The Meeting was called to order by Mayor Koch at 9 A.M.
Upon motion by Vice Mayor LaPorte, seconded by Commissioner Bettison
the Commission approved the minutes of the regular meeting May 10, 1979.
The following summarization of the Police Report for the month of May,
1979, was submitted to the Commission.

Mayor Koch thanked Mr. Souder for his company's recent review of the
Town's Insurance Program. Manager Gwynn explained that a meeting had
been held with the Town's Insurance Agent and steps were being taken
to improve coverage in certain areas as brought out in this study. He
also read a letter from Insurance Service office explaining the Town's
fire rating and steps that must be taken in order to improve the rating.
These letters are a part of the minutes.
Second and final reading of Ordinance 79 -6 was heard by the Commission.
Upon motion by Vice Mayor LaPorte seconded by Commissioner Bettison
Ordinance 79 -6 was adopted by the Commission.

AS REQUIRED BY THE LOCAL GOVERNMENT COMPREHENSIVE
PLANNING ACT OF 1975.
PUBLIC HEARING LOCAL PLANNING BOARD
JUNE 4, 1979 5 P.M.

Also attending: Manager, William Gwynn, Gene Caputo, Principle
Planner Area Planning Board, Mr. Charles Eaton and Gladys Brisson.
Meeting was called to order by Mayor Koch at 5 P.M. He explained
this meeting is being held in order to receive comments from
interested parties concerning the Town's Comprehensive Plan.
Mr. Caputo said the plan preserves the Quality and nature of the
Town and doesn't call for anything more than what they have right
now. This document once adopted has legal status as an ordinance.
Motion was made by Commissioner Bettison to recommend the plan
to the Town Commission on Friday and at that time to set another
public hearing date. Seconded by Vice Mayor LaPorte. Motion passed.
Meeting adjourned 5:10 P.M.

Second and final reading of Ordinance 79 -7 was heard by the Commission.
Upon motion by Commissioner Bettison seconded by Vice Mayor LaPorte
Ordinance 79 -7 was adopted by the Commission.

AN ORDINANCE OF THE TOWN OF GULF STREAM, FLORIDA,
DESIGNATING THE TOWN COMMISSION AS THE LOCAL PLANNING
AGENCY FOR PURPOSES OF REVIEWING THE TOWN'S COMPREHENSIVE
PLAN, HOLDING PUBLIC HEARINGS IN REGARD THERETO, AND
TO CARRY OUT ALL ACTIVITIES DESIGNATED BY STATE STATUTE
OF THE LOCAL PLANNING AGENCY.
Second and final reading of Ordinance 79 -8 was heard by the Commission.
Upon motion by Vice Mayor LaPorte seconded by Commissioner Bettison
Ordinance 79 -8 was adopted by the Commission.
ORDINANCE 79 -8
AN ORDINANCE OF THE TOWN OF GULF STREAM, FLORIDA,
AMENDING SECION 29, "RATES" OF ORDINANCE NO. 74 -5
TO PROVIDE FOR AN INCREASE IN THE PERMITTED RATES
AND CHARGES TO SUBSCRIBERS TO CABLE TELEVISION
SERVICES: PROVIDING AN EFFECTIVE DATE.
A letter from the Local Planning Board was read to the Commission.
recommending they approve the Town's Comprehensive Plan as presented.
This letter stated a public hearing was held June 4, 1979, to receive
comments from interested parties. Commissioner Bettison moved that
the Comprehensive Plan be accepted, Vice Mayor LaPorte seconded the
motion, motion passed. August 10, 1979, 5 P.M. was set by the
Commission as a tentative date to receive comments from the State,
Regional and Local review agencies.
Mr. Douglas McCrary, owner of Jamaica Square, requested the Commission
approval to tie -in to the Delray Beach sewer system. After a general
discussion the Commission turned this over to the Planning Board for
review and their recommendation to be heard at the next Commission
meeting.
9 :25 A.M. At this point Commissioner Clements arrived at the meeting.
On motion by Commissioner Clements seconded by Vice Mayor LaPorte the
financial report was accepted by the Commission.
A letter of resignation from Sergeant William E. Reardon was read to
the Commission, this letter is a part of the minutes.
Mayor Koch instructed the Town Manager to continue to look into upgrading
the Police Department and if need be to hire an outside consultant to
assist. He also instructed him in view of Chief McQuade's absence he
would be in charge of the Police Department. Manager Gwynn accepted
the responsibility of the Police Department. Commissioner Bettison
was instructed to look into the situation of residence keys presently
in the Chiefs office and to study the problem of false alarms.

