The Village Clerk reported that at the election held April 4, 1967 votes
were cast by 161 of 286 registered voters, being 56% of the total. The results
of the election as certified by herself and election clerks Barbara H. Beckham
and Margaret M. Zill were as follows: District #1: Sol M. Taplin, 100;
District #2: Herbert W. White, 101; District #4: Fred Faulkner, 70, Hale
Printup, 71; District #5: John Beatty, 93, Wilbur Arnold, 58. Thereby
Mr. Taplin and Mr. White received four year terms and Mr. Printup and Mr.
Beatty two year terms.
Mr. Printup moved that the old council be adjourned and that the new
members be sworn into office. The motion was seconded by Mr. Taplin and voted.
The oath of office was then administered to Messrs. Beatty, Printup, Taplin
and White by the Village Clerk.
It wes then moved by Mr. Printup, seconded by Mr. White and voted that Mr.
Taplin be appointed temporary chairman of the meeting.
Mr. Taplin then called for nominations for the office of Mayor. It was
moved by Mr. Hart, seconded by Mr. Beatty, that Mr. White be appointed Mayor..
There being no further nominations it was moved by Mr. Beatty, seconded by Mr.
Hart and voted that nominations be closed. Upou vote Mr. White was declared
Mayor.
After being sworn in as mayor, Mr. White assumed the Chair and called for
nominations for Assistant Mayor. It was moved by Mr. Taplin, seconded by Mr.
Hart, that Mr. Printup be appointed Assistant mayor. There were no other
nominations and Mr. Beatty moved that the nominations be closed. Upon second
by Mr. Hart, and vote, Mr. Printup was appointed Assistant Mayor. Mr. Printup
was then sworn by the Village Clerk.
There being no further business pn motion of Mr. Hart, seconded by Mr.
Taplin, the meeting was adjourned at 10:20 A. M.

The Council of Bal. Harbour Village met Saturday, April 22, 1967 at 9:30
A. M. in the Village Hall.
Present were: Messrs. Beatty, Hart, Printup, Taplin and White
Also present were W. H. Webb, Village Manager; Mary T. Wetterer, Village
Clerk; and Thomas H. Anderson, Village Attorney.

It was moued by IYIr. Hart, seconded by mr. Printup and voted that the minutes
of the meeting of April 17, 1967 be accepted without being read.
In regard to the minutes of the meeting of march 25, 1967, Mr. Hart, said
he would like to make some corrections. He said as he remembered the meeting that
they had decided to issue the Certificate of Public Convenience and Necessity,
but not grant any permits until the September meeting as they felt it would be a
hardship on the existing Certificate holders during the summer months and that we
were going to expand our present number of permits of forty-six to fifty-one.
mr. Anderson reminded mr. Hart that the permits were issued at an October meeting.
It was then moved by Mr. Hart, seconded by mr. Printup and voted that the minutes
of march 25, 1967 be amended to include the above discussion. Mr. Hart moved
that the minutes of march 25, 1967 be approved as corrected. The motion was
seconded by Mr. Printup and voted.
Mr. martin Kahn, attorney for the A.A.A. Auto Leasing, Inc. d/b/a White
Cabs, asked to be heard on the motion to amend the minutes. He said that he
recalled that applications for permits would not be considered at the march 25th
meeting, but would be taken up at the meeting today and either issued now or at
the October meeting and no mention had been made of the number of permits. mr.
Hart said that he remembered some discussion and suggested that the tape be re-
played by the Village Clerk later. Mr. Anderson read Section 2.12 or Ordinance
No. 68 which states that permits can be issued only at an October meeting. Mr.
Hart moved that in view of the fact that we have a tape of the meeting that the
Village Clerk replay the tape and present the minutes for approval at the next
meeting. The motion was seconded by Mr. Taplin and unanimously voted.
Mr. Anderson stated that on the matter of granting permits as requested by
White Cab a suit had been instituted against the Village to restrain them from
issuing permits today. He said he had +2l'=rd to Cieeeit fnurt. Judge Dekle at hicr
hnrre and the Judge had told him he would not hsar the applicatinn fnr the injunction
if we would defer considering applications for permits today. mr. Anderson said
in view of this he would like the council to approve his actions. Mr. Beatty then
moved to confirm Mr. Anderson•s agreement with Judge Dekle. The motion was
seconded by Mr. Hart and unanimously voted.
Mr. Levine of S & J Transportation said that he had Mr. Epstein file the
suit and hu wished to restate that he should have been investigated the same as
the others. As he was not investigd,ed the council had acted in error. He asked
that the Council investigate his company and then hold another meeting to consider
granting Certificates. After further discussion mr. Anderson suggested that due
to the lawsuit brought by this gentlemen that the matter would be discussed at
that time.
Mr. Webb said the figures for the Water Contract still were not finalized
by Mr. Roth.
The Village manager said he had called all the councilmen when he received
the bids for paving the parking lot on a portion of Lots 1 and 2, Block 1. The
bids being as follnws: Putnam Paving Company, $1.53 per yd.; L. C. Morris, $1.90;
Marks Bros., $2.209. He asked the council to confirm their verbal approval. It
was moved by Mr. Beatty, seconded by Mr. Printup and unanimously voted to approve
the Manager's action in awarding the contract to Putnam Paving Company.
The Village Clerk asked that the siv month's audit be held for next meeting_
as the Council had not received their copied.

