CLEMENTS COMMISSIONER Also attending: Attorney John Randolph, Manager, William Gwynn, Deputy Town Clerk, Barbara Gwynn, Police Chief, William McQuade, Brian Pfeifler, and Mr. Sampiertro, member of the Planning and Zoning Board. The Meeting was called to order at 9 A.M. by Mayor Koch. Upon motion by Commissioner LaPorte and seconded by Commissioner Hunter the Commission approved the minutes of the June 9, 1978 meeting subject to changing page 3 paragraph 1 to reflect names of those voting for or against the motion, also in paragraph 4 to state why subject was discussed again and also to reflect names of those voting for and against the motion. Upon motion by Commissioner LaPorte seconded by Commissioner Bettison the Financial Report for the month of June, 1978 was approved by the Commission. Mayor Koch stated that in the future, estimates should be received when a cost of $500 or more is anticipated. The following summarization of the Police Report for the month of June, 1978 was submitted to the Commission . A letter to beachfront property owners from Mr. S.B. Iglehart was read to the Commission, this letter stated his concern over a recent newspaper article re- garding an erosion control line study being made by the State. A letter from Mr. Robert M. Ganger stating his views on this proposal was also read to the Commission. After a general discussion it was the concensus of the Commission that they are vitally concerned and action will be taken when notification of date and time of public hearings are known. The above mentioned letters and newspaper article are a part of the minutes. Attorney Randolph was instructed to report to the Commission at the next meeting whether the State or County could legally take private property for public recreation site. Julv 14. 1978 Cont. Commissioner LaPorte gave a report on a recent Civil Defense Meeting she attended in Delray Beach. Mayor Koch reported a meeting of the Gulf Stream Disaster Committee was held in June and steps had been taken to protect and assist residents in the event of a hurricane. A variance request was made by Mr. M. Kolb to build an addition to his present residence at the same elevation as the rest of his house. After a general discussion Commissioner LaPorte moved that this request be granted, Commissioner Clements seconded the motion, motion was unanimously passed. Mayor Koch reported on his budget meetings with the Central Dispatch Center, noting that Gulf Stream's charge for radio service will be $5,900.00, an increase of $900.00 over this year. A letter of resignation from Mr. Larry M. Bail, Chairman of the Planning and Zoning Board was read to the Commission. Upon motion by Commissioner Bettison, seconded by Commissioner Hunter, the Commission accepted Mr. Ball's resignation with deep regret. The Town Clerk was instructed to write a letter to Mr. Ball expressing their appreciation for his dedicated work for the Town. A letter was read from Mr. Eldon Marriott, Manager of the City of Delray Beach regarding new construction. He stated that a stipulation agreement with the Palm Beach County Environmental Control Board limits the City of Delray Beach to fifty equivalent residential connections per month to their water system. There- fore, in order to comply with the stipulation, he requested that no building permits be issued by the Town without the applicant having received prior approval by means of a City of Delray Beach stamp on his plans, and to limit construction that will be connected to the water system not more than two ERC's each permit and no multi - family construction permits can be issued. Upon motion by Commission Clements, seconded by Commissioner Bettison the Commission unanimously approved this request. A copy of this letter is a part of the minutes. Upon motion by Commissioner Hunter and seconded by Commissioner Bettison the Commission instructed Attorney John Randolph to prepare a letter to be sent to six property owners in Place Au Soleil informing them that they have not paid for their water meter, he was also instructed to contact the health department to determine legality of a shut -off notice. Motion passed. The Town Clerk was instructed to write a letter to Leadership Cablevision informing them that their lines must go underground commencing at North Road and ending at the Gulf Stream Pro Shop. Mayor Koch instructed the Town Manager and the Chief of Police to implement an employee evaluation program and report at the next Commission meeting steps that they have taken toward the creation of this program. Upon motion by Commissioner Clements and seconded by Commissioner Hunter, Commissioner LaPorte was appointed Vice Mayor, motion was passed by the Commission. Commissioner LaPorte stated she accepted the position of Vice Mayor and regretfully resigned as Police Commissioner. -3- COMMISSION MEETING July 14, 1978 Cont. Commissioner Bettison stated he would be happy to be the next Police Commissioner, Commissioner Hunter seconded the motion, motion was passed. Commissioner Bettison resigned his position as Utilities Director. Upon motion by Commissioner Clements and seconded by Commissioner Bettison the Commission appointed Commissioner Hunter Utilities Director. Meeting adjourned at 10:05 A.M.
