Meeting Minutes Draft
Present:Eric Sonnett,Jim Ciriello,Ken Weismantel,Darlene Hayes,Mary Larson-Marlowe,
Steven Levandosky
Absent:Chris Alicandro,Dan Terry
Guests:Michael Roughan,Michael Boelsen,Ed Harrow
Mr.Weismantel called the meeting to order at 7pm,he explained the meeting was a hybrid
meeting,but that all members were physically present.Mr.Weismantel noted to the committee
and participants that the meeting was being recorded.Mr.Weismantel went over the rules for
the meeting,explaining that the first item on the agenda was an executive session
Motion to enter into executive session to consider the purchase,lease,sale of value of real
estate in the relation to the Jenner Property (Map R12 Block 9 Lot 0),0 Spring Street
McDonough Property and 3 contiguous parcels on College Street totalling 20.74,because the
chair declares an open meeting may have a detrimental effect on the negotiation position of the
town and to allow Norman Khumalo,Ed Harrow and Shannon Soares to be present.The motion
was made by Mr.Sonnett and seconded by Ms.Larson-Marlowe.The vote was unanimous.
Motion to exit executive session and return to the regular session was made by Mr.Sonnett,
seconded by Mr.Rogers.The vote was unanimous.
Motion to reopen public hearing for FY24 applications was made by Mr.Sonnett and seconded
by Mr.Rogers.The vote was unanimous.
Land Purchases -Mr.Weismantel explained that he was pleased to announce that negotiations
were complete for the Jenner Property (Cedar/Saddle Hill)
Motion to purchase the Jenner Property for $150,000,that amount includes legal fees,
administrative fees and a survey.That the property has a conservation restriction placed on the
property within five years,to be spent under the direction of the Town Manager's office and the
Community Preservation Committee.The motion was made by Mr.Levandosky and seconded
by Mr.Sonnett.The vote was unanimous.
Motion to take no action on the Conroy property was made by Mr.Sonnett and seconded by
Ms.Hayes.The vote was unanimous.
Motion to continue the public hearing on FY24 applications till May 1,2023 was made by Mr.
Sonnett and seconded by Ms.Larson-Marlowe.The vote was unanimous
Phipps Property Appraisals -Mr.Levandosky explained that property owner Russ Phipps was
interested in selling his property,and as a part of the sale the property will need to be appraised.
Motion to approve the use of administrative funds to pay for the appraisal of the Phipps
property was made by Mr.Ciriello and seconded by Mr.Levandosky.The vote was unanimous.
Shared Housing Organization -a request was made by Ms.Lazarus for a project extension for
the Shared Housing project,the request is to extend the project till June 30,2024.
Motion to extend the Shared Housing Organization project till June 30,2024 was made by Mr.
Sonnett and seconded by Ms.Larson-Marlowe.The vote was unanimous.
Cemetery Commission -No updates
Boundary Markers for Cameron Woods -Motion to return funds for Cameron Woods to the
appropriate bucket.The motion was made by Mr.Sonnett and seconded by Mr.Levandosky.
The vote was unanimous.
HALT -The State got back with final comments on the Conservation Restriction for Echo,that
has been signed and sent back to the state.
Cameron Woods Bridges -Motion to return any unused funds for the project,motion was made
by Mr.Sonnett and seconded by Mr.Levandosky.The vote was unanimous.
McFarland Sanger -Mr.Sonnett gave an update that the property was to be sold and
questioned if the CPC would be willing to allow the use of CPA funds for a private owner that
would be restoring the property.The property still requires water and sewer.There was a
discussion about what work had been done on the property,Mr.Roughan explained that the
window sills and glazing had been done.Future work would need to be approved by a third
party.Mr.Levandosky seconded the question if CPA funds could be used for a private citizen
with an allowable CPA project.
Bridge/Path -Mr Weismantel informed Mr.Roughan that he may want to reach out to Mr.
Daltorio as the curbing from Main Street might be repurposed.
Parks and Recreation -The Pickleball Field project is currently at Planning Board.The boat
dock is being discussed in Conservation.
Motion to approve the meeting minutes from January 26,2023.Motion was made by Mr.
Sonnett and seconded by Ms.Larson-Marlowe.The vote was unanimous.
Motion to adjourn was made by Mr.Sonnett and seconded by Ms.Larson-Marlowe.The vote
was unanimous.
