CLEMENTS COMMISSIONER JOEL HUNTER COMMISSIONER Also attending: Attorney, John Randolph, Manager, William E. Gwynn, Deputy Town Clerk, Barbara Gwynn, Police Chief, William McQuade, Planning Board Chairman, Brian Pfeifler, Robert Dixson and Palm Beach Commissioner Norman Gregory. The Meeting was called to order by Mayor Koch at 9 A.M. Upon motion by Vice Mayor LaPorte, seconded by Commissioner Bettison the Minutes of the November 10, 1978 Commission Meeting was unanimously accepted by the Commission. Upon motion by Commissioner Clements, seconded by Vice Mayor LaPorte the November Financial Report was unanimously accepted by the Commission. Earl Wallace Ford. 2. COMMISSION MEETING DECEMBER 8, 1978 Cont. Mayor Koch introduced newly elected County Commissioner Norman Gregory. Commissioner Gregory explained the County's desire to establish an erosion control line, Mr. Campbell, Engineer with Strock and Associates displayed a chart showing the areas designed for the establishment of this line and also for refurbishment of the beach. A general discussion followed with audience participation in a question and answer session. It was announced that a hearing will be held before the Head of the Department of Natural Resources (Governor & Cabinet) on the adoption of a proposed rule, Chapter 16B -26.10 Fla. Administration Code, setting the Coastal Construction Control Line in Palm Beach County. After a general discussion, Commissioner Clements moved that the Mayor send a letter to each member of the cabinet objecting to this proposal. Vice Mayor LaPorte seconded the motion, motion was unanimously passed. The concern by residents to save the australian pine trees taged for removal due to blocking the view of motorist on Golfview Drive was heard by the Commission, After a general discussion the Town Clerk was instructed to look into the possibility of placing a metal mirror on AIA and removal of the existing mailbox and paving a small section on the southeast corner of Golfview Drive. The Deputy Town Clerk reported on lethal yellowing noting that since July, 1978 203 coconut trees had been removed with 51 added to the list. Mr. F. P. O'Brien Secretary of the Civic Association suggested the Town step up their program in the removal of diseased trees, On motion by Commissioner Bettison, seconded by Vice Mayor LaPorte, Robert DeMarco was denied approval of a building permit until he had submitted plans with proper stamps and signatures from various agencies for review and approval by the Planning Board, Motion passed. Thursday January 11, 1978 9 A.M. was designated for a "Special Advertised Workshop Meeting" to be held at the Town Hall. The purpose of this meeting is to discuss Codification of Town Ordinances and Charter. At this point Mayor Koch excused himself and asked Vice Mayor LaPorte to Chair the Meeting. Commission Clements moved that final plat approval be given for Hidden Harbour Estates, Tom Walsh Development, subject to the developer complying with the request of the engineers letter of December 6th, 1978 which is a part of the "Minutes" and further subject to a positive indication from the developer that an alternate water line will be installed in the event adjacent residents object to their tie -in to existing water lines. Motion passed. Commissioner Hunter informed the Commission that Mr. Harold Johnson had deposited with the Town, a check in the amount of $5,000, to be used to survey and fence in a portion of land he donated to the Town for use as a wildlife sanctuary. Mr. Roger Walz, President of Leadership Cablevision and Mr. Gene Strickland, General Manager gave an update on Cable T.V. stating work would be completed in approximately two weeks. Koch Town of Gulf Stream 246 Sea Road Gulf Stream, FL 33444 Dear Mayor Koch: December 6, 1978 Subject: Hidden Harbour Estates, Tom Walsh Development Town of Gulf Stream Project No. 657 - 741 -04 -4 We have reviewed the November 15, 1978 revision of the plans for the above project as prepared by Arthur V. Strock & Associates, Inc. and find them to be acceptable and consistent with good engineering practice, subject to the following: Addition of a 6 -inch ductile -iron pipe, polyethelene wrapped, interconnecting the existing 6 -inch water mains bordering the property on the north and south and running east of the pro- posed north -south road. This will provide improved water supply to the 4 -inch water main on the north and to the fire hydrant, particularly in the event of damage to the north 6 -inch water main.
