P R O C L A M A T I O N
Proclaiming the week of October 24, through November 1, 1992 as
"FLORIDA RED RIBBON WEEK"
in the Town of Gulf Stream, Florida.
WHEREAS, the problems associated with drug and
alcohol abuse have become prevalent in every Florida Community
regardless of size and location; and
WHEREAS, Floridans must turn their energies toward
their own families and their own neighborhoods; and
WHEREAS, there has been a decline in drug use among
young adults, 258 of our high school students are still frequent
users of illegal drugs by the time they graduate; and
WHEREAS, success does not occur overnight and although
we are gaining gound, patience and continued commitment to drug
education and prevention is imperative; and
WHEREAS, the Red Ribbon Campaign was started in 1985
after Federal Agent Enrique Camerena was murdered by drug traffickers,
the red ribbon represents the nation's united fight against drugs; and
WHEREAS, the 1992 Red Ribbon Campaign theme will be
"Neighbors Drug Free and Proud" to focus on the importance of
strengthening parent/ community networks in creating an environment
in which our youth may live healthy, drug free lives; and
WHEREAS, Florida Informed Parents for Drug Free Youth,
Inc. coordinates prevention programs throughout the state year
round to promote a drug free society,
NOW, THEREFORE, I, William F. Koch, Jr., Mayor do
hereby proclaim the week of October 24, through November 1, 1992 as
"FLORIDA RED RIBBON WEEK"
in the Town of Gulf Stream and encourage Gulf Stream residents to
wear a red ribbon to symbolize our commitment to establishing drug
free communities for our citizens, especially our children, and to
participate in events throughout the week that support a drug free
lifestyle.
BE IT FURTHER PROCLAIMED that during this week we honor
the law enforcement officers in whose memory we use the symbol of the
red ribbon, that we look to the strength of a unified community in
restoring peace and order that have suffered with the influx of
illegal drugs, and that we support the efforts of our communities
to create drug free neighborhoods in which we can be proud.
IN WITNESS WHEREOF, I have herewith set my hand and
causes the Seal of the Town of Gulf Stream, Florida to be affixed

Dear Mayor:
The 1992 celebration of Red Ribbon Week will take place October
24 through November 1, 1992. The Red Ribbon Coalition for a
Drug -Free Palm Beach County invites you and your city to
participate in this drug education and awareness campaign.
A sample resolution is enclosed should you wish to proclaim
October 24 through November 1, 1992 as Red Ribbon Week in your
city. Examples of other ways your city can show its support for
this campaign include having employees wear red ribbons during
that week, displaying red ribbons on public buildings and
vehicles, and sponsoring community activities to promote the
theme of "Neighbors Drug Free and Proud."
The Red Ribbon Coalition for a Drug -Free Palm Beach County is
hopeful that you, and all other mayors in the county, will
become involved in our efforts to promote a drug -free lifestyle
for all citizens of Palm Beach County. If your city passes a
resolution for Red Ribbon Week, please forward a copy of same
