ON TUESDAY, JANUARY 27, 2009 IN THE LYNWOOD CITY HALL COUNCIL CHAMBERS. recreatn\commission agendas & minutes\recreation & parks 2008.November agenda\October minutes CITY OF LYNWOOD RECREATION & PARKS COMMISSION MEETING MINUTES for October 28, 2008 I) Call to Order: The October 28, 2008 Recreation & Parks Commission meeting was called to order at 5:12 p.m. by Chairperson Charles Wood. II/III) Invocation & Pledge: Commissioner Margie Harper gave the Invocation and the Pledge of Allegiance was led by Vice Chairperson Joanette Gutierrez. IV) Roll Call: Present Absent Chairperson Wood Commissioner Hernandez Vice Chairperson Gutierrez Commissioner Harper Commissioner Salazar V) Agenda Posting: The Agenda was duly posted for the October 2008 meeting as prescribed by the Brown Act. VI) Approval of Past Minutes: Chairperson Wood .calls for a motion for review and approval of the minutes for the Recreation & Parks Commission meeting held on August 26, 2008. Note: There was no meeting held in September. Commissioner Daniel Salazar makes a motion to approve the minutes. Commissioner Harper seconds the motion. All Commissioners vote in favor of approving the minutes and the motion is approved. VII) Correspondence: None VIII) Public Orals: Pearline Calderon, 4010 Josephine Street inquired about different prices on similar events that take place at Bateman Hall. Chairperson Wood commented that the cost varies according to the accommodations requested including day of week, time of day and kitchen use. Commissioner Salazar stated that there are many options that affect the price of similar events such as linen, security, bartender, residency, etc. IX) Scheduled Matters: A. Utility Users Tax Presentation -Roger L. Haley, City Manager - Mr. Mark Flores will serve as proxy for the City Manager. Mr. Flores extends Mr. Haley's apologies for not being present and states that he will keep the presentation brief. A PowerPoint presentation was shown to the commissioners. Mr. Flores explained that if the UUT does not pass that there will be a $6 million reduction to the City's budget and City services will be impacted; such as a delay in inspections, addressing patron complaints, and reduced cashier hours to name a few. Crime has dropped 14% in the City of Lynwood and crime could possibly increase once again. Vice Chairperson Gutierrez stated that we can't have a safe City without the Sheriff's presence. She also inquired as to whether records of funds will be available to the public. Mr. Flores stated that financial records will be available to the public. Chairperson Wood questions whether Recreation Department programs would be cut even if the measure passes. Mr. Flores indicated that Recreation programs will be paid out of Scheduled Matters: Continued the general fund. Commissioner Salazar stated that the Recreation budget will stay the same and programs will continue as usual if the measure passes. Commissioner Harper stated that everyone should vote their conscience; everyone should vote how their heart tells them to regardless of the presentation. She suggested calling the Assistant City Manager to get their own facts and make their own informed decision. If this measure doesn't pass there will be consequences. She just wants to make sure that money is used for the purposes indicated. B. Goals & Objectives Questionnaire - Mr. Flores stated that there is one more meeting left in this year. If you have not already done so, please fill out the Goals & Objectives Questionnaire and return it to Mr. Flores right away so that he can draft a report.. C. Update on Lynwood Parks -Arsenio Frontella, Associate Civil Engineer, is not available to present his report today. Chairperson Wood stated that the sidewalks, curbs, and gutters are going in. Mr. Flores stated that Ham Park will open in March 2009 and be operational in April 2009. Chairperson Wood commented that parents are looking forward to the park opening. Mr. Jose Trejo, Deputy Director of Recreation stated that this park is 50% athletic and 50% passive. The passive area consists of shelters, picnic area, and an open patio. The athletic component consists of a playground, basketball court and open space for playing sports. The baseball program will move to Ham Park in April. Phase I consists of landscaping, restrooms, playground equipment, basketball court, sidewalks, etc. Phase II consists of the actual building, lighting, bleachers and dugouts. There will be a fence along Atlantic from Josephine to the 105 Freeway. X) Staff Reports: A. Facility Usage Report -See Public Orals B. Current Programs/Activity Report - • 10/30/08 -Movie Night @ the Senior Center - 6 p.m. to 8 p.m. • 10/30/08 -Mobile Recreation Program @ the Natatorium - 6 p.m. to 9 p.m. • 10/31/08 -Annual Halloween Festival - 5 p.m. to 8 p.m. in Lynwood City Park Mr. Flores invites the Commissioners to come out and serve as judges for the costume and pumpkin carving contests. • 11/17 - 12/4 -The gymnasium will be closed for maintenance. Vice Chairperson Gutierrez reported on the condition of the Natatorium restroom. Mr. Flores stated that the Natatorium will undergo renovations and repairs to the floors and bathroom stalls. Mr. Trejo stated that the annual maintenance will include repairs to fix leaks, stalls, showerheads, and ventilation. The pool will be drained and the tank will be repaired. There will be an inspection and a report will be filed. Vice Chairperson Gutierrez asked if windows could be opened for ventilation. She stated that water damage is spreading and tiles are coming undone. Mr. Trejo stated that the tiles will be replaced. Vice Chairperson Gutierrez inquired as to whether this job will be contracted or done in-house. She would like to be there when the repairs are done. They must be done properly. The City will be sued if a child is injured. The City doesn't have money to spare. Mr. Trejo stated that we can't oversee the work done by the contractor. The Public Works Department staff will make sure the job is done correctly. Vice Chairperson Gutierrez stated that there are mice in the Natatorium. Mr. Flores stated that repairs to the building will help to address this problem. XI) CommiSSlon Orals: (Please abide by the 3-minute time limit for each Commissioner) • Chairperson Wood - He invites everyone to attend the Veterans Day Program on 11/6/08 at 10 a.m. on the front lawn at City Hall. He also encourages the Commissioners to come out and judge the Halloween contests. It's lots of fun. • Commissioner Harper -She is happy to see visitors in the audience and glad that they took the time to sit in on the meeting. She stated that she received an award from President Bush for work she has done in the community. She is happy to be part of this team. • Vice Chairperson Gutierrez - No comment • Commissioner Hernandez -Absent • Commissioner Salazar - No comment XII) Adjournment: The meeting was adjourned to the next regularly scheduled meeting to be held at 5:00 p.m. on November 25, 2008 in the Lynwood City Hall Council Chambers.
