HomeMy Public PortalAbout2021-01-14 minutes City of Jefferson Police Personnel Board Minutes-January 14, 2021 12:00 p.m. The meeting was called to order at 12:01 p.m. Ten persons attended as follows: BOARD MEMBERS PRESENT (7) STAFF PRESENT (4) Stacey Backues (Chair) Lt. Jeff Stiefermann Lisa Lehman (Secretary) Lt. Dave Williams Stephanie Scruggs Sara Trittler, HR Kemp Shoun (Vice Chair) Pete Fleischmann Bill Burton Dan Klindt Following greetings, roll call was taken. Approval of June 4, 2020 minutes It was moved by Fleishmann and seconded by Klindt that the minutes from the September 17, 2020 Board Meeting be approved. The motion was carried unanimously. New Business – Lt. Stiefermann announced that three Police Officers and two Communications Operators have been hired since the last hiring process was completed. The opening for part-time Building Service worker process is open for applications again. Begin Closed Session (see closed session for details) A motion was made by Shoun and seconded by Lehman for the Police Personnel Board to go into closed session at 12:08 p.m. pursuant to RSMo.610.021 of the revised Statutes of Missouri; the motion passed. Roll call was as follows: Stacey Backues – yes Bill Burton – yes Stephanie Scruggs – yes Pete Fleischmann – yes Kemp Shoun – yes Lisa Lehman – yes Dan Klindt - yes End Closed Session A motion was made by Klindt and seconded by Lehmann for the Police Personnel Board to come out of closed session at 12:43 p.m. pursuant to RSMo.610.021 of the revised Statutes of Missouri; the motion passed. Roll call was as follows: Stacey Backues – yes Bill Burton – yes Stephanie Scruggs – yes Pete Fleischmann – yes Kemp Shoun – yes Lisa Lehman – yes Dan Klindt - yes Election of New Officers The Officers of the Police Personnel Board are voted on yearly. The Board discussed the positions of Chair, Vice-Chair, and Secretary and the following nominations were made to take effect next month: Chair – Kemp Shoun Vice-Chair –Dan Klindt Secretary – Bill Burton A motion was made by Scruggs and seconded by Klindt to install the new officers above as nominated. The motion carried unanimously. It was noted that Board member Lehman has served the maximum allowed time of three total terms of 3 years each and will be leaving the Board in February. There will be a vote at the next council meeting to approve a candidate to replace the vacancy after Lehman leaves the Board. Police Officer Salaries There was discussion regarding the salaries of Police Officers and concerns on keeping the salary and benefits offered competitive as compared to comparable positions in law enforcement. The discussion was a proactive approach to aid in continuing to attract the qualified applicants when needed. Backues will be compiling a letter outlining the concerns of the Board and the need to stay competitive with salaries within the department. The letters will be sent to the individual council members as well as the Mayor and the Board will continue to follow up with the council as it sees necessary. Next meeting date- February 4, 2021 Adjourn It was moved by Backues and seconded by Klindt for adjournment. The motion carried. The meeting was adjourned at 1:16 p.m. Respectfully, Lisa Lehman
