COMMISSION MEETING
NOVEMBER 11, 1977

Town Clerk Barbara Gwynn, Police Chief William McQuade and Larry
M. Ball Chairman of Planning and Zoning.
The Meeting was called to order by Mayor William F. Koch, Jr. at 9 A.M.
Commissioner LaPorte moved the Minutes of the October 14, 1977 Commission
Meeting be approved, Vice Mayor Walker seconded the motion, motion passed.
On motion by Vice Mayor Walker and seconded by Commissioner Bettison the
Financial Report for the month of October was accepted as submitted.
The following summary of the Police Reports for the month of October was
presented to the Commission.

John Klink gave an up to date report on the Water System Project,
he stated that 70% of the work is now completed and recommended the
Commission proceed with a tie -in date. Mr. Klink also reminded the
Commission that contract date for completion of work was up November 4th
and a $100.00 per day fine could be imposed on the company, however, it
was the unanimous feeling of the Commission that a 2 week extention be
granted. It was also the unanimous decision that change over be made to
Delray water on or about the 19th of December when Boynton Beach makes
final meter readings in Place Au Soleil and meters on east side of waterway
be read at same time. It was agreed that the $9,701.28 to be paid to Boynton
Beach would be pro rated equitably among the 71 existing meters based on size.

Commission Meeting November 11, 1977 Cont.
Mr. Dixon, President of the Gulf Stream Golf Club stated his objection
to a recent article that appeared in the November 10, 1977 Sun Sentinel
Newspaper. Mr. Dixon read two paragraphs from this article and stated
they were misleading, irrelevant and unfounded to the present water
situation in Gulf Stream.
Commissioner Bettison made a motion that Ordinance 77 -6 be accepted on
1st reading. This Ordinance pertains to setting of water rates. Vice
Mayor Walker seconded the motion, motion passed.
Ordinance 77 -4 was tabled for further elimination of outdated Ordinances.
Ordinance 77 -5 was tabled at this time for re- examination.
A motion by Vice Mayor Walker was made regarding the acceptance of Assign-
ment of Rights (Place Au Soleil) by R. C. Reed and Bessie C. Reed to the
Town. Commissioner Bettison seconded the motion, motion passed.
Vice Mayor Walker moved that Resolution 77 -7 regarding the employees
pension plan be accepted, Commissioner Bettison seconded the motion,
motion passed.
Commissioner LaPorte moved that Ordinance 77 -7 regarding the employees
pension plan be accepted. Commissioner Bettison seconded the motion,
motion passed.
After a general discussion Vice Mayor Walker was instructed to design
an identification sticker to be given to residents for use on their
automobiles.
An up to date report concerning lethal yellowing was given and a re-
minder that this is a continuing problem.
A letter of resignation from Commissioner Whittemore was read and accepted
with regret by the Commission.
Mayor Koch reported he had received confirmation that a traffic light
at the entrance of Place Au Soleil will be in operation sometime in December.
An up to date report on Central Dispatch Center was given by Police Chief
McQuade, he stated that service will began sometime in January, 1978.
A discussion followed regarding a crime prevention program. This program
presently being planned and co- ordinated by Chief McQuade and will be
presented at a civic association meeting in the very near future.

Gulfstream To Get
Water From Delray

GULFSTREAM — The town's
problems with contaminated water
should end in December when Delray
Beach water will be used throughout
the entire system.
The town had been purchasing
most of its water from, the
Gulfstreain Golf Club until the Palm
Beach County Health Department
discovered bacteriological con-
tamination in the club's wells earlier
this year.
Although she 110 homes in the
Place -au- Soleil subdivision did not
have pollution problems because it
has been using Boynton Beach water,
subdivision residents also' will use
Delray Beach water.
"We've made an offer to purchase
the Boynton Beach meters and con-
nections for $9,000," Mayor William
F- Koch Jr. said yesterday of the
subdivision's water system.
The subdivision developer made
an agreement in 1961 for Boynton
Beach to buy the system for $1, with

Effective October 1, 1977 trash collections and charges as follows:
1. $3.50 charge for each pickup, one cubic yard or less.
2. Trash pickup sft'Oule.
Monday- Tuesday - Wednesday afternoon - - - - -- -Ocean Blvd.
Wednesday morning --- - -- -Place Au Soleil
Thursday -All side streets
Friday -Gulf Stream Road and Polo Drive
a condition it could be sold back to'
the developer for the same amount.
But, since 196, Boynton Beach
added $9,700 worth of meters and
parts to the .system and has sold
water to the Place- auSoleil homes at
city rates, plus .a 25 per cent sur-
charge.
Boynton Beach Utilities Director
Perry Cessna said the city has little
choice except to release these cus-
tomers to Gulfstream.
,Cessna recommended Boynton
Beach release the customers, but col-
lect $9,700 for the meters in the sys-
tem. -
- The town had to spend $180,000 for
water lines to connect with the
Delray Beach water plant. While
most of the town straddles State
Road AIA along the oceanfront,
Place- auSoleil adjoins the south
boundary of Boynton Beach on the
mainland.
The new connection with Delray
Beach will carry about 800 million
gallons a day and will be the first
supply of fully treated water in the
50-year history of Gulfstream.

Inc. 737 -1747 or Sammie Taylor 276 -9997 have been used previously by
the Town.

The Town of Gulf Stream has purchased the existing water distribution
system of Place Au Soleil from the City of Boynton Beach for $9,000.00.
Your share of this cost is based on your meter size and
original cost in relation to the total meters in the system and their
sizes and original costs.
New water rates are now in effect: 50C per 1,000 gals, minimum charge
of $7.50 per month.
Final water bills have been mailed by the City of Boynton Beach, Fla.
All future water bills will come from the Town of Gulf Stream.
Please pay this amount by March 31, 1978. Make checks payable to:
