Senior Advisory Council Meeting Minutes October 1, 2008 The meeting was called to order at 12:03 p.m. by Chair, Paulette Bradley. "fhe agenda was duly posted as prescribed by the Brown Act. Joyce Gdner Lorene Reed UUT Presentation -City Manager, Roger L. Haley: Roger I. Haley -Thank you all for being here today to hear our information presentation on the Utility Users Taxes. 1 am not here to ask you to vote yes or no, that is not my roll here and I want to make that clear. This is an education sharing information effort on behalf of the City to our residents. Some of you have seen this presentation before. One of our roles for the Cily is to try to reach out as much as possible to educate and inform our residents. We will talk about five focal points (1) City fiscal year current budget 2008-2009, (2) U.U.I. & Public Safety and how it impacts public safety, (3) Three ballot measures for November 4, 2008, (4) Why is the U.U.T. on the ballot now?, (5) What would change if the U.U: f. is not on the ballot? If you have any questions please feel free to contact me. Ouestions & Answers: Mike Lucero - On the parking enforcement issues we are being told time and time again that they are being enforced. They are not being enforced on sweeping day. The streets are still dirty. 1 have spoken to several people about the streets not getting swept half of the time because for some reason or another people don't move their cars. In the area where I live the street gets swept on Monday from 8:00 a.m. to 12:00 p.m. on one side and 12:00 p.m. to 4:00 p.m. on the other side. I have only seen the lady from parking enforcement one time. The parking enforcement issue is going nowhere. Roger L. Haley -Make sure we get your name and address. Frank Calderon -Are you aware that the County subsidizes most of the sheriffs expenses and if you ask for grants you will get them from the county. I know that for a fact. I got a letter from one of the supervisors in regards to that. Seniors are 100% subsidized by the Local Americans Act. [t was signed by L.Y. Johnson in 1965 and it's mandated. Roger L. Haley -Our budget, now this is real hard dollars. ft's not the County's dollars, not State dollars our budget for our Sheriffs Department is 8 million dollars that residents pay for, not the County. It's tax payers like you that pay for the Sheriffs Department Also in terms of the Senior Center I can tell from our budget that we pay for the majority of senior services. I don't want that type of information going out. We have the budget information. Nothing is free. Member Margaret Araujo -Yes, the County does provide funds to local government but the local government is responsible for the remainder of the cost. Yes, they probably subsidize the Sheriffls but they are still under contract to the City and the City is liable to pay those contracts. Same thing with the seniors yes, the County subsidizes money to all local entities but each local government still has to pay a portion of that money. Percy Brown -The statement was made that there is lower revenue due to the poor economy, property tax and sales tax. Do they have an estimate of what the loss is yet? Roger L. Haley -It's difficult to say how much the property tax loss is because it is still coming in. Houses are being reassessed and going into foreclosure daily. So it is difficult to assess but we know there won't be an increase. We feel there is going to be a decrease if the U.U.T. does not pass. Some hard decisions will have to be made in terms of cutting a huge amount from our budget. No one takes pleasure in cutting the budget or laying off people. It's a hard decision for the City Manager to make because everyone needs their job. Chair Paulette Bradley -Thank you Mr. Haley that was sobering information but very factual here. [t gives you an idea of participation of our Senior Center and how much it has been growing in the last year. I think it's important to familiarize ourselves with the propositions. Member D. Joyce Edner - [would like to thank the City Manager for the most informative explanation review of the U.U: f. measures. I know that we all have our thoughts but when you hear it, it makes a little difference. We can understand it better. Thank you all 1'or coming and we would like to invite you to the November meeting at the same time. Member Margaret Araujo -There is a proposition on the ballot that is for redistricting. That is not the Governor's ballot. The ballot measure was put together by the Legal Women Voters, AARP and other groups that felt it was time that [he citizens took back the redistricting away from the legislators. There are four to six Republicans and Democrats who decide on the redistricting. The republicans will give a democrat a safe seat so they can keep getting elected in that seat and vice versa. By the residents forming a commission you have the choice to make sure you are being represented in Sacramento and Washington. Member Lorene Reed -Thank you Margaret. This is why it's so important for us to study. We both read the proposition. We both have two different interpretations. That's why it's important for everyone to study these things and get proper information. Chair Paulette Bradley - In summary 1 think what both Advisory Council Members are tying to get across to you is just because you're now seniors, retired and into the fun time of your life you need to be reading someone's periodical, listening to a news channel and hearing the various sides that are going on in our Country. We don't know what tomorrow holds for us so we need to step back and pay attention. Adjournment: Member Margaret Araujo made a motion to adjourn, 2nd by Member Lorene Reed.
