ON MARCH 19, 2008 IN THE CITY OF LYNWOOD COUNCIL CHAMBERS. ,Q ~s COMMUNITY AFFAIRS COMMISSION MEETING MINUTES FOR JANUARY 17. 2008 I. OPENING CEREMONIES A. CALL TO ORDER -The meeting was called to order by Chairperson Gloria Garcia at 5:15 p.m. B. PLEDGE OFALLEGIANCE -The Pledge of Allegiance was led by Vice Chairperson D. Joyce Edner. C. ROLL CALL Chairperson Gloria Garcia -Present Vice Chairperson D. Joyce Edner -Present Commissioner Margie Harper -Present D. CERTIFICATION OF AGENDA POSTING -The agenda was duly posted for the January 17, 2008 meeting as prescribed by the Brown Act. E. APPROVAL OF PAST MINUTES -Chairperson Garcia requests that a motion be made for approval of the November 2007 minutes. Vice Chairperson Edner motions that the minutes be approved. Commissioner Harper seconded the motion. The minutes were unanimously approved and the motion was carried. Ayes: 3 Noes: 0 II. INFORMATION ITEMS A. City Council Items: Ms. Rozie Carrillo, Recreation Superintendent II announced that the new City Council members have requested that the City Clerk review all Commissions and Boards. Chairperson Garcia stated that she received a letter and application in the mail. The letter stated that the Community Affairs Commission and the Recreation Commission are being combined. Ms. Carrillo stated that she thinks it's a good fit for these two commissions to be merged together. Commissioner Harper inquired as to how this Commission will benefit from merging the two Commissions together. Ms. Carrillo stated that the Recreation Commission is very community oriented and reaches out to the community. Commissioner Harper stated that we have to define and name our goals in order to reach them. B. General City Program Report: Ms. Carrillo reported the following: Black History Month will be celebrated through various programs throughout the City. The Sunday Afternoon Soul Affair will be held on 2/10/08 at Bateman Hall from 11 a.m. to 7 p.m. There will be a concert at the Lynwood High School Performing Arts Center on 2/16/08. The Senior Division and the Youth Center Division will be hosting film festivals at their facilities. The Natatorium will be open for a free swim if patrons bring in a Black History related item such as an African flag or picture of Martin Luther King. The annual Quiz, Color, Essay Contest will be held for local elementary school youth. Commissioner Harper stated that she attended the Sunday Afternoon Soul Affair with her friends last year. Her friends liked it very much, however she didn't care for the length of the program. She thought it was too long. Ms. Carrillo stated that the program has been cut down to four (4) hours. C. Senior Citizens Program Report: Chairperson Edner wished everyone a happy new year. She attended and enjoyed the Christmas tree-trimming party at the Senior Center. She stated that the Senior programs are taking shape and the division is getting organized. Ms. Cordova is working to get cooperation and communication going between Senior Center staff. There is an upcoming trip to the Bowers Museum in Orange County on 1/25/08. The Senior Division is planning for a Valentine's Day Party. The food in the dining room is getting better and participation in the lunch program is increasing. There is a new embroidery class starting next month. The first lesson will be on the cross-stitch. Ms. Carrillo stated that the City will be closed on Monday for the Martin Luther King holiday. Commissioner Harper asked if anyone went to see "The Color Purple". Vice Chairperson Edner stated that two buses traveled to the Ahmanson Theatre in Los Angeles to enjoy the play. She stated that the music was excellent. The theatre was packed. They had excellent seats. There was a reception at Bateman Hall beforehand. Ms. Phyllis Cooper-Lyons was complimented on hosting the reception. This was not required but was enjoyed by all those attending the play. The food served was a snack; it was not intended to be a meal. One participant complained that she was getting scraps. It was a nice event and someone had to be negative. Commissioner Harper stated that she sold her ticket due to the mezzanine seating. D. Library Report: None E. Human Relations Mutual Assistance Consortium (H.R.M.A.C.) Report: Ms. Carrillo stated that she has nothing to report. She hasn't received anything on future meetings but believes things will pick-up now that the holidays are over. III. SCHEDULED MATTERS A. IV. PUBLIC ORALS -Please adhere to the three-minute time limit. None V. COMMISSION ORALS -Please adhere to the three-minute time limit. • Chairperson Garcia -Chairperson Garcia welcomes everyone back and hopes that everyone's year will be a happy one. She looks forward to see the direction the Commission. Chairperson Garcia stated that she will bring her 2008 Goals to the February meeting. • Vice Chairperson Edner -She is glad to be at the meeting. She attended the Clergy Council Meeting. She is looking forward to hearing everyone's 2008 Goals and Objectives. She asked the former City Clerk, Andrea Hooper for written materials and never received them. The City needs more Deputy Sheriffs to patrol the City and curtail gang activity, tagging, burglaries and rape. She attended a Youth Interfaith Conference in West Los Angeles with Frankie Maryland from H.R.M.A.C. Four youth from Lynwood churches were in attendance. H.R.M.A.C. is working to get youth involved in positive activities and keep them off the streets. Vice Chairperson Edner stated that there will be a soul food dinner served at Emanuel Temple on 2/17 at 1 p.m. for Black History Month. She is working on the literacy program with Reverend Jenkins. Lynwood youth will be involved in a Youth Conference in Anaheim on 1/28. She has enjoyed her time on the Community Affairs Commission. She hopes she has contributed something valuable. She has received her letter from the City Clerk's office and is praying about resubmitting her application. • Commissioner Harper -She is glad everyone is in good health and looking beautiful. Commissioner Harper stated that she received her letter from the City Clerk and returned it personally to the City Clerk's office today. She will bring her goals to the February meeting and asks that Chairperson Garcia and Vice Chairperson Edner bring their goals as well. VI. ADJOURNMENT The meeting was adjourned to the next regularly scheduled meeting to be held at 5:00 p.m. on February 20, 2008 in the City Hall Council Chambers, 11330 Bullis Road, Lynwood, CA 90262.
