The meeting was called to order by Mr. Kross at 8:15 a.m., a quorum was present at that time. 1. Introduction 2. Acceptance of the October 1, 2020 meeting minutes Mr. Farr made a motion to approve the minutes. Mr. Brooks seconded the motion, all members were in favor. 3. New Business a) Request to remove parking time limits in the 500 block of E. High St. (Requestor: Mr. Lance Salmons) Mr. Smith gave the staff report. Staff would not be opposed to removing the parking time limit, unless there was significant neighborhood opposition. APPROVED November 5, 2020 The requestor was present and spoke on his behalf. Mr. Farr made a motion to remove time limited parking. Mr. Schwartze seconded the motion. All members were in favor. b) Request to time limit two parking spaces to 30 minutes from noon to 3:00 p.m. Tuesday thru Friday, adjacent to 1006 East High Street. (Requestor: Ms. Clara Stephenson) Mr. Smith gave the staff report. Staff would not be opposed to time limiting these two parking spaces, unless there was significant neighborhood opposition. However, Staff would recommend extending the timeframe to include Monday, so parking is uniform on all weekdays. Staff would also suggest extending the timeframe to include all afternoon or all day, so there is less potential confusion on timing in a commercial district. The requestor was present via Webex and spoke on her behalf. After a discussion between commission members and the requestor, Mr. Schwartze made a motion to limit two parking spaces to 30 minutes Monday thru Friday from noon to 5:00 p.m. Mr. Brooks seconded the motion. After more discussion, Mr. Schwartze accepted an amendment to his motion to change the times to 8:00 a.m. to 5:00 p.m. and to notify the Police Chiefs Association of the change. Mr. Brooks, who seconded the motion, also accepted the time change. All members were in favor. c) Request to make the 300 block of Locust Street one-way and mark parking spaces. (Requestor: Mr. Scott Farley) Mr. Smith gave the staff report. Staff would support the request to make the 300 block of Locust Street one-way if there was neighborhood support-in the past Staff has noticed when support is not given, compliance is low and there is a high likelihood a request to reverse the action will be received. Further, if the one-way is approved, Staff would recommend the one-way direction be travel in the northeast (E. McCarty to E. High) direction such that parking would be on the right hand side and travel would be similar to other one-way streets off East High St. Current policy is only to mark parking spaces in the central business district, so Staff would not support marking parking spaces in this block. The requestor and area residents were present and spoke on their behalf. Mr. Farr made a motion to make the 300 block of Locust one-way northbound from E. McCarty to E. High St and to mark curbs in the alley if needed. Mr. Brooks seconded the motion. All members were in favor. d) Request to slow traffic down on Tanner Bridge Road (Lorenzo Greene Drive to Ellis Blvd.). (Requestor: Mr. Alan Lambert) Mr. Smith gave the staff report. Staff is recommending this section of Tanner Bridge Road be used as a trial/study location for the effectiveness of a speed reduction technique. Specifically, Staff is suggesting a longer speed study on the area, during APPROVED November 5, 2020 which Staff would narrow the perceived driving lane width thru painting a parking lane line for the entire section length (approx. 4,400 feet; 8’ parking lane, 2-11’ driving lanes), then monitor its effect on speeds in the short and long-term. The requestor and other area residents were present and spoke on their behalf. After a lengthy discussion between commission members and area residents, Mr. Staub made a motion for Staff to do further study/research and table the topic to a future meeting. Mr. Towner seconded the motion. All members were in favor. The topic will be tabled for a future meeting. 4. Old Business 5. Other Business 6.
