Meeting was called to order by Mayor Koch at 9 A.M.
Upon motion by Commissioner Bettison seconded by Commissioner LaPorte the
Commission unanimously approved the Minutes of the Regular Meeting March 10,
1978 and Special Commission Meeting March 21, 1978.
Upon motion by Commissioner Clements seconded by Commissioner LaPorte the
Commission unanimously approved the Financial Report for the month of March,
1978.
The following summarization of the Police Report for the month of March, 1978
was submitted to the Commission.

A Resolution of Appreciation was read by Commissioner LaPorte to Officer James
Brown upon his retirement after eighteen years of dedicated and loyal service
to the Town of Gulf Stream.
Mr. John Klinck reported on the sewage collection system. He stated that the
original plans called for six pumping stations in various locations in Town,
however, this is now impractical and it is now suggested that a complete system
of low pressure lines with each house or pair of house's be served by a system
of low pressure grinder pumps. This at less cost then the other system and with
the Town owning each individual pump, according to the U.S.E.P.A, would be
eligible for Federal Funding. Mr. Klinck also pointed out that the Reginal
Sewer System should be in operation approximately one year from now.

Upon motion by Commissioner LaPorte and seconded by Commissioner Clements, Mr.
Brian Pfleifler was unanimously appointed by the Commission to serve on the
Gulf Stream Planning and Zoning Board.
Upon motion by Commissioner LaPorte and seconded by Commissioner Bettison
the Commission unanimously accepted with regret Vice Mayor Walker's letter
of resignation. This letter is a part of the minutes. After a general
discussion Mayor Koch instructed Attorney John Randolph to prepare a re-
solution and at the next regular Commission meeting an appointment of a new
Commissioner would be made.
Attorney Randolph advised the Commission that notices had been received from
the Department of Housing and Urban Development regarding certain revisions
required in our Flood Insurance Ordinance before June 1st and he would prepare
said Ordinance for 1st reading at the next regular commission meeting.
Commissioner Bettison stated that the report from Pittsburgh DesMoines re-
garding the condition of the present water tower was given to Mr. Dixson,
President of the Gulf Stream Golf Club for his review. He stated that the
tower was extremely dangerous and should be removed as soon as possible, and
had verbal estimates on cost of removal that ranged from $7,000 to $15,000
and moved that bids to remove this tank be sent out immediately, Commissioner
Clements seconded the motion, motion passed. Mayor Koch instructed Commissioner
Bettison to write a letter to members of the water committee, Gulf Stream Golf
Club requesting a meeting to discuss the removal of this tower. Mr. Klinck
was instructed to proceed with preparing bids for the removal of this tank. It
was also suggested that the Commission consider negotiating a new lease with
the Gulf Stream Golf Club since the lease will cover less water equipment.
Commissioner Bettison suggested that the Commission consider allowing absentee
ballots for future elections. Attorney Randolph was instructed to look into
this matter and report at a later date.
Due to many complaints concerning unanswered or late calls involving alarm
systems with blame for unanswered calls going to the police department, Mayor
Koch instructed a letter be mailed by the Town to each alarm system company
advising them that they are not giving the people in this community what they
are paying for since they are not reporting to our police department when their
system goes off and requested that they rectify this problem immediately and
also a copy of the log be sent to the Town.
Chief McQuade reported on his recent inspection of the Town concerning lethal
yellowing, he also reported twenty eight trees had been raged for removal with
notice's regarding removal of these trees sent to all affected home owners.
A report on the condition of roads in Town was given by Commissioner Bettison,
he felt that the roads were not in need of any major repaving at this time
and suggested that the Town continue patching and at the appropriate time
schedule a section of the road for repair and budget for it.

Commissioner Bettison reported that he had checked with Ocean Ridge Fire
Department and found that their equipment was capable of getting water to the
top of any building in Town, however they did not have a ladder high enough to
reach the top of every building and the ladder they do have takes six men to
set it up with only two men usually sent out on a call.
