental assessment process and stated they are looking 20 to 30 years into the future. An Environmental Impact Statement (EIS) may be needed at some point and this assessment will prepare for that. The Council requested that Hennepin County and MnDOT officials be available during the City's Comprehensive Plan update to facilitate mutual needs. The Council requested monthly progress reports on the TH55 environmental assessment and preliminary design process. 358 Grube advised City representatives to stay involved in the TH55 Corridor Coalition.
