HomeMy Public PortalAbout2021-01-041 REGULAR COUNCIL MEETING, JANUARY 4, 2021 CALL TO ORDER Mayor Carrie Tergin called the January 4, 2021 City Council meeting to order at 6:05 P.M. Due to COVID-19/social distancing recommendations, the meeting was held virtually and streamed live on Facebook. ROLL CALL The f ollowing Councilmembers were present for roll-call: Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Lester, Schreiber, Vogt, Ward, and W iseman Absent: None ADOPTION OF THE AGENDA A motion was made by Councilmember W ard and seconded by Councilmember Hensley to adopt the agenda. The motion passed unanimously. MISCELLANEOUS AGENDA ITEMS a. Mayor Tergin provided a pandemic update. She continues to virtually meet weekly with Cole County officials and local doctors. The COVID-19 vaccine is currently in phase one of distribution to front line workers. The timeline of distribution to the general population has not been made known at this time. There will be a community testing event on January 20th. Dr. Crystal Sullivan with the Community Health Center will be releasing more event details. Mayor Tergin encouraged everyone to continually social distance, wear their masks, and avoid large gatherings. b. Mayor Tergin presented proclamations and congratulated the Helias Catholic and Blair Oaks football teams on their recent state championships. Head Coaches Chris Hentges and Ted LePage, along with the teams’ players joined the meeting to accept the proclamation and thank City Council for the recognition. c. Mayor Tergin joined Sonny Sanders, Director of Planning and Protective Services in congratulating City employee, Ellen Stegeman on her upcoming retirement. They thanked her for her many years of service to the City, City Staff, and Councilmembers. PUBLIC HEARINGS There were no public hearings at this time. 2 REGULAR COUNCIL MEETING, JANUARY 4, 2021 APPOINTMENTS BY THE MAYOR There were no appointments at this time. PRESENTATIONS FROM STAFF, CONSULTANTS & INVITED GUESTS There were no presentations at this time. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF  Committee on Administration: No updates at this time.  Finance Committee: No updates at this time.  Public Safety Committee: No updates at this time.  Public Works & Planning Committee: Councilmember Hussey announced the next meeting scheduled for Thursday, January 14th at 7:30 A.M. The meeting will be held virtually. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE Stacy Landis announced that the students will be able to move back to campus on January 13th, and start the second semester, with in-person classes on January 19th. PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS Dan Schmitz and Andria Hendricks both spoke against bill 2020-055. Jeff Turner spoke in favor of bill 2020-055. CONSENT AGENDA a. Minutes of City Council Meetings: December 21 Councilmember Graham motioned and Councilmember Lester seconded the motion to approve the above listed item. The motion passed unanimously. Councilmember Hensley motioned to bifurcate the vote with two substitutes: (A) Vote on section 1 and 2 of the bill which includes the MFA Petroleum and Jeffery Adams real estate agreements; and (B) Vote on section 3 and exhibit C which includes the Joshua House real estate agreement. Councilmember W iseman seconded the motion After much discussion between City Council and Staff, Councilmember Hensley withdrew his motion, and Bill 2020-055 failed by the following roll-call vote: Aye: Fitzwater and Schreiber Nay: Hensley, Hussey, Kemna, Lester, Vogt, W ard, and W iseman Abstain: Graham (Due to conflict of interest as a Lincoln University employee) INFORMAL CALENDAR There were no bills on the informal calendar at this time. RESOLUTIONS RS2020-27 sponsored by Councilmember Graham A RESOLUTION EXTENDING AN EMERGENCY DECLARATION AND FURTHER PROCLAMATIONS THEREUNDER UNTIL FEBRUARY 1, 2021 Ryan Moehlman, City Attorney, presented the resolution. 6 REGULAR COUNCIL MEETING, JANUARY 4, 2021 Councilmember Wiseman motioned to adopt RS2020-27. Councilmember Graham seconded the motion. The resolution was adopted by the following roll-call vote: Aye: Fitzwater, Graham, Hensley, Hussey, Kemna, Lester, Schreiber, Vogt, Ward, and W iseman Nay: None PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS There were no presentations at this time. COUNCIL AND STAFF DISCUSSION OF PRESENTATION TOPICS There was no discussion at this time. NEW BUSINESS There was no new business at this time. CLOSED SESSION Mayor Tergin stated that, pursuant to Sec. 610.021 of the Revised Statutes of Missouri, she would entertain a motion to go into Closed Session to discuss the following: 1) Attorney-Client Communications [Sec. 610.021(1)] A motion was made by Councilmember Wiseman to go into Closed Session for the above-stated reason, seconded by Councilmember W ard, and approved by the following roll-call vote at 7:50 P.M.: Aye: Fitzwater, Graham, Hensley, Hussey, Kemna, Lester, Schreiber, Vogt, Ward, and W iseman Nay: None RECONVENE IN OPEN SESSION Following the Closed Session, the Council reconvened in Open Session at 8:45 P.M. with the following Councilmembers present: Present: Fitzwater, Graham, Hussey, Hensley, Kemna, Lester, Schreiber, Vogt, Ward, and Wiseman Absent: None UNFINISHED BUSINESS There was no unfinished business at this time. 7 REGULAR COUNCIL MEETING, JANUARY 4, 2021 ADJOURNMENT A motion to adjourn was made by Councilmember Wiseman, seconded by Councilmember Lester, and approved unanimously at 8:46 P.M.
