CLEMENTS JOEL HUNTER MAYOR VICE MAYOR COMMISSIONER COMMISSIONER COMMISSIONER Also attending: Attorney John Randolph, Manager William E. Gwynn, Deputy Town Clerk, Barbara Gwynn, Police Chief William McQuade, Planning Board Chairman, Brian Pfeifler, Robert Dixon, Jim Briggs, County Engineer H.F. Kahler and Arthur V. Strock. The Meeting was called to order by Mayor Koch at 9 A.M. Upon motion by Vice Mayor LaPorte and seconded by Commissioner Bettison the Commission approved the Minutes of the Regular Meeting October 13, 1978. Financial Report for the month of October was submitted and accepted by the Commission. The following summarization of the Police Report for the month of October, 1978 was submitted to the Commission. Commissioner Hunter gave a report on his recent study concerning the water system portion currently being leased from the Gulf Stream Golf Club. After discussing this and noting that the original amount of water equipment being leased was substantially decreased due to removal of the water tower and re- placement of 750' of water lines, he stated three alternatives that can be taken. 1. Continue with Lease Agreement as is. 2. Exercise the Town's option as stated on the contract to buy the lines from the Club. 3. To install new lines. After a general discussion the Commission appointed Commissioner Hunter to meet with the Gulf Stream Golf Club Water Committee to discuss this problem and report at the next Commission Meeting. Due to growing concern over an erosion control line from the Boynton Inlet to Delray Beach - the first step in a proposed beach restoration project, County Engineer H. F. Kahlert along with Arthur V. Strock and Associates, consulting engineers for this project, were present to explain and answer questions. Mr. Kahlert stated that before the State of Florida will proceed with a public hearing they request in writing from the Town and its citizenry their support in the County's beach preservation effort and their desire to acquire additional information on the Erosion Control Line. Mr. Robert Dixson voiced his objection to writing such a letter. Mayor Koch suggested that the citizens of Gulf Stream be given an opportunity to voice their opinions and invited Mr. Kahlert and Mr. Strock to the December 8th meeting. Upon motion by Commissioner Bettisop, seconded by Vice Mayor LaPorte the Commission declined participation in the Urban County Interlocal Agreement. Commission approval was given to Commissioner Bettison to seek bids for two police cars. Attorney Randolph reported that he had met with Commissioner Hunter ro review the Codification of Ordinances recently adopted. He commented on Commissioner Hunters superb job of reviewing the ordinances. He stated Commissioner Hunter is currently having the changes typed and will present them to the Commission for their review. Attorney Randolph also suggested that Ordinance 77 -4 be recinded until the Commission is satisfied with changes now being madei The Commission concured with this suggestion and instructed Attorney Randolph to take care of this matter at the next meeting.
