Resolution Authorizing Matching Funds for a Highway -Railroad Grade
Crossing Surface Repair Program Grant with the Iowa Department of
Transportation for the Bellingham Road Crossing
WHEREAS, the railroad crossing at Bellingham Road is in need of surface repairs; and,
WHEREAS, the Iowa Department of Transportation's (IDOT) Highway -Railroad Grade Crossing Surface
Repair Program offers grants to assist in the cost of public railroad crossing surface repairs; and,
WHEREAS, the IDOT grant program is limited to $900,000 in annual appropriation from the Iowa's Road
Use Tax Fund, and as such, the available funding allows a limited number of grants each year; therefore,
there is a multi -year wait for funding; and,
WHEREAS, the Public Works Operations Manager estimates that, if approved, grant funding for Bellingham
Road railroad crossing repairs may not be realized until FY28, and at that time, the cost of repairs to the
Bellingham Road railroad crossing are estimated to cost approximately $300,000; and,
WHEREAS, the IDOT grant program provides 60% of the funding for the project; 20% must be secured
from the highway authority and railroad, and matching funds of 20% are required; and,
WHEREAS, the breakdown in cost based on the Public Works Operations Manager's estimates is:
60% IDOT grant $ 180,000
20% Highway Authority & Rail $ 60,000
20% City Matching Funds $ 60,000
Total $300,000
WHEREAS, the funding source for this action is #301-750-6799 - Capital Improvements, Capital
Projects, Other Capital Outlay.
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Riverdale, Iowa, that:
Section 1.
Matching funds of up to $60,000 are approved for a future fiscal year (estimated to be FY28)
for use toward an Iowa Department of Transportation Highway -Railroad Grade Crossing
Surface Repair Program grant application.
