CITY OF LYNWOOD
REGULAR MEETING OF THE PERSONNEL BOARD
JANUARY 17, 2008
The regular meeting of the of the Personnel Board of the City of Lynwood was
held on Thursday, January 17, 2008 at 5:00 p.m. in the Council Chambers of City
Hall, 11330 Bullis Road, Lynwood, California. The agenda was duly posted as
prescribed by the Brown Act.
CALL TO ORDER
The meeting was called to order at 5:08 p.m. by Chairperson Robinson. Roll call
was taken by Mr. Alfredo J. Lopez III, Human Resources Director.

PLEDGE OF ALLEGIANCE
Led by Commissioner Battle.
APPROVAL OF MINUTES
The motion was made by Vice-Chairperson Guerrero-Villanueva and seconded by
Commissioner Bradley to approve the minutes of December 20, 2007 with a noted
correction.
The correction was under Studies and Reports third paragraph second sentence.
Commissioner Battle was the one that stated that she believed there were
discrepancies in the mathematics when calculating the eligibility list instead of
Commissioner Bradley. All in favor. Motion carried.

STUDIES AND REPORTS
At the December meeting the Board discussed the mathematical formula of the
weighted score and thought there were some discrepancies. Mr. Lopez along with
Diane Strickfaden explained to the Board the mathematical process of calculating,
weighing to a percentage and obtaining an overall score. The Board understood
the process and thanked Ms. Strickfaden for providing the information.

The motion was made by Vice-Chairperson Guerrero-Villanueva and seconded by
Chairperson Robinson to approve the eligibility list for the position of Water Service
Worker II. All in favor. Motion carried.
COMMISSIONER & STAFF ORALS
Mr. Lopez provided the Board with an overview of the Class & Compensation
Study. The study was conducted by an outside firm by the name of CPS Human
Resource Services located in Sacramento, California. The objective of the study
was to collect and analyze minimum and maximum base salary and benefits data,
and to conduct a total compensation analysis. The analysis was conducted with
thirteen surrounding cities. Overall and based upon the data collected, the City is
12.02% below the labor market median.
Mr. Lopez informed the Board that a complete set is available for the Board to
check out for their review.
The motion was made by Commissioner Battle and seconded by Vice-Chairperson
Guerrero-Villanueva to received and file the Class and Compensation Study. All in
favor. Motion carried.
Chairperson Robinson requested a copy of the complete study and would like to
see a copy of the City's EEO report.
The Board also showed an interest in seeing the City's ethnic breakdown and the
community census data at the next schedule meeting.
The Board requested a copy of the 2008 Lynwood calendar.
Mr. Lopez informed the Board that the next scheduled Road on the Show would be
to the City of Santa Monica. The City of Santa Monica commission meets on the
fourth Thursday of the month at either 4:30pm or 6:00 pm. Ms. Strickfaden will
confirm. The Board agreed and selected March 27th as a tentative date to visit
Santa Monica. All in favor. Motion carried.
ADJOURNMENT
Commissioner Bradley made the motion to adjourn and Vice-Chairperson
Guerrero-Villanueva seconded. All in favor. Motion carried. The meeting
adjourned at 6:20 p.m.