The Town Clerk was instructed to contact Air to Traffic to place a
Slow and Yellow line at the west end of Cardinal Circle.
Commissioner Clements moved that a letter be sent to Leadership Cable
Television Systems notifying them the Commission desires to release
the bond since this company is no longer franchised in the Town of
Gulf Stream.

I hereby submit my resignation as Sergeant and Police
Officer of the Town of Gulf Stream. I assume that you will
accept this resignation without prejudice.
I find it impossible to continue serving the Town due
to the almost constant harrassment from the newspapers, re-
porters, two fellow employees and others.
I do this in the best interest of my wife, children and
my own health.

ORDINANCE NO. 79 -6
AN ORDINANCE OF THE TOWN OF GULF STREAM, FLORIDA,
DECLARING THE INTENT OF THE TOWN OF GULF STREAM,
FLORIDA, TO PLAN WITHIN ITS MUNICIPAL BOUNDARIES
AS REQUIRED BY THE LOCAL GOVERNMENT COMPREHENSIVE
PLANNING ACT OF 1975.
WHEREAS, by substantial majorities of both Houses of the
Florida Legislature, the Local Government Comprehensive Planning
Act (LGCPA) of 1975, was adopted on May 30, 1975; and
WHEREAS, the Act further requires that all units of local
government must prepare and adopt a Comprehensive Plan as per
requirements of the LGCPA; and
WHEREAS, the Act further requires that all units of local
government adopt an appropriate ordinance declaring the intent of
the local government to exercise authority of the Act to plan for
the total area under its jurisdiction;
THE TOWN OF GULF STREAM HEREBY ORDAINS:
We the Town of Gulf Stream, Florida, hereby declare its
intent to exercise its authority to plan for the area under its
jurisdiction as granted by the Local Government Comprehensive
Planning Act of 1975.

Agency to review the Comprehensive Plan of the Town, hold
public hearings in regard thereto, and carry out all
activities designated by the State Statute of the Local
Planning Agency in regard to the Comprehensive Plan.

ORDINANCE NO. 79 -8
AN ORDINANCE OF THE TOWN OF GULF STREAM, FLORIDA,
AMENDING SECTION 29, "RATES" OF ORDINANCE NO. 74 -5
TO PROVIDE FOR AN INCREASE IN THE PERMITTED RATES
AND CHARGES TO SUBSCRIBERS TO CABLE TELEVISION
SERVICES: PROVIDING AN EFFECTIVE DATE.
WHEREAS, Leadership Cablevision Associates, Ltd, provides
cable television services to residents of Gulf Stream, Florida,
pursuant to a franchise granted by the Town by Ordinance No. 78 -1
on February 10, 1978; and
WHEREAS, the rates and charges for cable television services
have remained unchanged since the cable television ordinance was
adopted by the City on May 10, 1974; and
WHEREAS, based upon the increased costs of operation since
that time and other factors, Leadership Cablevision Associates,
Ltd, has adequately demonstrated the need to increase the said
rates and charges;
NOW THEREFORE, BE IT ORDAINED BY THE TOWN COMMISSION OF
THE TOWN OF GULF STREAM THAT:
Section.l. Section 29, "Rates" of Ordinance No. 74 -5
of the Town of Gulf Stream, Florida, is deleted in its entirety
and the following is substituted in its place and stead:
Section 29. Rates. The maximum rates and charges which
may be levied by the Company for connection to and use of its
services are as follows:

(b) In addition to the reconnection charge set
forth above, subscribers previously disconnected
for nonpayment of service fees will be charged
an additional $5.00 upon reconnection.
(c) The Company is granted the privilege of making
additional installation charges based on time
and material for custom installation charges as
defined in this Ordinance. The amount of the
Company's compensation shall be subject to ap-
plicable federal, state and local law and re-
gulations. All rates shall be uniform through-
out the City. No changes in rates charged to
subscribers shall be made except as authorized
by the City after an appropriate public hearing.
(1) "Standard Installation" shall mean any
installation which requires no more than
100 feet of lead -in -type cable, where
entry into the structure is made through
an outside wall, where internal wiring
can be affixed to the surface of the wall
or base - board, and where the method of
outside installation, either aerial or
underground, is the same as is employed
in the distribution line serving the
subscriber.
(2) "Custom Installation" shall mean any in-
stallation which employs outside construc-
tion methods, either aerial or underground,
different from that employed in the distri-
bution line serving the subscriber, where
inside wiring involves installation of

cable or wire in any attic, crawl space
or within the dead space area of any wall,
or requires more than 100 feet of lead -in-
type cable, or requires additional ampli-
fication equipment to provide proper service.
Section 2. This ordinance shall become effective immediately
upon passed on second and final reading.
PASSED AND ADOPTED in regular session on second and final
reading this 8th day of Jane , 1979.
