WHEREAS, criminal violence preys on millions of Americans each year; and WHEREAS, victims of crime and their families and friends often suffer grave financial, physical and psychological losses; and WHEREAS, all victims of crime share a common bond of suffering and loss; and WHEREAS, all citizens of the United States deserve to be treated with dignity, compassion and justice in times of distress; and WHEREAS, equal protection of the law and an effective criminal justice system should be afforded to all victims, witnesses and their loved ones or survivors; and WHEREAS, thousands of our fellow citizens, in their work and their volunteer activities, are devoting themselves to bringing a full measure of dignity, compassion and justice to those of our friends, relatives and neighbors who fall victim to crime; NOW, THEREFORE, I, William F. Koch, Jr., Mayor of the Town of Gulf Stream, Florida, do hereby proclaim April 22 — April 28, 1990, as NATIONAL VICTIMS' RIGHTS WEEK in the Town of Gulf Stream and urge all citizens to support the enforcement of victim rights and services. This marks the 10th year that we have set aside special time to recognize our social responsibilities to address the problems faced by victims of crime. The purpose of Victims' Rights Week is to recognize that all victims and witnesses are entitled to certain basic rights, among them the right to be treated with dignity and compassion. We also want to inform victims of all service organizations available to help them. I respectfully request that you support National Victims' Rights Week by issuing a Commemorative Proclamation to the citizens of your municipalities.
