A RESOLUTION OF THE LYNWOOD REDEVELOPMENT AGENCY APPROVING AN
OWNER PARTICIPATION AGREEMENT BETWEEN HABITAT FOR HUMANITY OF
GREATER LOS ANGELES AND THE LYNWOOD REDEVELOPMENT AGENCY TO
CREATE TEN (10) AFFORDABLE HOUSING UNITS LOCATED AT 4237 IMPERIAL
HIGHWAY AND AUTHORIZING THE EXPENDITURE OF 20% SET ASIDE HOUSING
FUNDS; APPROVING A FINDING OF NO SIGNIFICANT IMPACT FOR THE
PROPERTY LOCATED AT 4237 IMPERIAL HIGHWAY; APPROVING A
RELOCATION PLAN FOR THE RESIDENTS AT 4237 IMPERIAL HIGHWAY; AND
APPROVING THE REPLACEMENT HOUSING PLAN FOR THE DUPLEX LOCATED
AT 4237 IMPERIAL HIGHWAY
WHEREAS, Habitat for Humanity of Greater Los Angeles ("Habitat") is a non-
profit organization that has conducted extensive work in the City of Lynwood and
around the world creating ownership housing opportunities and have been certified with
the City of Lynwood as a Community Housing Development Organization; and
WHEREAS, on April 22, 2008 Gold Coast appraisals provided an appraisal of
the site located at 4237 Imperial Highway indicating a value of $1,036,600; and
WHEREAS, Habitat made an offer in the amount of $1,036,000 to purchase
4237 Imperial Highway; and
WHEREAS, Habitat submitted a proposal for the development of 4237 Imperial
Highway which includes sustainable development of up to ten affordable homes; and
WHEREAS, a Notice of a finding of no significant impact was published on
December 4 in the Lynwood Press, a locally distributed and adjudicated paper,
indicating a comment period expiring on December 22, 2008; and
WHEREAS, on January 1, 2009 Replacement Housing Plan Notice was
published in the Lynwood Press. The notice indicated that there would be a hearing on
February 3, 2009 to discuss the replacement housing plan; and
WHEREAS, the replacement housing plan was on display at the Redevelopment
Department and at the City Clerk's office from December 29, 2008 until present; and
WHEREAS, comments will still be accepted regarding the replacement housing
plan for thirty days after February 3, 2009; and
WHEREAS, on January 1, 2009 a relocation plan notice was published in the
Lynwood Press indicating that written comments or objections would be taken regarding
the relocation plan on or prior to February 3, 2009; and
WHEREAS, in addition to the Agency funds proposed for the project, the City of
Lynwood contributed Federal funds towards the purchase of the property such that the
relocation plan is being approved in accordance with Federal and State relocation laws;
and
WHEREAS, said relocation plan was placed on display at the Redevelopment
Department and the City Clerk's office on December 29, 2008; and
WHEREAS, the Owner Participation Agreement will not be executed until 30
days after the approval of the Replacement Housing Plan, which shall be no earlier
than March 5, 2009.
NOW, THEREFORE, THE LYNWOOD REDEVELOPMENT AGENCY DOES HEREBY
RESOLVE AS FOLLOWS:
Section 1. That the Lynwood Redevelopment Agency ("Agency') authorizes the
Chairperson of the Lynwood Redevelopment Agency to execute an Owner Participation
Agreement at least thirty days after February 3, 2009 in a form acceptable by the
Agency Counsel with Habitat for Humanity of Greater Los Angeles to create an
Affordable Housing Project located at 4237 Imperial Highway in compliance with all
applicable laws. "'~

Section 2. That the Agency approves the finding of no significant impact and the
environmental assessment for the project located at 4237 Imperial Highway.
Section 3. That the Agency approves the replacement housing plan for 4237
Imperial Highway.
Section 4. That the Agency approves the relocation housing plan for 4237
Imperial Highway.
Section 5. This Resolution shall go into effect immediately upon its adoption.
PASSED, APPROVED, AND ADOPTED this 3`d day of February, 2009.
