The Meeting was called to order by Vice Mayor LaPorte at 9 A.M.
Upon motion by Commissioner Bettison and seconded by Commissioner Hunter the Commission
approved the Minutes of the Regular Meeting September 8, 1978.
Upon motion by Commissioner Hunter and seconded by Commissioner Bettison the Commission
approved the Minutes of the Special Advertised Meeting September 20, 1978.
Upon motion by Commissioner Hunter and seconded byzCommissioner Bettison the Commission
approved the Minutes of the Special Advertised Meeting September 27, 1978.
Upon motion by Commissioner Bettison and seconded by Commissioner Hunter the Commission
accepted the Financial Report for the month of September, 1978.

Upon motion by Commissioner Bettison and seconded by Commissioner Hunter the
Commission passed Ordinance 78 -4.
ORDINANCE 78 -4
AN ORDINANCE OF THE TOWN OF GULF STREAM, FLORIDA, AMENDING ORDINANCE NO.
76 -1 OF THE TOWN SO AS TO RESTRICT THE PARKING OF COMMERCIAL VEHICLES OR
TRUCKS OVER THREE - QUARTER TON RATED CAPACITY WITHIN THE TOWN AND FURTHER
TO PROVIDE RESTRICTIONS FOR THE PARKING OF PANEL TRUCKS, PICK -UP TRUCKS,
VANS, OR SIMILAR TYPES OF TRUCKS AND COMMERCIAL VEHICLES OF NOT OVER THREE -
QUARTER TON RATED CAPACITY, PROVIDING A PENALTY FOR VIOLATION HEREOF,
PROVIDING AN EFFECTIVE DATE.

COMMISSION MEETING OCTOBER 13. 1978 Cont.
A letter from Mayor William Koch opposing the Proposed County Charter was read
to the Commission. After a general discussion the Deputy Town Clerk was instructed
to contact the County requesting Fact Sheets to distribute to the Commission for
their review.
The Commission stated their objection to a recent disbursement of $90,000 surplus
funds that the Cities of Boca Raton, Delray Beach and Boynton Beach will divide.
This occurred from operation of the Cooperative Dispatch Center. Attorney Randolph
stated he would check into this matter and report at a later date.
Vice Mayor LaPorte instructed Chief McQuade to see if something could be done to
remove "NO TURNS ON RED" sign located on traffic light at N.E. 8th and ALA.
Commissioner Hunter voiced his objection to double signatures on checks. After
a general discussion Commissioner Bettison stated he approved of this arrangement
and felt it should not be changed.
On motion by Commissioner Bettison and seconded by Commissioner Hunter the Commission
passed Resolution 78 -8.
RESOLUTION 78 -8
A RESOLUTION PROVIDING FOR THE ISSUANCE BY THE TOWN OF GULF
STREAM, FLORIDA, OF A TAX ANTICIPATION NOTE IN THE AMOUNT
OF $138,516.16 DUE AND PAYABLE TO ADVANCE
FUNDS FOR THE COST OF LAYING WATER LINES AND TO MAKE CERTAIN
OTHER IMPROVEMENTS NECESSARY TO EXTEND AND IMPROVE THE WATER
WORKS SYSTEM OF THE TOWN; CONTAINING OTHER PROVISIONS RE-
LATING TO SUCH NOT; AND PROVIDING AN EFFECTIVE DATE.
Mr. L. C. Preditsch requested the Commission to refund $119.88 for his water meter
and stated his reasons why this request should be granted. After a general dis-
cussion the Commission denied the request.

ORDINANCE NO. 78 -4
AN ORDINANCE OF THE TOWN OF GULF STREAM,
FLORIDA, AMENDING ORDINANCE NO. 76 -1 OF
THE TOWN SO AS TO RESTRICT THE PARKING
OF COMMERCIAL VEHICLES OR TRUCKS OVER
THREE - QUARTER TON RATED CAPACITY WITHIN
THE TOWN AND FURTHER TO PROVIDE RESTRIC-
TIONS FOR THE PARKING OF PANEL TRUCKS,
PICK -UP TRUCKS, VANS, OR SIMILAR TYPES
OF TRUCKS AND COMMERCIAL VEHICLES OF NOT
OVER THREE- QUARTER TON RATED CAPACITY,
PROVIDING A PENALTY FOR VIOLATION HEREOF,
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE TOWN COMMISSION OF THE TOWN OF
[GULF STREAM FLORIDA:
Section 1. Ordinance No. 76 -1 of the Town of Gulf
(Stream is hereby amended as follows:
A. No commercial vehicles or trucks over three - quarter
ton rated capacity may be parked on any property or right -of -way
within the town.
1. This restriction shall not apply to the
temporary parking of such vehicles on private property in residen-
tial areas whereon construction is underway for which a current and
valid building permit has been issued by the town and said permit
is properly displayed on the premises.
2. This restriction shall not apply to routine
deliveries by tradesmen or the use of trucks in making service
calls, providing that such time period is actually in the course
of business deliveries or servicing, as the case may be.
3. This restriction shall not apply to the parking
of emergency vehicles, providing that the time parked is actually
necessary for the emergency.
4. This restriction shall not apply to a situation
where such vehicle becomes disabled and, as a result of such
emergency, is required to be parked within a residential district
for longer than the time allowed herein. However, any such
vehicles shall be removed from the residential district within
24 hours by wrecker towing, if necessary, regardless of the nature
of the emergency; and the cost of such towing shall be at the
expense of the owner of the vehicle.
Section 2. Section 1 of Ordinance No. 76 -1 is amended
at the first paragraph following the language, "Section 1 ", to
read as follows: "Panel trucks, pick -up trucks, vans or similar
types of trucks and commercial vehicles of not over three - quarter
ton rated capacity and recreational boating and camping equipment
in the form of travel and camping trailers, boat trailers, boats
on trailers and truck trailers designed and used as temporary
living quarters for recreation, boating, camping or travel use,
parked on a lot containing a single - family residence in the
residential districts of the town shall be parked subject to the
following conditions:"
Section 3. Other than the amendments set forth above,
Ordinance No. 76 -1 shall remain as is with Paragraphs (a), (b), (c),
(d), (e), (f), (g) and Section 2 of the original Ordinance remaining
unchanged.
Section 4. The provisions and conditions set forth
in subsections 2 and 3 above are not intended to regulate the
parking of vans or similar types of vehicles used primarily for
personal transportation rather than commercial purposes.
Section 5. This Ordinance shall take effect upon its
passage and approval provided by law.