mr. Anderson reported to the council that the changes in the employees
Pension Trust Agreement as approved by the council in January had been approved
by the Internal Revenue Service.
Mr. Webb said ae mentioned at last month's meeting that he had been dealing
with Mr. John Gabel, Vice -President of Retirement Plans, Inc., of Cleveland
and he had intimated that a survey for Bel Harbour for the new pension plan
would be approximately $1,5DD to $1,700. He said that during the month Mr.
Faulkner had approached him and wanted to bring in en Actuary used by his
i.nsurancs- company. He said he told Mr. Faulkner that any new plan would be
completely divorced from any insurance company end the council would act as
trustees. He asked the council if they wanted him to also negotiate with the
Actuary Mr. Faulkner was recommending. It was the council's opinion that Mr.
Webb should talk to the other Actuary and make a report at the next meeting. Cn
mntinn of Mr. Printup, seconded by Mr. Hart, the matter was tabled until May.
The Village manager briefed the council on some of the information he
obtained at the Beach and Shore Erosion meeting at Stuart. He told the members
that he felt the council should pass a Resolution and send copies to our Senators
and Representatives in Tallahassee asking them to act on the erosion problem all
over the State. Mr. Webb and Mr. Anderson reviewed the past action of the Village
and County Commission on the problem and it was the opinion of the members that
they go back before the Commission again. Mr. Taplin said he would get the Cham-
ber of Commerce, Resort Association and some of the property owners to also
attend. The council discussed the advisability of hiring an expert on erosion
to help expediate the matter. Mr. Taplin said his firm had used Mr. Turner
Wallis as a consultant. Mr. Webb said he had spoken to Mr. Wallis at the
Erosion meeting and although he also represents Dade County it was decided that
it would not be a conflict of interest for him to be retained by Ba1 Harbour.
After further discussion it was moved by Mr. Hart that a budget of up to
52,500 be set up from the Contingency Fund or any fund that the Manager deems
advisable to be spent at the manager's discretion for consulting fees and other
data gathering processes on the beach erosion problem. The motion was seconded
by Mr. Taplin and unanimously voted.
mr. Hart said he would like to have a Resolution passed thanking Mr.
Faulkner for his services on the council. On motion of mr. Hart, seconded
by Mr. Taplin, and unanimously voted, Mr. Anderson was instructed to draw a
suitable Resolution for Mr. Faulkner to be acted on at the next meeting.
Mr. Taplin inquired about the Collins Avenue drainage project and Mr.
Webb informed him that he had e letter from Mr. Davidson the District Engineer
for the State Road Department saying that the funds had been spent for this
year and that they would not have figures fnr the work until July which is in
the next budget. Mr. Webb suggested that the councilmen talk to the County
Commissioners about this drainage work when they see them and any of them who
knnw Michael O'Neil, the State Road Board member from the third district should
call him about the work.
Mr.Webh mentioned that he would like thn council to pass a He el utinn tn
he sent tn the nine Senators and twenty-one Representatives on supeorting legis-
lation on the erosion problem. It was moved by Mr. Taplin, seconded by Mr. Hart,
and unanimously voted that Mr. Anderson would prepare such a Resolution.
The Village Clerk asked the council to consider allowing Mr. Hart's sig-
nature to remain on our Village accounts due to the fact that Mr. White would

be gone for several months this summer, thus leaving the village with only one
available person for check signing. It was moved by mr. Beatty, seconded by mr.
Taplin and unanimously voted that mr. Hart's signature wnuld he continued to be
honored until such time as mr. White's signature is substituted.
On motion of mr. Printup, seconded by mr. Taplin, the meeting was adjourned.

On the occasion of the holding of the regular Council meeting
on May 27, 1967 at 9:30 A. M. in the Village Hall, there were present
Mayor Herbert W. White and Councilman G. Hale Printup. A quorum not
being present, it was agreed by those members present that the meet-
ing be adjourned until 9:00 A. M. on Thursday, June lst, 1967 for the
transaction of any business to come before the meeting.

The Council of Hal Harbour Village met Thursday, June 1, 1967
at 9:00 A. M. in the Village Hall.
Present were: Messrs. Beatty, Hart, Printup, Taplin and White.
Also present were W. H. Webb, Village Manager; Helen C.
Stahl, Deputy Clerk; and Thomas H. Anderson, Village Attorney.
On motion of Mr. Beatty, seconded by Mr. Printup and unanimous-
ly voted, the minutes of the meeting of March 25, 1967 were accepted
as presented.
On motion of Mr. Hart, seconded by Mr. Taplin and unanimously
voted the minutes of the meeting of April 22, 1967 were accepted
without being read.
Mr. Anderson reported that he talked with Judge Dekle and the
injunction suit on the taxi permits is set for a hearing later
this month.
On motion of Mr. Hart, seconded by Mr. Printup and unanimously
voted, the six months audit was accepted as presented.
