HomeMy Public PortalAbout2009.023 (02-03-09)RESOLUTION NO. 2009.023 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ESTABLISHING THE 2009 LEGISLATIVE PRIORITIES WHEREAS, it is vital to the City to maintain and provide critical and basic services to Lynwood residents such as, but not limited to, law enforcement, fire, paramedic, road and street maintenance, recreation and parks; and WHEREAS, the City has limited authority to-raise revenues and further erosion of that authority is detrimental to the delivery of critical and basic services to Lynwood residents; and WHEREAS, diversion of local tax dollars harms the City in the delivery of such services; and WHEREAS, advocacy of the City's interests at the county, regional, state and federal level is needed to stop legislations and elected officials' actions that would harm the City's ability to deliver services and to advance legislations and elected officials' actions that would enhance the City's ability to deliver services; and WHEREAS, the City has limited advocacy resources; and WHEREAS, to effectively and efficiently focus the City's advocacy resources, the City Council has established the 2009 Legislative Priorities, attached hereto as Exhibit <<A~~ NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HEREBY FIND, DETERMINE, ORDER AND RESOLVES AS FOLLOWS: Section 1: That the City Council authorizes the adoption of the 2009 Legislative Priorities, attached hereto as Exhibit "A", as part of this resolution. Administrative Services Division ~~~'° 2009 Legislative Priorities The 2009 Legislative Priorities are presented below. Please keep in mind the following when reviewing the legislative platform. All ITALICIZED policy statements are either modified from the 2008 Legislative Priorities or new policy statement additions. In addition, all program area categories identified that are denoted by an asterisk is either modified or an entirely new program category as well. These modifications and amendments have been highlighted to illustrate the enhancements from the previous Legislative Platform. 1. LocahAuthority ar-d Finances "" " ..__.~_~__~- --_-_u~ _. ~ r__ ~___~_.~_._~.~_w.._-__~._...~ Supports efforts on preserving local autonomy and local control of resources. • Support efforts to protect City revenues from diversion by the State. • Support measures that maintain the City's autonomy in financing of public services, allowing for greater flexibility in generating revenue from a variety of different fees and taxes. • Oppose any legislation at the State and Federal levels that would pre-empt or threaten local taxation authority. • Support tenets of the Obama-Eiden Stimulus Package that support assistance and/or relief funding to local agencies to improve city services and programs. • Oppose state and federal legislation that imposes unfunded mandates on cities. • Oppose actions by the state or federal government that would reduce or erode local revenues. _.........~-n .... _..._;... _ ~...._..._._ .. . _ .. 2. Parks„Recreatioi-, & Community Development` ~. "' • Support county, regional, state and federal funding programs for development of parks, recreational activities and facilities, community programming, and preservation of open space that may increase or maintain the quality of life for Lynwood residents. • Support legislation and grants that provides funding for community arts programs in order to enhance the aesthetic beauty of the City. • Support legislation and grant opportunities to secure funding sources for the completion of Ham Park. 3. Public Safety & Crime Prevention"° ,-. _. , ~_~..___-.-._ ... ~ .._~ ~ .__....____~r____ _ • Support efforts to improve local law enforcement agencies, fire suppression and prevention services, hazardous materials mitigation, and disaster preparedness initiatives. • Support legislation that provides funding for hospitals, emergency medical services, and healthcare programs. • Support efforts to improve coordination and telecommunications for homeland security and emergency response efforts among federal, state, and local levels of government to safeguard against and prevent terrorism. • Support legislation that provides funding for crime prevention, public outreach, and intervention programs. _ . _ _ ._. _._av 4. Economic Development • Support efforts to promote and develop strategies that foster greater economic opportunity and employment opportunities in the City. • Support efforts that promote and improve the City's economic vitality and prosperity by: attracting and retaining businesses, attracting commercial and business development, and promoting new economic development initiatives. • Support efforts to rehabilitate the City's commercial corridors and develop appropriate infrastructure to attract business and commercial development. __ . __ -_ ___m. ____ . _. ___ _ __ , . __ _- _-- --_ _ 5. Redevelopment and Planning __ _ -- - _ • Support legislation that preserves the local cites' jurisdiction over land use, planning, zoning, and development decisions. • Support efforts to promote land use patterns that maintain safe residential neighborhoods, bolster economic prosperity, preserve open space, and overall enhancement of quality of life for Lynwood residents. • Support efforts to maintain local agencies' jurisdiction over the use of eminent domain. • Support eminent domain reforms that strike a balance on protecting homeowners' rights without crippling the ability of cities or agencies to manage development. • Support efforts to protect redevelopment funds, as well as the continued collection of Property Tax Increment and other funds. 6. Transportation, Public, & City Infrastructure • Support measures that provide funding for the maintenance, preservation, and improvement of the City's infrastructure. • Support efforts to secure the maximum amount of funding for the construction and maintenance of local roads, infrastructure, transportation projects, and major corridors. • Support efforts to protect, expand and preserve the City's water supply and infrastructure. • Support efforts to preserve, protect or increase funding for local governments' transportation programs. 7. Support measures that maintain and promote the economic vitality of the California Public Employees' Retirement System. Support legislation that maintains local agencies' jurisdiction in resolving employee disputes and negotiating fair and equitable bargaining agreements with employee organizations. Oppose legislation that attempts to impose new employee benefits without the benefits of City/employee collective bargaining. 9. Social Services • Support legislation and grants that provide funding for education and youth services, health services, senior services, and other social services. • Support efforts that provide incentives and encourage partnerships between non- profit, government agencies, and/or the private sector to improve social services and programs. 10. Environmental Regulations and Issues: • Support efforts that assist local governments to promote green building and other conservation actions that are sensitive to the City's fiscal realities and promote the City's sustainability. • Support measures that maintain and enhance local authority to regulate solid waste management and recycling programs. • Support strategies and programs that protect the environment and reduce greenhouse gas emissions through more efficient and sustainable land use and building practices, increased energy efficiency and the use of alternative/renewable energy sources • Support legislation that improves air quality and health issues in the region without impeding local economic growth and development. 11.Immigration , __ ~ __:_ _ - _....: ____~__~ .~_ ~~ _ ._.m ~ . - ______ _ ._ • Support a comprehensive immigration reform that provides a path to citizenship, legal access to healthcare and education, and overall improved quality of life. ,_ a, ~_ ~ ~ ,~. 12.
