Upon motion by Commissioner LaPorte and seconded by Vice Mayor Walker the
Minutes of the February 10, 1978 Meeting was unanimously approved by the
Commission.
Upon motion by Commissioner LaPorte and seconded by Commissioner Bettison
the Commission unanimously apporved the Financial Report for the month of
February.
The following summary of the Police Reports for the month of February was
presented to the Commission.

A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF GULF STREAM
FLORIDA, WITH RESPECT TO ORDINANCE NO. 74 -5, SECTION 23 (a) (6)
TO CLARIFY THE UNDERSTANDING OF THE TOWN COMMISSION WITH
RESPECT TO THE APPROVED ASSIGNMENT OF THE FRANCHISE FROM
LEADERSHIP CABLE TELEVISION SYSTEMS, A FLORIDA LIMITED PART-
NERSHIP, TO LEADERSHIP CABLEVISION ASSOCIATES, LTD., A FLORIDA
LIMITED PARTNERSHIP, AS PROVIDED IN ORDINANCE N0. 78 -1.

Letter from Florida Power and Light concerning additional lighting
requirements to eliminate dark areas within the Town Limits was read to
the Commission. This letter is a part of the Minutes. On motion by
Commissioner Bettison, seconded by Vice Mayor Walker it was the unanimous
decision of the Commission to proceed with this recommendation.
A letter from the City of Boca Raton to the Commission asking their feelings
toward the development of a new county was heard. After a general discussion
the Commission instructed the Town Clerk to write a letter stating they would
be happy to participate in any discussions on this subject but felt that they
did not want to adopt a resolution supporting such action at thisftime.
The Minutes and recommendations of the March 1, 1978 meeting of the Gulf
Stream Planning Board was read to the Commission, this report is a part of
these minutes. This report recommended that the Town Commission deny
issuance of a building permit for plans of Dr. Edward Masters because of
insufficient drainage engineering. After a general discussion Mr. Dan O'Brien
presented a new set of drainage plans for the Commission's tentative consid-
eration, he also stated a set of plans had been delivered to Mr. John Klinck,
Engineer for Russell and Axon. Mr. Klinck stated he had not studied the new
set of plans and that there was no way to drain that property without a
positive outfaIl and also stated he had photographs of water standing two
feet deep on shore road, photographs taken at a rather wet season but not
during a hunicane season which would probably be a lot deeper. Vice Mayor
Walker made a motion that they accept the recommendation of the Gulf Stream
Planning Board that the building permit be denied on the basis of the plans
submitted but that any other plans may be submitted to the Planning Board
for their consideration. Commissioner Bettison seconded the motion, Motion
was passed by the Commission.
Mayor Koch reported on a recent water tower report made by an independent firm.
This report is a part of these minutes. It was noted that according to the
report that the condition of the tower was dangerous. Vice Mayor Walker moved
that competitive bids be sought for the removal of the tower. Commissioner
Bettison seconded the motion, motion was passed unanimously by the Commission.
A letter from the Area Planning Board of Palm Beach County requesting the
Commissioner's reply to their request for Federal Funding Assistance for
the Florida Coastal Zone Management Planning Program (4th Year). Commissioner
Bettison made a motion that a letter be sent advising the Commission objections
to this request for Federal Funding. Commissioner LaPorte seconded the motion,
motion was unanimously passed.
Due to his recent election as Town Commissioner, Mr. Evans M. Clements letter
of resignation as a member of the Town's Planning Board was accepted by the
Commission and is a part of the Minutes.

A letter of resignation from James F. Brown, Police Officer of the Gulf Stream
Police Department was accepted by the Commission. This letter is a part of
the Minutes. It was noted that Officer Brown has served the Town diligently
for 18 years and will be sorely missed. Resignation to take effect April 1st.
Manager Gwynn read the Minutes form the Town Election Meeting March 7, 1978
and announced an organization meeting would be held March 21, 1978 9 A.M.

Inspector, Marion George, Inspector of Election.
The Mayor informed those present that this "Meeting" had been called for the
purpose of canvassing the Returns of the General Election held Tuesday, March
7, 1978.
The Town Manager reported to the Commission that there were 361 registered voters
on the registration books and 251 votes had been cast.
The Results of the election as certified by the Clerk and Inspectors thereof,
reflect the following;

It was thereupon determined by the Commission, acting as the Canvassing Board
on motion of Mrs. LaPorte and seconded by Mr. Bettison, in the absence of any
declaration of a contest by any of the candidates in said Election, the following
were duly elected to serve as Commissioners for the three years beginning on
March 21, 1978. By unanimous approval of the Commission.
Therebeing no further business to come before the Commission, the meeting was
thereupon adjourned.

POLICE REPORT FOR MARCH, 1978
The Gulf Stream Police Department made 3 traffic arrests that were turned
over to the county.
The Police Department also handled 2 traffic accidents and 2 first aids and
one B & E.
On Friday March 17th between 12 noon and 2:45 P.M. the apartment of Mr. John
F. Powers on the fourth floor of the Westminster Apartments was entered by
person or persons unknown. The value of missing property was put at $4,800.
Mr. Powers door was unlocked at the time of the B & E.

I enclose herewith a draft of a resolution for the Town Commissioners
of the Town of Gulfstream. As I explained to you, I believe that
the resolution of the uncertainty with respect to a completion date
of the Gulfstream CATV system will benefit both the city and my
clients.
