Also attending: William E. Gwynn, Manger, Barbara Gwynn, Deputy Town
Clerk, Attorney John Randolph, Police Chief William McQuade
and Larry M. Ball, Chairman of the Planning and Zoning Board.
The Meeting was called to order at 9 A.M. by Mayor Koch.
There was a general discussion of the annual audit report. Mr. Dan Ward,
C.P.A. reported that there was a $8,330.00 surplus from the year ended
9/30/77. He stated that the Town's finances were in order and all re-
quired reports have been filed with the proper agencies, he also stated
that copies of the Anti - recession Fiscal Assistance Program Audit and
Federal Revenue Audit were available through the Town Manager. During
the general discussion the Town Manager was instructed to show advertising
as a seperate account in future reports and to also give a breakdown of
the miscellaneous account. Vice Mayor Walker moved that the audit report
be accepted, Commissioner Bettison seconded the motion, motion was un-
animously approved.
Upon motion by Commissioner LaPorte and seconded by Vice Mayor Walker
the Commission approved the regular Commission Meeting December 9, 1977.
Upon motion by Commissioner LaPorte and seconded by Vice Mayor Walker the
Commission approved the Financial Report for the month of December, 1977.
The following summarization of the Police Reports for the month of December,
1977 was submitted to the Commission.

COMMISSION MEETING JANUARY 13. 1978 Cont.
A letter from Mr. John Klinck to the Town Commission stated that the
contractor had completed the final tie -in on January 4, 1978 with
restoration remaining to complete the water system project. It was
also reported that bills had been mailed to all residents in Place
Au Soleil for water meters.
Mr. Thomas C. Crusan, General Manager for Leadership Cable Television
System explained to the Commission that due to insufficient funds it
is necessary to sell a portion of its assets to Leadership Cablevision
Associates to complete service to Gulf Stream, at present the existing
franchise needs Town Commission approval of its assignment or sale.
After a general discussion with Mr. Crusan assuring the Commission that
service to Gulf Stream would be approximately three months Commissioner
Bettison moved that Ordinance 78 -1 be accepted on 1st reading, Vice
Mayor Walker seconded the motion, motion was unanimously approved.
ORDINANCE N0. 78 -1
AN ORDINANCE OF THE TOWN COMMISSION OF THE TOWN OF
GULF STREAM, FLORIDA, AMENDING ORDINANCE NO. 74 -5
SECTION 2 (e) TO CHANGE THE GRANTEE OF THE FRANCHISE
FROM LEADERSHIP CABLE TELEVISION SYSTEMS, A FLORIDA
LIMITED PARTNERSHIP, TO LEADERSHIP CABLEVISION
ASSOCIATES, A FLORIDA LIMITED PARTNERSHIP.
Mayor Koch in compliance with the laws of the State of Florida, and
the Charter of the Town of Gulf Stream, issued a Proclamation that
a General Election for the purpose of electing five Commissioners
to serve the Town of Gulf Stream for a period of three years. Election
to be held Tuesday March 7th, 1978.
A tentative date of February 15, 1978 was set for a Crime Prevention
Program to be given by the Gulf Stream Police Department to members of
the Gulf Stream Civic Association.
A request was made by Mr. Hugh Grady to live on his houseboat
at Driftwood Landing, after careful consideration of this request the
Town Commission unanimously denied this request.
