REGULAR COUNCIL MEETING, JANUARY 19, 2021
CALL TO ORDER
Mayor Carrie Tergin called the January 19, 2021 City Council meeting to order at 6:00 P.M.
Due to COVID-19/social distancing recommendations, the meeting was held virtually and
streamed live on Facebook.
ROLL CALL
The f ollowing Councilmembers were present for roll-call:
Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Lester, Schreiber,
Vogt, Ward, and Wiseman
Absent: None
ADOPTION OF THE AGENDA
A motion was made by Councilmember Wiseman and seconded by Councilmember
Ward to adopt the agenda. The motion passed unanimously.
MISCELLANEOUS AGENDA ITEMS
a. Kristi Campbell, Director of Cole County Health Department and Mayor Tergin
provided a pandemic update. Missouri vaccine updates can be found at
www.covidvaccine.mo.gov. COVID testing events and registration can be found at
https://dcphdo02redcap.azurewebsites.net/redcap/surveys/?s=XTLH7FCLD7.
b. Fire Chief Matt Schofield and Mayor Tergin congratulated City employee, Robert
Kuster on his retirement. Mayor Tergin presented him with a key to the City and a
plaque for his nearly 25 years of service to the City. (This portion of the meeting took
place during the Announcements, once Mr. Kuster joined the meeting virtually.)
PUBLIC HEARINGS
There were no public hearings at this time.
APPOINTMENTS BY THE MAYOR
Councilmember Wiseman motioned to approve the recommended appointments to the
following boards and commissions. Councilmember Ward seconded the motion. The
motion passed unanimously.

There were no presentations at this time.
ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
Committee on Administration: No updates at this time.
Finance Committee: There is no January meeting. Chairperson Hensley reminded
Councilmembers and Staff that the Budget season will be here soon, and
encouraged them to begin thinking about items to present.
Public Safety Committee: The next meeting is scheduled for Thursday, January
28th, at 7:30 A.M. The meeting will be virtual.
Public Works & Planning Committee: No updates at this time.
Mayor Tergin gave a welcome, from the Martin Luther King, Jr. bench on Lafayette
Street, at the NAACP virtual breakfast in celebration of the Martin Luther King, Jr.
holiday. She also participated in the City’s Employee 5K that day.
Sonny Sanders, Director of Planning and Protective Services, provided a
Comprehensive Plan Update and the Community Engagement Open House
Schedule. The first open house will be held virtually on January 28th, from
2:00 P.M. to 6:00 P.M. More information can be found at:

Mr. Sanders also announced the notice of investment award to the City from the Economic
Development Administration. The grant totals $1.5 million for infrastructure work at the
MSP redevelopment site. The grant has a $1.6 million match requirement. Mr. Sanders
thanked City Staff, City Councilmembers, and the Jefferson City Chamber of Commerce in
putting together the grant application and supporting the project.
LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE
There were no updates at this time.

Councilmember Lester motioned and Councilmember Kemna seconded the motion to
