Cond'ational Use Permit No. 2008-01 APPLICANT: Roberto Vara 11846 Wilson Avenue APN 6188-010-016 Proposal Applicant Roberto Vara is requesting approval of Conditional Use Permit 2008-01 to construct two (2) detached residences (duplex), two-stories in height with two attached two-car garages and a guest parking carport on property located at 11846 Wilson Avenue, in the R-3 (Multi Family Residential) zone. The subject property totals 9,600 square feet in area and is located on the east side of Wilson Avenue between Josephine Street and Lavinia Avenue. Recommendation Staff recommends that the Design Review Board & Art in Public Places Committee review and provide recommendations to the Planning Commission. 2 ~' DESIGN REVIEW BOARD & ART IN PUBLIC PLACES C®G~99vEITTEE „ORALS STAFF ®RALS AD7®URNMENT Adjourn to the regular meeting of the Lynwood Design Review Board & Art in Public Places Committee on June 25, 2008 at 5:00 p.m. in the City Hall Council Chambers, 11330 Bullis Road, Lynwood, California, 90262. 3 LYNWOOD DESIGN REVIEW BOARD MEETING, DECEMBER 26, 2007 The Lynwood Design Review Board met in regular session in the City Hall Council Chambers. Chair Dove called the meeting to order at 5:40 p.m. Flag Salute led by Board Member Perez. Development Services Manager Colin called roll. Board Members Perez, Benavidez, Lopez, and Chair Dove were present. Board Member Diaz was excused for being absent. Chair Dove inquired if the Agenda had been duly posted. Development Services Manager Colin indicated the agenda had been duly posted in accordance with the Brown Act. Item #5 Minutes November 282007 Chair Dove asked if anyone had corrections to the minutes from the November 28, 2007 Design Review Board meeting and asked if there were any revisions, questions or comments. Motion by Board Member Lopez to approve the minutes from November 28, 2007, seconded by Vice Chair Benavides to approve the minutes. Development Services Manager Colin called roll call. The motion to approve passed 5-0. PUBLIC ORALS NONE CONTINUED ITEMS FOR CONSIDERATION NONE NEW ITEMS FOR CONSIDERATION Item #8 Conditional Use Permit 2007-07 Modified APPLICANT: Oakwood Plaza LLC and Oakwood JH 26, LLC 3211 Oakwood Ave, 11123 & 11103 Long Beach Boulevard & 3198 Los Flores Boulevard APN 6170-039-017, 6170-039-034, 035, & 036 Chair Dove announced agenda item #8 and requested the staff report. Development Services Manager Colin stated that the applicant is requesting to construct a 14,800 square foot retail building one story in height with forty nine (49) parking spaces. The property is located at 3211 Oakwood Avenue, 11123 & 11103 Long Beach Boulevard & 3198 Los Flores Boulevard. The subject property totals 48,734 square feet in area and is located on the west side of Long Beach Boulevard between Oakwood Avenue and Los Flores Boulevard. Staff recommends that the Design Review Board review and provide recommendations to the Planning Commission. Property owner Hezi Kashanian from Universal Property Investments 606E 8~' St. Los Angeles, Ca. 90014 was present and spoke in support. Applicant Luis Ramirez from Universal Property Investments 606E 8th St. Ste. 301 Los Angeles, Ca. 90014 was present. Mr. Kashanian stated that he was here for the Design Review Board. The project that he's trying to build has many art features and decorated concrete, friendly to the neighborhood and it will be illuminated during the nights. Board Member Lopez stated that he was informed that the first floor was commercial and asked if the second floor will be the same design as the first floor. Mr. Hezi Kashanian stated yes, the project complies with all city requirements. Member Lopez stated that he remembered a previous project approved not too long ago. Mr. Kashanian answered that there were some problems with the neighbors. Chair Dove asked if there is any street widening involved in the two east and west streets, Oakwood and Los Flores. Mr. Kashanian stated that the two east & west streets would be widened to comply with the city's requirements. Development Services Manager Colin stated that several departments reviewed this project and there is a five (5~ foot wide strip of property along Oakwood Avenue and the Department of Public Works was asking for dedications and another dedication between the corner of Oakwood Avenue and Long Beach Boulevard and Los Flores to accommodate atwenty-five (25') foot radius under conditions 39 and 40 of the resolution. Chair Dove asked if there were any questions. Mr. Kashanian requested Design Review Board approval. Chair Dove asked if the Board Members were ready for a motion. Vice Chair Benavides moved to approve Conditional Use Permit No. 2007-07. Motion by Vice Chair Benavides, seconded by Board Member Lopez. The motion passed by general consensus. STAFF ORALS Development Services Manager Colin wished everyone a Merry Christmas and Happy New Year and said it was a pleasure working with everybody this year and was looking forward to working with them next year. Applicant Luis Ramirez asked if a copy of the map of the City of Lynwood could be more detailed when reviewing the location of his project. ADJOURMENT Motion by Board Member Lopez to adjourn, seconded by Vice Chair Benavides. Discussion & Analysis The floor plan identifies two 2-bedroom units (duplex), attached 4-car garage and one guest carport. A 1,125 square foot addition would be added to the existing house with an attached two-car garage. The elevation identifies two-story residences, with stucco siding and composition shingle roof. The window trim color is wooden cabin, garage door color is winter garden and the stucco color is nude. The applicant will be present to provide an overview of the project and answer questions.
