HomeMy Public PortalAbout2021-01-04 pre-meeting CITY COUNCIL “PRE-MEETING” WORK SESSION, JANUARY 4, 2021 CALL TO ORDER In Mayor Carrie Tergin’s absence, President Pro-Temp Carlos Graham called the January 4, 2021 City Council “Pre-Meeting” to order at 5:45 P.M. to review the agenda. Due to COVID-19/social distancing recommendations, the meeting was held virtually and streamed live on Facebook. ATTENDANCE The following Councilmembers were present when the meeting convened: Present: Graham, Hensley, Hussey, Kemna, Lester, Schreiber, Vogt, Ward Absent: Fitzwater and Wiseman A quorum was present. DISCUSSION OF AGENDA ITEMS Councilmember Ward will lead the prayer. Miscellaneous - Mayor Tergin will provide a pandemic update. - The Helias Catholic and Blair Oaks Football Teams will be recognized for their respective state championships. The head coaches from both teams will join meeting, along with a few football players from each team. - Ellen Stegeman of Planning and Protective Services will be recognized fo r her years of service with the City and upcoming retirement. Consent Agenda Items - There were no questions at this time. Bills Introduced - City Staff presented their respective introduced bills. - Staff has requested a suspension of the rules for third reading and passage on bill 2020-057 related to a $125,000 supplemental appropriation to the self - funded health insurance fund. Councilmember Hensley intends to suspend the rules. - Staff has requested a suspension of the rules for third reading and passage on bill 2020-058 related to an interlocal agreement between the City, Cole County, and Boone County. Councilmember Graham intends to suspend the rules. CITY COUNCIL “PRE-MEETING” WORK SESSION, JANUARY 4, 2021 Councilmember Fitzwater joined the meeting at 5:48 P.M. Councilmember Wiseman joined the meeting at 5:49 P.M. Bills Pending - City Staff presented their respective pending bills. - Councilmember Graham will abstain from discussion and roll call vote o n bill 2020-054 due to a conflict of interest. He is a member of the Capital Region Medical Center Board. - Councilmember Hensley intends on bifurcating bill 2020-055 related to the purchasing and selling of property for a Clark Avenue roundabout. Resolutions - City Staff presented their respective resolution. Closed Session - A closed session is on the agenda pursuant to RSMo [Sec. 610.021(1)] – Attorney-Client Communications. ADJOURNMENT The meeting adjourned at 6:03 P.M.
