As you may be aware, Charter Communications has been undergoing a wide -reaching and
comprehensive r estructuring i nitiative t o b eater serve o ur c ustomers and our c ommunities. A s
Vice President and G eneral Manager for the Charter Communications Northwest Key Market
Area (KMA) formally referred to as the Charter Communications Northwest Region, the Charter
properties serving Washington and Oregon will now be under my direct management.
I am pleased to announce that Ms. Petra Redchuk, Northwest KMA Director of Regulatory
Affairs & Government Relations, will now be the contact for all franchising related activities.

Although some management changes at the local level have been made, many of the key contacts
that you have dealt with in the past will still remain at your local Charter office.
These changes will take effect over the course of the next few weeks and we are confident that
Charter's new leadership team will streamline our relationship with our customers, improve our
technical support as well as further enhance our already close relations with the local franchising
authorities.
We look forward to our continued mutually beneficial relations with the local communities
throughout the Northwest.

At Charter Communications, keeping you informed is an important part of our relationship. We know our
customers have a choice in premium TV and we want you to be confident that when our customers select
Charter, they are making a quality choice.
In today's challenging times for both families and business, Charter is giving priority to absorbing costs to
minimize price changes, while improving our quality products and services. We try to operate our business
as efficiently as possible, with our goal to provide our customers the best entertainment and information
value for their money.
Last year Charter absorbed most technology expense increases, while having to pass some of our
programming increases along in our prices. This year we have worked even harder to absorb expense
increases and minimize price changes. After careful consideration, we are reducing prices in some areas,
while increasing prices in others. A 30-day advance notice of these rate changes is being placed in the Star
News for the week of March 31'. In addition, all Charter customers will receive a full listing of our rates
and fees in their upcoming billing statements. Here are our new prices for the City of McCall effective
May 1, 2003.

Overall, we have been able to manage our a la carte price adjustments, which affect a majority of our
customers, to very reasonable levels, in the face of escalating programming and operating overhead cost
increases.
